Biscayne Boulevard, Suite 300 Miami, Florida 33131 Re: Sabal Palm Village at Flagler Trail fka Eastside Ridge Trip Generation Analysis Dear Ms. Tapanes Llahues: Kimley-Horn and Associates, Inc. has performed a trip generation analysis for the Sabal Palm Village at Flagler Trail formerly known as the Eastside Ridge redevelopment. The redevelopment is generally bounded by NE 54th Street to the north, NE 50th Terrace to the south, NE 2nd Avenue to the west, and the Florida East Coast (FEC) Railway to the east in Miami, Florida. The proposed redevelopment plan includes 2,929 high-rise residential condominium/townhouse units, 168,011 square feet of general office, 296,297 square feet of shopping center, 400 hotel rooms, and 43,760 square feet of junior/community college space. Please note that the site proposed for redevelopment was previously approved as part of the Eastside Ridge Traffic Impact Analysis, June 2016. The previously approved redevelopment plan included 3,300 high-rise residential condominium/townhouse units, 300,000 square feet of general office, 500,000 square feet of shopping center, and 240 hotel rooms. The proposed redevelopment represents a decrease of 371 high-rise residential condominium/townhouse units, 131,989 square feet of office space, and 203,703 square feet of retail space, and an increase of 160 hotel rooms and 43,760 square feet of junior/community college space compared to the previously approved redevelopment plan. A location map is provided in Attachment A. TRIP GENERATION ANALYSIS A trip generation analysis was conducted using the Institute of Transportation Engineers' (ITE) Trip Generation Manual, 10th Edition. The trip generation for the previously approved land uses was determined using ITE Land Use Code (LUC) 222 (Multifamily Housing [High -Rise]), LUC 710 (General Office Building), LUC 820 (Shopping Center), and LUC 310 (Hotel). The trip generation for the proposed land use was determined using LUC 222 (Multifamily Housing [High -Rise]), LUC 710 (General Office Building), LUC 820 (Shopping Center), LUC 310 (Hotel), and LUC 540 (Junior/Community College). Project trips were estimated for the weekday A.M. and P.M. peak hours of adjacent street. Consistent with the previously approved traffic study, a multimodal factor of 20 percent (20%) was applied to the trip generation calculations to account for the urban environment in which the project site is located. It is expected that employees, residents, guests, and students will choose to walk or use public transit to and from the proposed redevelopment. Detailed trip generation calculations are included in Attachment B. A portion of the trips generated by the redevelopment will be captured internally on the site. Internal capture trips were determined based upon values contained in ITE's Trip Generation Handbook, 3rd Edition. The expected internal capture rate for the proposed redevelopment is 7.6 percent (7.6%) during the weekday A.M. peak hour and 24.6 percent (24.6%) during the weekday P.M. peak hour. As shown in Table 1, the proposed redevelopment represents a decrease of 80 net new A.M. peak hour trips and a decrease of 199 net new P.M. peak hour trips.
