Re: Letter of Intent in Support of Application to Establish the Eastside
Ridge Special Area Plan This Letter of Intent merges and supersedes
all prior Letters of Intent.
Dear Ms. Zamora:
This letter is filed on behalf of SPV Realty, The Owner of the Property located at 5035
NE 2nd Avenue; 5125 NE 2nd Court AKA 5135 NE 2nd Avenue; and 5175 NE 2nd Avenue.).
The purpose of this letter is to submit the enclosed Eastside Ridge Special Area Plan ("SAP")
application ("Application"),I The Application includes the whole of the current site of Design
Place Apartments, an approximate 22.47-acre complex located at the above addresses and
referred herein as the Property. The Property exceeds the minimum size requirements to be
approved as an SAP pursuant to Miami 21 Zoning Ordinance and meets and or exceeds the
requirements of an SAP.
This application also requests an application for a Large Scale Comprehensive Plan
Amendment and a zoning change. The Large Scale Comprehensive Plan Amendment is for the
land currently designated medium density multifamily residential and zoned T5-R. The land to
the east is designated Restricted Commercial and is part of the mayor commercial corridor along
Biscayne Boulevard. To the south is the lands previously used for school use and designated
Major Public Facilities. The land to the west is in use as a shopping center with a land
designation of Major Public Facilities. The land to the north is designated as Medium Density
Restricted Commercial. The Property is therefore surrounded with greater density and intensity
that its current land use designation. The proposed land use amendment is compatible and more
in keeping with its surrounding neighborhood and the request is consistent with the policies of
the Comprehensive Plan. The zoning changes requested are listed in the concept plan.
A. Conceptual Plans, Detailed Regulations.
The Eastside Ridge SAP proposes an improved and expanded roadway grid, land for
public parks to be dedicated by Owner to the City of Miami, expansive use of plazas and through
block passages, etc. The SAP offers form -based regulations that set forth basic building

envelope and design requirements in order to create a project that can grow and adapt to the
demands of the neighborhood. The building renderings included as part of the SAP's concept
book are intended to be illustrative of the height and massing pursuant to the SAP. The proposed
regulating plan will promote a variety of podium heights and setbacks to add interest to
pedestrian interactions and to emphasize Eastside Ridge as a neighborhood of complementary
but distinctive uses and buildings rather than a monolithic design.
B. Intent.
When the Owners first examined redeveloping the Property, three characteristics required
a detailed and sensitive analysis. The first was the Property's lush tree canopy. The second,
was the Property's singular location being surrounded by various transit corridors. Amongst
them, Biscayne Boulevard, NE 54th Street, NE 2nd Avenue and its adjacency to the FEC
railway. Third, the Property was proud location amongst communities which are vibrant, well
established and have experienced or are experiencing a renaissance. .
With these three characteristics in mind, the Eastside Ridge SAP, through the enclosed
Development Agreement (the "Development Agreement"), seeks to: (1) preserve and promote
tree canopy; (2) integrate the Property with its surrounding transit corridors; and (3) ensure that
the redevelopment of the site in consistent with the various surrounding communities and that the
methodology of the SAP is used to integrate and complement the area.
1. Promoting Tree Canopy.
The SAP will preserve and promote the Property's exiting tree canopy in a variety of
ways. First, the Owner will convey to the City of Miami approximately 2.7 acres of the Property
in order to create a park for use by the neighbors in the area and the general public. The location
of the future park has been carefully chosen to coincide with the location of some of the largest
and most expansive trees on the Property. This will allow not only for the trees to remain in their
current locations but it will also allow the public to enjoy the most precious specimens.
As part of the SAP, the Owners are proposing no less than 30% of Property as Open
Space. This amounts to a cumulative total of close to 7 acres of enjoyable space between the
public park dedication, the green space surrounding and supporting the project and the plazas
and through block passages for the enjoyment of the residents of the project as well as the
neighbors and visitors. The significance of this contribution cannot be overstated. Miami 21
typically requires only a 10% contribution.
The SAP's proposed road grid and design regulations will also protect existing trees on
the Property. The SAP mostly preserves the existing street configuration and curves the
proposed private road so as to save some of the more significant trees on the Property. Building
frontages are varied and plazas and passages amongst the various buildings create significant
pedestrian areas throughout the site.
2. Integrate the Community.
Today, the Property is both literally and figuratively walled off from its neighbors. The
Eastside Ridge SAP will remove the walls fronting 2nd Avenue and 54th Street in order to

