We ask for a complete pause on Eastridge development until the City Manager conducts a impact studies
on Climate Gentrificaition. During this time period Community Leaders, Climate Justice Groups and
Eastridge developers can design a much more acceptable plan. The proposed project fails miserably to
address the impact of greenhouse gases, the effects of climate change, sewer drainage into an already
PZA suffering Biscayne Bay, waste water management and the increasing carbon emission footprint to Little
B 5. Haiti and surrounding neighborhoods I.e. Shorecrest, Belle Meade, Bayside, Morningside, Buena Vista,
3307 Design District, Mid -Town and Liberty City. Furthermore, we agree with Planning and Zone Board member,
Honorable Anthony Parrish zoning decision should be rescinded on two issues. First, a vote on the Land
Land use map change should have come first because a careful Look at this project wilt clearly expose the
Use historical tendency to talk Greener. Just having WaLk through the Park for outside residents doesnt speak
to the present or future development of a eco-greener design parks, that speak to green economic
5175 development and stops the current plan of family displacement. Also, city code binds the board to vote the
Ne 2 same way on both the zoning and Land use, meaning it can't vote one up and the other down. The
Ave, planning board tied on the zoning vote, which means under city rules this item goes to the commission
5035 with a recommendation to deny. However, the board has to vote the same way on both items, it's now
Ne 2 bound to also deny the Land use change. We feel this project is grossly out of synch of the two story
Ave building neighborhood and Main Streets. We need a climate gentrification study to focus in Large part on
and the Environmental effects to every neighborhood mention above. What safeguards are in place to hold
5125 developers uncountable to mitigating construction that speaks to eco-greener. Why the rush to fast -track to
Ne 2 displacement. Also, how wilt this project initiate a plan to solve the problems of poverty, affordable/decent
Ct housing and economic development and stopping increase carbon emission footprints. Finally, across this
country policy -makers and urban planners have begun to consider strategies to combat the byproducts of
Climate gentrification. It's not too Late for Miami City Leaders, and this body to get on board. Respectfully

We appreciate the work that has gone into developing this important Legislation however there are several
key items that we believe need further refinement. At the moment this Legislation wilt make co -Living
100 development more expensive and be counter to the goal of making co -Living a naturaLty affordable housing
N PZA option within the City of Miami. - Density should consider the building as a whole and not penalize 5/6
Bisc B 8. bedroom units in a silo. Micro -units could count as Less than <1 DU or Look at overall bed density. 5/6
ayne 8122 bedroom units can provide a complement to the overall unit mix without creating a project that is overly
dense. - Required amenity space should include both indoor and outdoor spaces. As drafted it only
Suit Zoni includes indoor space. Given our Location in Miami, pool decks, outdoor seating areas, etc. should all be
e ng counted. If the amenity space is required to be all indoor the percentage should be Lowered. - Required
503, Text amenity space calculation would be improved if tied to the co -Living use net RSF rather than GSF. This way
Mia - Co parking and BOH areas do not skew the calculation providing for a better analysis of the appropriate
mi - balance of amenity space. - The parking requirement should be .25 per co -Living residence rather than .5,
FL Livin or provide a parking cap per unit. Co -Living is only being allowed within TOD areas and areas with parking
3313 g trust fund and streetscape masterpLan which wilt ensure that co -Living is only built within transit served
2 walkable neighborhoods. Also the demographic that wilt be renting co -Living units is the most Likely to Live
car free. - Operational plan. This needs to consider small scale buildings and ensuring that the operational
plan requirements are not a financial burden to the project and can be scaled based on project size.

PZA What is most distressing to me is that these hearings are going over the same ground. The community, in
B 6. two recent community meetings about Eastside Ridge, made dear its concerns. And you yourselves, as
3306 PZAB, have made dear your concerns regarding this project. Yet the developers persist in showing utter
(PZA disregard for the trauma community members are already experiencing as this project develops. What is
1111 B-R- needed is meaningful attention to the concerns of the community: 1. Affordable housing in numbers
1 19- adequate to take care of those who will no longer have housing in the area. This means at least 511 truly
018) affordable units, not the 75 as promised by the developers. 2. The capital contribution of $10 million is a
Bisc
ayne
travesty. As one looks at other Community Benefits Agreements around the country, the capital
Blvd, Spec contributions are of a magnitude much greater relative to the costs of the project. 3. The creation of jobs
Bldg ial for this project must be much more robust in terms of jobs, both temporary construction jobs, as well as
Area permanent jobs, in the complex. In this situation, the long-term jobs are what is most crucial. 4.
Ken Barn .1,

Plan Furthermore, what concerns me was the actual community meetings themselves. The developer's
1804 representative gave the appearance of inclusiveness of the community, but in reality did not provide
5175 adequate opportunities for feedback from the community. In addition, due to COVID-19, effective
Mia
Ne 2 community representation is all but impossible. Community input should be extended to the post-COVID
mi,
FL Ave, time, allowing for more community input. 5. Eastside Ridge made some promises verbally, but none of
3318 5035 them are written in any document that wilt form the basis for a development agreement. Even the 75
1 Ne 2 affordable housing units, as trivial as they are, is not written any place. 6. The "affordability" criteria have
Ave been set at 60-140% AMI. The great majority of residents of Design Place Live on budgets that cannot
and afford that criteria. In addition, the range of 60-140% basically allows the developers to put as many as
5125 possible of new renters at the 140% AMI, eliminating most of the current residents. Therefore, I ask that
Ne 2 you once again "DEFER" this item until comprehensive and adequate attention have been pain to these
Ct community concerns. Kenneth Barnes 11111 Biscayne Blvd, Bldg 1, Apt. 1804 Miami, FL 33181

Spec The Special Area Plan status being sought for the proposed redevelopment of Design Place fails to follow
830 ial the standards set out in Miami 21 with respect to new projects within existing neighborhoods. A Special
Deb Stan NE Area Area Plan at Design Place would result in a building mass that would overwhelm its surroundings in size,
orah der
74 Plan scale and volume of added traffic. Redeveloping within existing zoning would result in a perfectly
Stre - compatible, attractive, viable development that would not create problems for the surrounding
et 5175 neighborhoods. That is the purpose of zoning. We should not be allowing exceptions to it when the
Ne 2 exceptions would have a negative impact on the surrounding area.
