NOTICE OF PUBLIC HEARING
PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board") of the Southeast Overtown
/ Park West Community Redevelopment Agency ("SEOPW CRA") will hold a Public Hearing
meeting on Thursday, June 25, 2026, at 10:00 A.M., or anytime thereafter, in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive, Miami, Florida
33133.
The Board will consider the allocation of funding to Sixth Street Miami Partners LLC, a
Foreign Limited Liability Company authorized to conduct business in the State of Florida
("Grantee"), to underwrite costs for the buildout and development of a Convention and
Exhibition Center (to be referred to as the "Freedom Center") within the SEOPW CRA
Redevelopment Area at Gale Miami Hotel (Folio no: 01-0105-090-2160), generally located
at 159 N.E. 6th Street, Miami, Florida 33132.
In accordance with the SEOPW CRA 2018 Redevelopment Plan Update ("Plan") and Section
163, Florida Statutes, the Board will consider awarding a grant to Grantee in an amount not to
exceed Three Million Five Hundred Thousand Dollars and Zero Cents ($3,500,000.00).
All comments and questions with respect to the meeting and public participation should be

This action is being considered pursuant to Section(s) 18-85 and 18-86 of the Code of the City
of Miami, Florida as amended ("City Code"). The recommendation and findings to be
considered in this matter are set forth in the proposed resolution and will be available as with
the scheduled SEOPW CRA Board meeting or anytime thereafter in the City Commission
chambers.
The Board requests all interested parties be present or represented at the meeting, and may
be heard with respect to any proposition before the Board in which it may take action. Should
any person desire to appeal any decision of the Board with respect to any matter considered at
this meeting, that person shall ensure that a verbatim record of the proceedings is made,
including all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to CRA-R-24-0071, whenever a scheduled SEOPW CRA meeting is cancelled or is
not held due to a lack of a quorum or other emergency, a special SEOPW CRA meeting will be
automatically scheduled for the Tuesday immediately following the cancelled meeting. In the
event of one of the aforementioned circumstances, the special meeting would be held on June
30, 2026, at 10:00 a.m., or anytime thereafter, in the City Commission chambers located at
Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133. All of the scheduled agenda
items from that cancelled meeting shall automatically be scheduled as an agenda item at the
special SEOPW CRA meeting. The Clerk of the Board shall notify the public of the special
meeting that is to take place by placing a notice of the special SEOPW CRA meeting at the
entrance of City Hall, placing a notice on the SEOPW CRA's website, and, if feasible, placing
an ad in a newspaper of general circulation before the special meeting on the immediately
following Tuesday. There shall be no additional notice by publication required for any such
scheduled agenda item that is moved to the special SEOPW CRA meeting.