integrate the Property with its neighboring community. The removal of the walls will provide
civic spaces, offering a mix of uses and improving the Property's connection to the
transportation grid.
As noted above, the SAP proposes approximately 7 acres of open space including the
dedication of 2.7 acres to the City. A portion of the 7 acres will include approximately 5 acres of
plazas, paseos, porte-cocheres, squares, in order to create a one of a kind pedestrian realm. By
their very nature, these public spaces will create community interaction and gathering spaces.
Simply providing green areas and civic spaces will not be enough- the SAP will have to
provide community members a reason to gather at the Property. Planners often call this
"activating" a space. The SAP proposes to do so by changing the Property's predominantly T5-
R zoning to T5-0 and T6-0 zoning. Today's T5-R zoning allows residential uses only. The
proposed change to T5-0 and T6-0 will allow a wide variety of uses including office,
commercial, lodging, and other uses. The SAP will further encourage activation of these spaces
by closely complying with Miami 21 design requirements such as promotion of active uses at
ground floors.
The proposed non-residential uses will themselves promote the interaction of different
segments of the community. Proposed mixed uses such as commercial and lodging uses, such as
a hotel will also help with the creation of jobs and business opportunities. Other non-residential
uses contemplated by the Owners include a grocer, a space reserved for essential community
services such as a police substation, restaurant, and entertainment spaces.
Integrating the Property with the existing community will also require acknowledging the
neighborhood's existing culture. To that end, Concept Book illustrates design elements, themes,
and sample construction materials that will guide future development on the Property. A number
of designs drawn from Haiti, the Caribbean, and from other parts of the world that evoke similar
styles will be included. At the same time, a number of modem design elements are also shown.
This diverse palette will encourage development that at once celebrates the Haitian culture and
heritage of Little Haiti while also offering contemporary and distinctly "Miami" design.
Finally, the SAP proposes to integrate the Property by offering new transportation
options and enhancements. These include:
• Two new roadway connections to NE 54th Street;
• Streetscape improvements along NE 54th Street and NE 2nd Avenue;
• Potential access to the south of the project
• Two proposed trolley stops within the Property;
• Best efforts to bring a commuter train station along existing FEC railroad corridor
abutting the Property to the east.
3. Grow With the Community.
The SAP and its companion Development Agreement (the "Development Agreement")
have been designed to create new housing opportunities while providing residents of Design

Place Apartments to remain on site during the construction phase of the project, and ensure that
development of the Property is gradual and in keeping with the needs of the community.
The Development Agreement proposes the creation of a charitable fund to which the.
Applicants will donate up to $10 million dollars. Use of the funds will be guided by the dialogue
that the Owner has undertaken with their neighbors. To ensure that the funds are properly used
for these purposes, and that the funds advance Little Haiti's needs, a committee of seven leaders
from the District on which the Property is located will serve as the Board of Directors of the
fund. An established South Florida charitable foundation will handle the day-to-day
administration of the funds. Seven million dollars of the foundation will be dedicated to
Affordable Housing within the Little Haiti area.
The SAP will assist existing residents who wish to remain on the Property during the
construction phase of the project. The Development Agreement provides for the Owner to assist
residents of the Property to relocate on site during the Property's redevelopment and then to
relocate into the newly built units.
The SAP will also ensure that Workforce a Housing options are available on the
Property. Today, none of the apartments at the Property are designated as Workforce or
Affordable Housing. The Development Agreement proposes to designate ten percent of the units
built on the property as Workforce Housing. Additionally, the Development Agreement requires
that up to $7 million of the Applicants' $10 million grant contribution be used as a revolving
fund to help provide Affordable Housing in Little Haiti.
The SAP will also ensure that the Property's redevelopment adds to the local economy by
include local hiring requirements for both temporary construction jobs and long-term permanent
jobs. The Development Agreement requires up to 25% of all construction labor be employed
from within the City of Miami and up to 40% of all labor be employed from within Miami -Dade
County. Priority for such construction jobs will be given to Little Haiti where increase job
recruiting, job fairs, and job training will be offered. Additionally, at least 10% of permanent
jobs generated by the Properties redevelopment will be subject to similar requirements.
The SAP allows for significant public benefits including Workforce Housing, $10
million charitable fund creation, roadway improvements, and donation of park land, trolley stops,
and other public benefits. Additional benefits to the community will be offered by Owner's
efforts to bring to the area a train station to be integrated into the proposed project. By way of
example, the maximum eight stories of height in the center core of the project can only be
realized after the train station public benefit is satisfied.
C. Community Input.
• Over the two years since the Application was first filed with the City, the Applicants have
engaged in extensive discussions with community stakeholders and, in particular, with
leadership of Little Haiti. Attached to this letter is a log of more than 30 meeting and
gatherings that have been held with the neighbors of the site. We take this opportunity to
thank them for their contributions to the redevelopment of the project. The input of the
many hours spent together between the Owners and neighbors have produced a much

improved project and one that responds to the needs of the community while adding to
the vitality and evolution of the neighborhood.
D. Fiscal Impact.
In addition to the community benefits discussed above and detailed in the Development
Agreement, the Eastside Ridge SAP will also have dramatic fiscal benefits to the City. The
Economic Impact Analysis initial estimates indicate that the Property's redevelopment will result
in an increase in property taxes of up to $14 million annually of which $4,917,464 would be
contributed to the City's General Fund and $442,839 would go to the City's Debt Service Fund.2
