These funds are designated specifically for the mandatory 40/50-year building recertification and associated structural remediation of three of Overtown's most significant historic Iandmarks:The Historic Lyric Theater, Historic Dorsey House and the Dr. Samuel H. Johnson X-Ray Clinic. As the primary stewards of the Black experience in South Florida, we recognize that these historic spaces are the vessels through which our history is told. The Lyric Theater, since its inception in 1913, the Dorsey House, home to Miami's first Black millionaire, and the X-Ray Clinic which provided crucial medical services to the community during segregation, are more than buildings; they are evidence of Black excellence and resilience. To ensure these sites remain safe and accessible to the approximately15,000 Overtown residents and global visitors who benefit from our programming annually, immediate structural and electrical interventions are required. We anticipate the utilization of these funds will span an 6-month performance period, commencing upon the completion of the final engineering assessments. Johnson X-Ray Clinic as mandated by Miami -Dade County and the City of Miami. • Public Safety: To remediate identified deficiencies in electrical systems, roofing, and life -safety equipment to ensure a secure environment for patrons. • Cultural Continuity: To prevent the closure or "unsafe" designation of Overtown's cultural anchors, ensuring uninterrupted access to archival and theatrical programming. Portfolio Summary The Black Archives maintains a robust portfolio of historic properties and a world -class archival collection comprising over 20,000 linear feet of manuscripts, photographs, and artifacts. Our portfolio includes the management of the Historic Lyric Theater (a 400-seat state-of-the-art venue at 819 NW 2nd Avenue, 33136), the Dorsey House (250 NW 9th Street, 33136), and the Dr. Samuel H. Johnson X-Ray Clinic (171 NW 11th Street, 33136). History and Years in Business Founded in 1977 by Dr. Dorothy Jenkins Fields, The Black Archives has been in continuous operation for 49 years. We have evolved from a grassroots archival project into a premier research foundation and cultural center, serving as a national model for community -based preservation. Our organization is led by a President/CEO and governed by a Board of Directors. Participants and Beneficiaries In the previous fiscal year, BAHLT served approximately 12,500 beneficiaries within the Overtown redevelopment area. This includes: • Local Youth: 2,500 students through educational tours and field trips • Community Residents: 6,000 attendees at community meetings, theater productions, and gallery openings. • Scholars/Tourists: 4,000 researchers and heritage tourists. Proven Success Stories • The Lyric Restoration: Successfully raising and managing over $10M for the multi -phase restoration and expansion of the Lyric Theater, which reopened as a community anchor in 2014. • Dorsey House Restoration: Successfully managing the 2019 restoration of the Dorsey House, supported by funding from the SEOPW CRA. • Archival Stewardship: The successful preservation and digitization of the Miami's Black experience from 1896 to present. Stewardship of over 400 works by Purvis Young, ensuring the legacy of Overtown's most famous artist is accessible globally. Summary Schedule of Construction Phases • Phase I (Month 1): Completion of Structural/Electrical Engineering Assessments (Lyric completed (see attachment); Dorsey & X-Ray Clinic pending). • Phase II (Months 1-2): Bidding and Selection of Licensed Contractors for identified deficiencies. • Phase III (Months 2-5): Implementation of Remediation (Roofing, Electrical Upgrades, Masonry Repair). • Phase IV (Month 6): Final Inspection and Submission of Recertification Packets to the City of Miami/Miami-Dade County. Services BAHLT provides comprehensive cultural services including: • Archival Research: Access to primary source documents of the African Diaspora. • Theatrical Management: Hosting world -class performances and community forums. • Heritage Education: Curating exhibits that interpret the history of the SEOPW CRA district. Budget (CRA Request: $250,000) Note: Draft Allocations listed below. Specific line -item allocations will be finalized post - assessment.
