Subject: Eastside Ridge Special Area Plan/ Requested summary
The Comprehensive Development Master Plan (CDMP) amendment traffic analysis previously prepared in December
2015 and approved by the City was updated. The updated amendment traffic analysis included updating the 2015 traffic
data with 2020 traffic data, updating the trip generation calculations for the latest version of the Institute of
Transportation Engineer's (ITE) Trip Generation Manual, updated the 2015 transit ridership with 2020 data, and
updating roadway capacities based on roadway improvements. Note that the development intensities were not changed
from the previous study.
The results indicate that all roadway segments are expected to operate at adopted levels of service (LOS E or better)
except for the following segments:
• NW 2nd Avenue north of NW 64th Street under future year 2035 without amendment traffic and with
amendment traffic during the P.M. peak hour in the northbound direction. Please note that the proposed
amendment is expected to assign 0.96 percent (0.96%) of the roadway segment capacity to this segment.
• NW 2nd Avenue south of NW 59th Street under future year 2035 without amendment traffic and with
amendment traffic during the P.M. peak hour in the northbound direction. Please note that the proposed
amendment is expected to assign 2.01 percent (2.01%) of the roadway segment capacity to this segment.
As a result, the proposed land use designation amendment is not expected to have a significant impact on the roadway
segments as the project contributes less than 5 percent (5%) of roadway segment capacity. Furthermore, these roadway
segments operate below adopted level of service without the proposed land use designation amendment in place.
Note that CDMP amendment traffic analyses are typically not reviewed by City of Miami's Office of Capital
Improvements as they are related to planning, the comprehensive land use, and that a sufficiency letter is typically not
provided for CDMP amendments. CDMP amendment studies are transmitted to the State's Department of Economic

Opportunity (DEO) and will be reviewed by Florida Department of Transportation (FDOT). Note that sufficiency letters
are provided for zoning applications and not CDMP applications. The Zoning Application is no longer pending as the
PZAB took action on the zoning application and it is pending to be heard by City Commission.
