BACKGROUND:
The Omni Community Redevelopment Agency ("Omni CRA") is responsible for executing
community redevelopment initiatives and projects within its designated area in accordance with
the 2019 CRA Redevelopment Plan ("Plan").
Dope & Gold -Youth Concept Gallery, LLC, a Florida Limited Liability Company ("Grantee"),
submitted a grant funding application and proposal requesting funding for the Youth Concept
Gallery, a creative space and community hub located on the second floor of the Project Peach
building at 123 Northwest 14th Street, Miami, Florida 33136, within the Omni CRA
Redevelopment Area. The Program is intended to deliver arts activities, wellness programming,
targeted vocational skills training, mentorship, exhibitions, and community programming for local
youth and families.
The Grantee requested grant funding in an amount not to exceed Fifteen Thousand and 00/100
Dollars ($15,000.00) to support activation and initial startup costs for the Program, including
limited operational assistance, Summer Art & Tech Camp supplies and workshop materials,
cafe startup equipment, signage and visibility improvements, volunteer and intern materials, and
community outreach materials. The funding is contingent upon a fully executed lease agreement
between the property owner and the Grantee being provided to the CRA no later than October
30, 2026.
JUSTIFICATION:
Based on the foregoing, it is recommended that the Board of Commissioners of the Omni
Community Redevelopment Agency adopt the attached resolution by a four -fifths (4/5ths)
affirmative vote, after an advertised public hearing, ratifying, approving, and confirming the
Executive Director's finding that competitive negotiation methods and procedures are not
practicable or advantageous to the Omni CRA pursuant to Sections 18-85 and 18-86 of the
Code of the City of Miami, Florida, as amended, as adopted by the Omni CRA. The Program
advances the objectives of the Plan by supporting job skills training, employment opportunities,
youth enrichment, arts and wellness programming, and community activation within the
Redevelopment Area.
FUNDING:
Fifteen Thousand and 00/100 Dollars ($15,000.00) has been allocated from a Non-OMNI Tax
Increment Revenue Source: Account No. 10040.920501.883000.0000.00000 - Other Grants
and Aids, subject to the availability of funding, budgetary approval, the Executive Director's
discretion, satisfactory documentation, and the lease contingency stated herein.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE OMNI
REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY ("CRA"),
WITH ATTACHMENT(S), BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER
AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING
THE EXECUTIVE DIRECTOR'S RECOMMENDATION AND FINDING, ATTACHED
AND INCORPORATED AS EXHIBIT "A," THAT COMPETITIVE NEGOTIATION
METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS TO
THE CRA PURSUANT TO SECTIONS 18-85 AND 18-86 OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED, AS ADOPTED BY THE CRA; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING AS NOT BEING
PRACTICABLE OR ADVANTAGEOUS TO THE CRA; ALLOCATING GRANT FUNDS
FROM THE CRA'S FISCAL YEAR 2025-2026 BUDGET IN AN AMOUNT NOT TO
EXCEED FIFTEEN THOUSAND AND 00/100 DOLLARS ($15,000.00) TO DOPE &
GOLD -YOUTH CONCEPT GALLERY, LLC, A FLORIDA LIMITED LIABILITY
COMPANY ("GRANTEE"), TO UNDERWRITE COSTS ASSOCIATED WITH THE
LAUNCHING OF A CREATIVE SPACE AND COMMUNITY HUB, DELIVERING ARTS
ACTIVITIES, WELLNESS PROGRAMMING, AND VOCATIONAL SKILLS TRAINING
FOR LOCAL YOUTH; OPERATING WITHIN THE CRA REDEVELOPMENT AREA AT
PROJECT PEACH LOCATED AT 123 NORTHWEST 14TH STREET, MIAMI, FLORIDA
33136; CONTINGENT UPON A FULLY EXECUTED LEASE AGREEMENT BETWEEN
THE PROPERTY OWNER AND GRANTEE BEING PROVIDED TO THE CRA NO
LATER THAN OCTOBER 30, 2026; AUTHORIZING THE EXECUTIVE DIRECTOR TO
DISBURSE FUNDS IN HIS DISCRETION, SUBJECT TO THE AVAILABILITY OF
FUNDING, BUDGETARY APPROVAL, AND RECEIPT OF SATISFACTORY
DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE
AND EXECUTE ANY AND ALL AGREEMENTS, DOCUMENTS, AND AMENDMENTS
NECESSARY, ALL IN A FORM ACCEPTABLE TO THE GENERAL COUNSEL, FOR
THE PURPOSES STATED HEREIN; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Omni Redevelopment District Community Redevelopment Agency
("CRA") is tasked with the improvement of employment opportunities and upward job mobility;
and
WHEREAS, the 2019 Redevelopment Plan ("Plan") on page 4-46 states, "the CRA
should continue to seek other creative incentives to create and attract new jobs to the area";
