Due to significant and escalating safety concerns, we have made the difficult decision to temporarily relocate all programming off -site. This disruption currently impacts nearly 80 children and youth and 20 staff members, compromising the stability, consistency, and quality of services we provide to the Overtown community. For over 30 years, TML has been a cornerstone in Overtown, delivering holistic youth development, academic support, and family -centered services. Today, the condition of our facility threatens not only our operations but the safe haven our building has long represented. Summary of Critical Issues 1. Roof Failure and Active Leaks Our facility is experiencing multiple roof leaks that have progressively worsened. These leaks have led to water intrusion throughout the building, creating hazardous conditions. Cost: Full Roof Replacement: $180,000 2. Interior Ceiling Damage and Replacement Ceilings have deteriorated due to prolonged roof leakage. Cost: Ceiling Demolition & Replacement: $85,000 3. Rodent Infestation and Sanitation Concerns Nearby construction has contributed to a severe rodent infestation. Cost: Pest Remediation & Sanitation Repairs: $25,000 4. HVAC System Failure (6,000 SQ FT Coverage) One of our primary air conditioning units has failed. Cost: HVAC Unit Replacement: $60,000 Total Project Cost: $350,000 Impact on Community The temporary relocation of our programs has disrupted services, reduced accessibility, increased costs, and impacted youth stability. The work shall include removal of existing roof materials as required, cleaning and preparation of the roof deck/substrate, installation of insulation, base sheet, built-up roofing components, cap sheet or approved finish ply, flashing, counterflashing, edge metal, terminations, penetrations, drains/scuppers as applicable, and roof -to -wall tie-ins necessary to provide a watertight roofing system. Contractor shall inspect exposed decking and roof substrate during construction and notify the Owner of any concealed deterioration, damaged decking, or unsuitable substrate conditions requiring additional work. Roofing installation shall be performed in accordance with applicable code requirements, manufacturer specifications, product approvals, and accepted roofing practices. Final roof details, tie-ins, edge conditions, and related waterproofing components shall be coordinated in the field to provide a complete and functional roofing assembly. Item 2 - Air Conditioning (AC) - Lump Sum: $55,000.00 Furnish and install one (1) 10-ton air conditioning unit and one (1) 5-ton air conditioning unit as part of the project HVAC scope. Work shall include setting equipment, required connections, coordination of power and controls, refrigerant line connections where applicable, condensate drainage, start-up, testing, and operational verification. Scope includes modifications and coordination required to integrate the new units with the affected building areas, including coordination with electrical repairs, ceiling work, and other construction activities. Contractor shall verify existing conditions, access requirements, equipment locations, and tie-in points prior to installation. Installed equipment shall be tested for proper operation, cooling performance, drainage, and safe function prior to project completion. Item 3 - Mold Remediation - Lump Sum: $12,000.00 Provide mold remediation work within affected areas as required by the renovation scope. Work shall include removal of damaged materials, removal and replacement of materials affected by moisture intrusion or mold -related damage, disposal of contaminated debris, and cleaning/treatment of affected areas as needed. Mold abatement shall be performed as needed based on field conditions encountered during demolition and renovation. Work may include protection of adjacent areas, containment practices, cleaning of exposed framing or surfaces, and preparation of affected areas for reconstruction following removal of damaged materials. All damaged materials identified within the included scope shall be removed and replaced as necessary to restore the affected areas for continued construction. Item 4 - Acoustical Ceiling - Lump Sum: $18,850.00 Provide acoustical ceiling repairs and replacement within designated project areas. Work shall include removal and disposal of damaged acoustical ceiling tiles, furnishing and installing new ceiling tiles, and restoring ceiling areas disturbed by the renovation work. Scope includes repair and replacement of damaged or unsuitable suspended ceiling grid components where required, including main tees, cross tees, hanger wires, clips, wall angle/perimeter trim, and related support components necessary to restore alignment and proper support of the ceiling system. Ceiling work shall be coordinated with lighting, HVAC diffusers, fire protection components, electrical devices, access panels, and other ceiling penetrations so the completed ceiling presents a uniform, clean, and finished appearance. Item 5 - Electrical Repairs - Lump Sum: $4,500.00 Provide electrical repairs required to support the renovation work and affected building areas. Scope includes repair and replacement of damaged or deficient wiring, devices, switches, receptacles, fixtures, junction boxes, connections, and related electrical components within the defined project areas as required for safe and functional operation. Electrical work shall be coordinated with the flat roof work, AC installation, acoustical ceiling work, flooring work, and any areas opened during mold remediation. Work shall include necessary troubleshooting, reconnections, fixture support, device replacement, and related adjustments required to complete the renovation scope. All electrical repairs shall be performed in a professional manner and in accordance with applicable code requirements. 