RE: Eastside Ridge Special Area Plan (SAP) Application, Matters PZAB 1 and PZAB 2
Please deny PZAB 1 and PZAB 2 outright; please do not approve this scheme "with
conditions." Instead, request that the developer fix the plethora of problems before bringing
the plan back for your approval.
ask this of you as a longtime shareholder in the neighborhood. Since 1998, my
companies have owned property located between NE 54th and NE 62nd Streets. I have driven
through the neighborhood 20,000+ times since 1998. (4 times a day x 6,000+/- days.). I am
affiliated with Lemon City, MiMo, the Urban Environment League, Scenic Miami, and Bayside
Historic District.
The developers would have themselves to blame for the delay in approval by you,
because they have failed or refused to work things out in consultation with locals.
Neighbors have expressed numerous concerns to Ed Martos, Vicky Leiva and other paid
promoters of the up zoning. Ed Martos has refused to respond to E-mails and calls since
August 2017. Vicky Leiva, the newly hired lobbyist/attorney, has not addressed our concerns
either.
The plans are riven with problems. Just analyzing traffic and access to the site shows that
the developer needs to go back to the drawing board. For example
A. The developers have failed to address the monster intersection at 54th Street/Biscayne
Blvd./Federal Highway/NE 4th Court/FEC Railroad Tracks. There should be an entrance/exit on
NE 54th Street as far west as possible to keep traffic away from here. We get 32-40 Brightline
trains a day now. Imagine the gridlock if we get more Brightline trains, or the load increases
with the projected 32-40 local trains a day. The plans do not address this reality.
B. The developers have failed to correct the fact that there now exist two NE 51st Streets.
The entrance/exit at NE 2nd Avenue at 51 st Street should be fixed so that there is one 51 st
Street with two lanes for ingress, two lanes for egress, and one (rather than two) traffic light.
C. The developers are keeping the proposed main entrance on NE 54th Street, even
though aligning the entrance to the City -owned NE 3rd Avenue would make it easier to absorb
the projected additional traffic.
D. In order to provide accessibility to surrounding neighborhoods and to help alleviate
the inevitable traffic gridlock, a new NE 3rd Avenue should be extended due south to NE 48th
Street and INTO the Archbishop Curley site. NE 3rd Avenue south of NE 54th Street should be
perfectly aligned with NE 3rd Avenue going north to 62nd Street.
Please hear PZAB 1 and PZAB 2 today and deny this application rather than, perhaps,
approving it with conditions. This is a massive development, and it is only reasonable
that it be approved in a comprehensive rather than piecemeal fashion, with rigorous
oversight by the City.