and
WHEREAS, page 4-46 of the Plan further states that, "any program that would offset the
cost to a business of newly created jobs could incentivize a business to do so"; and
WHEREAS, page 4-47 of the Plan, lists the objectives and key activities of the CRA to
"incentivize job creation to create employment opportunities for Omni residents and incentivize
job creation to create a larger consumer base"; and

WHEREAS, page 7-64 of the Plan lists job creation and job training as examples of
community benefits the CRA should seek; and
WHEREAS, Dope & Gold -Youth Concept Gallery, LLC, a Florida Limited Liability
Company ("Grantee"), submitted a grant funding application and proposal requesting funding for
the Youth Concept Gallery, a creative space and community hub delivering arts activities,
wellness programming, and targeted vocational skills training for local youth ("Program") at the
second floor of the Project Peach building located at 123 Northwest 14th Street, Miami, Florida
33136, (the "Property") within the Omni Redevelopment Area; and
WHEREAS, the Grantee has requested grant funding in an amount not to exceed
Fifteen Thousand and 00/100 Dollars ($15,000.00) to support activation and initial startup costs
for the Program, including limited operational assistance, Summer Art & Tech Camp supplies
and workshop materials, cafe startup equipment, signage and visibility improvements, volunteer
and intern materials, and community outreach materials; and
WHEREAS, the grant funding is contingent upon a fully executed lease agreement
between the property owner and the Grantee being provided to the CRA, no later than October
30, 2026; and
WHEREAS, the Program is intended to provide a safe and supportive environment for
youth and families by offering free or low-cost arts, technology, wellness, mentorship, exhibition,
and community programming, including an annual Summer Art & Tech Camp serving over one
hundred fifty (150) youth from low-income communities; and
WHEREAS, the CRA finds that the proposed grant funding will further the objectives of
the Plan and serve a valid public and redevelopment purpose; and
WHEREAS, based on the recommendation and findings of the Executive Director,
attached and incorporated as Exhibit "A," it is in the CRA's best interest to authorize, by an
affirmative four -fifths (4/5ths) vote, a waiver of competitive sealed bidding procedures pursuant
to Sections 18-85 and 18-86 of the Code of the City of Miami, Florida, as amended ("City
Code"), as adopted by the CRA, for the allocation and disbursement of grant funds, in the
Executive Director's discretion, in an amount not to exceed Fifteen Thousand and 00/100
Dollars ($15,000.00) for the Program, subject to the availability of funds, budgetary approval,
receipt of satisfactory documentation, and the lease contingency stated herein;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of the Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing,
ratifying, approving, and confirming the Executive Director's recommendation and findings,
attached and incorporated as Exhibit "A", that competitive negotiation methods and procedures
are not practicable or advantageous to the CRA pursuant to Sections 18-85 and 18-86 of the
City code, as adopted by the CRA, are ratified, approved, and confirmed and the requirements
for competitive sealed bidding methods are waived.
Section 3. Funds in an amount not to exceed Fifteen Thousand and 00/100 Dollars
($15,000.00), subject to the availability of funding, budgetary approval, the Executive Director's
discretion, and satisfactory documentation, may be allocated and disbursed to the Grantee from

a Non-OMNI Tax Increment Revenue Source: Account No. 10040.920501.883000.0000.00000,
titled "Other Grants and Aids," for the Program.
Section 4. The Executive Director is authorized to negotiate and execute an agreement
between the CRA and Grantee for the Program, including any and all necessary documents and
amendments, all in forms acceptable to the General Counsel, for the purposes stated herein,
including, but not limited to, youth enrichment, job skills and training, employment opportunities,
arts and wellness programming, community activation, and initial eligible startup and occupancy
costs, contingent upon a fully executed lease agreement between the property owner and the
Grantee being provided to the CRA no later than October 30, 2026.
Section 5. This Resolution shall become effective immediately upon its adoption.
