From: James D. McQueen Enclosures: Exhibit "A" Executive Director BACKGROUND: The Board of Commissioners ("Board") of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2018 Updated SEOPW CRA Redevelopment Plan ("Plan"). Marcus Samuelsson Development Group, LLC, a Florida Limited Liability Company ("Grantee"), has submitted a request for financial assistance to offset project build -out costs for the adaptive re -use and redevelopment of the historic Clyde Killens Pool Hall, located at 920 Northwest 2nd Avenue, Miami, Florida 33136, now widely known as "Red Rooster Overtown." The SEOPW CRA desires to provide funding, in an amount not to exceed One Million Five Hundred Thousand Dollars and Zero Cents ($1,500,000.00) ("Funds"). Grantee has helped introduce Historic Overtown to new audiences across Miami, the United States, and the global hospitality and arts community with its consistent coverage in media and the culinary industry. And ever since its contributions and efforts to rehabilitating the historic Clyde Killens Pool Hall, Grantee continues to work closely with community organizations within the Redevelopment Area, supporting youth development and neighborhood wellbeing. It is recommended that the SEOPW CRA Board authorize the issuance of the Funds to Grantee for the Purpose stated herein. The Executive Director has reviewed and vetted the request, in accordance with the objectives of the Plan. RECOMMENDATION: In light of the above -stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the SEOPW CRA as set forth in the City Code of Ordinances, as amended, specifically Section(s) 18-85 and 18-86, and the affirmation of these written findings and the forwarding the same to the SEOPW CRA Board by a four -fifths vote is respectfully requested.
