A RESOLUTION OF THE MIAMI CITY COMMISSION, PURSUANT TO CHAPTER 52,
ARTICLE I, SECTION 52-2(1) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED ("CITY CODE"), TITLED "SPECIAL EVENTS/SPECIAL EVENTS
PERMITS/SPECIAL EVENTS IN GENERAL; DURATION AND LIMITATIONS; CITY
COMMISSION WAIVER," WAIVING THE LIMITATION PLACED ON THE ISSUANCE
OF A SPECIAL EVENT PERMIT FOR A PERIOD IN EXCESS OF TEN (10) DAYS FOR
THE ALLAPATTAH SOCCER COMMUNITY FIELD ACTIVATION, A SPECIAL EVENT
CONSISTING OF A TEMPORARY SOCCER PITCH AND RELATED COMMUNITY
PROGRAMMING TO BE PRODUCED BY MIAMI BETHANY COMMUNITY SERVICES,
INC., A FLORIDA NOT -FOR -PROFIT CORPORATION ("ORGANIZER"), ON CITY OF
MIAMI ("CITY") OWNED PROPERTY LOCATED AT 850 AND 920 NORTHWEST 23
STREET, MIAMI, FLORIDA (FOLIO NOS. 01-3126-015-0040 & 01-3126-015-0110)
("PROPERTY"), FOR THE PERIOD COMMENCING JUNE 11, 2026, AND ENDING
JULY 19, 2026, INCLUSIVE OF SET-UP AND TEAR -DOWN DAYS, SUBJECT TO THE
ORGANIZER'S COMPLIANCE WITH ALL PERMITTING REQUIREMENTS,
CONDITIONS, AND LIMITATIONS OF CHAPTER 52 OF THE CITY CODE AND ALL
OTHER APPLICABLE CITY, COUNTY, STATE, AND FEDERAL LAWS, RULES, AND
REGULATIONS; FURTHER AUTHORIZING THE CITY MANAGER TO ISSUE SAID
SPECIAL EVENT PERMIT AND TO NEGOTIATE AND EXECUTE ANY AND ALL
OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami ("City") owns the real property located at 850 and 920
Northwest 23rd Street, Miami, Florida 33127 (Folio Nos. 01-3126-015-0040 & 01-3126-015-
0110) (the "Property"); and
WHEREAS, Miami Bethany Community Services, Inc., a Florida not -for -profit
corporation ("Organizer"), has served the Allapattah community for more than thirty (30) years
and proposes to produce the Allapattah Soccer Community Field Activation ("Special Event"), a
special event consisting of a temporary soccer pitch, youth and community sports
programming, and related community services on the Property, timed to coincide with the FIFA
World Cup 2026 ("Special Event"); and
WHEREAS, Chapter 52 of the Code of the City of Miami, Florida, as amended ("City
Code"), titled "Special Events," governs the issuance of special event permits for events held
on City -owned property; and
WHEREAS, pursuant to Section 52-2(h)(1) of the City Code, a special event permit may
not be issued for a period in excess of ten (10) days unless an extension of said period is
approved by the City Commission; and
WHEREAS, the Organizer has requested, and the City Commission wishes to approve,
the issuance of a special event permit for the Special Event for a period in excess of ten (10)
days, commencing June 11, 2026, and ending July 19, 2026, inclusive of set-up and tear -down
days ("Event Period"); and
WHEREAS, the Special Event shall at all times remain subject to the Organizer's
continued compliance with all permitting requirements, conditions, and limitations of Chapter 52
of the City Code, including, without limitation, all requirements relating to insurance,
indemnification, security, sanitation, noise, fire and life safety, and the payment of all applicable
fees and costs for City services, and with all other applicable City, county, state, and federal
laws, rules, and regulations; and
WHEREAS, the City Commission finds that the approval of the issuance of a special
event permit for a period in excess of ten (10) days for the Special Event serves a public
purpose and is in the best interest of the City and its residents; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended ("City Code"), the City Commission, by a majority vote, hereby deems this
Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 52-2(i) of the City Code, the limitation placed on the
issuance of a special event permit for a period in excess of ten (10) days for the Special Event
to be produced by the Organizer on the Property, is hereby waived for the Event Period,
subject to the Organizer's compliance with all permitting requirements, conditions, and
limitations of Chapter 52 of the City Code and all other applicable City, county, state, and
federal laws, rules, and regulations.
Section 3. The City Manager is authorized' to issue the special event permit described
in Section 2 of this Resolution, with such terms and conditions as the City Manager or the City
Manager's designee deems necessary to protect the public health, safety, and welfare,
including, without limitation, requirements for insurance, indemnification, security, sanitation,
fire and life safety, restoration of the Property, and the payment of all applicable fees and costs
for City services.
Section 4. The City Manager is further authorized' to negotiate and execute any and all
other necessary documents, including any amendments and modifications, all in forms
acceptable to the City Attorney, as may be necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
1 The authorization herein is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