711 Northwest 6th Avenue, Miami, Florida I Detailed Lump Sum Proposal I Total: $348,277.67 Item 6 - Floor VCT - Waterproof VCT - Lump Sum: $40,000.00 Remove existing floor systems within the designated areas and prepare the substrate to receive new waterproof VCT flooring. Removal work shall include existing floor coverings, loose materials, adhesive residue, transitions, and related flooring components as required for proper installation. Furnish and install new waterproof VCT flooring, including surface preparation, patching or minor leveling as required, adhesive, layout, cutting, fitting, transitions, base coordination, and final cleaning. Flooring shall be installed to provide a durable, uniform, and clean finished surface suitable for the intended use of the space. Final color, pattern, and product selection shall be coordinated with the Owner prior to procurement and installation. Item 7 - Supervision - Lump Sum: $18,000.00 Provide project supervision, field coordination, scheduling, trade management, quality control, and oversight required to complete the included scope of work. Supervision includes coordination of subcontractors, sequencing of work, communication with the Owner, monitoring progress, and addressing field conditions that arise during construction. Contractor shall coordinate the construction phases to reduce conflicts between roofing, HVAC, mold remediation, ceiling, electrical, and flooring work and to support completion of the project in a professional and workmanlike manner. Item 8 - Plans / Permits - Lump Sum: $10,000.00 Provide plan preparation support, permit processing, permit coordination, submission assistance, and related administrative support required for the approved scope of work. This includes coordination with applicable agencies and project team members as necessary to support permit approval and inspections. Permit -related scope shall be limited to the work included in this proposal. Additional scope changes, owner -requested revisions, or agency -required work outside the stated scope shall be addressed separately if required. Item 9 - Interior Painting Including Doors - Lump Sum: $22,000.00 Provide interior painting for designated interior project areas affected by the renovation scope. Work shall include protection of adjacent finishes, preparation of wall and trim surfaces, patching of minor surface imperfections, sanding, cleaning, priming where required, and application of finish paint to provide a clean and uniform appearance. Scope includes painting of all interior doors included within the project areas, including proper surface preparation, spot priming as required, and finish coating. Door painting shall include both sides and visible edges where accessible, unless otherwise limited by existing conditions. Final paint colors and finish selections shall be coordinated with the Owner prior to application. Work shall be performed in a professional manner with reasonable protection, cleanup, and touch-up of affected areas upon completion. Item 10 - Replacement of Interior Light Fixtures - Lump Sum: $17,500.00 Remove and replace designated interior light fixtures within the project areas. Work shall include removal of existing fixtures, installation of new interior light fixtures, proper mounting and support, electrical connections, and testing for safe and functional operation. Fixture replacement shall be coordinated with the acoustical ceiling repair/replacement scope, electrical repairs, and other renovation work. Contractor shall verify existing fixture locations, wiring conditions, ceiling support conditions, and switching requirements prior to installation. New light fixtures shall be installed in accordance with manufacturer requirements and applicable electrical code requirements. Final fixture type, finish, and layout shall be coordinated with the Owner prior to procurement and installation. 711 Northwest 6th Avenue, Miami, Florida 1 Detailed Lump Sum Proposal 1 Total: $348,277.67 Clarifications and Exclusions • This proposal is presented as lump sum line items only and does not separate labor and material pricing by line item. • This bid contains no allowances. Each listed scope item is priced as a lump sum based on the scope description included in this proposal. • Bathroom 1, garage door, driveway concrete, and any additional items not specifically priced above are excluded unless added by written change order. Interior painting and replacement of interior light fixtures are included only to the extent described in Items 9 and 10 above. • Hidden damage, structural repairs, rotten wood, unforeseen substrate replacement, hazardous materials beyond the stated mold remediation scope, and owner -requested changes are excluded unless specifically included above. • All work shall be performed in a professional and workmanlike manner and coordinated with applicable code requirements, product approvals, manufacturer installation requirements, and required inspections. • Final product selections, colors, finishes, and installation details shall be coordinated with the Owner prior to procurement where applicable.
