PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED, BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE,
AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND
CONFIRMING THE CITY MANAGER'S FINDING, ATTACHED AND INCORPORATED
AS EXHIBIT "A," THAT COMPETITIVE NEGOTIATION METHODS AND
PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF
MIAMI ("CITY") AND WAIVING THE REQUIREMENTS FOR SAID PROCEDURES;
AUTHORIZING GRANT FUNDS FROM THE DISTRICT 3 COMMISSIONER'S SHARE
OF THE CITY'S ANTI -POVERTY INITIATIVE IN A TOTAL AMOUNT NOT TO EXCEED

REGENERATION PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS NECESSARY, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to
address poverty by supporting programs and services that assist City residents in achieving
self-sufficiency; and
WHEREAS, Miami Rescue Mission, Inc., a Florida not -for -profit corporation ("Miami
Rescue Mission"), seeks funding for its Hope and Regeneration Program to provide immediate
emergency shelter, meals, case management, recovery services, and long-term faith -based
transitional housing to individuals experiencing homelessness within District 3 of the City
("Program"); and
WHEREAS, the City's District 3 Commissioner ("Commissioner") desires to allocate
grant funds from the Commissioner's share of the City's API, in an amount not to exceed Two
Hundred Thirty -Seven Thousand, Nine Hundred Eighty and 00/100 Dollars ($237,980.00)
("Funds"), to Miami Rescue Mission for the Program; and
WHEREAS, pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as
amended ("City Code"), the City Manager has made a written finding, attached and incorporated
as Exhibit "A," that competitive negotiation methods and procedures are not practicable or
advantageous for the City's allocation of the Funds for the Program; and
WHEREAS, the City Manager requests authorization from the City Commission to
allocate the Funds to Miami Rescue Mission for the Program and to negotiate and execute any
and all documents necessary for such purpose, all in forms acceptable to the City Attorney;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 18-85(a) of the City Code, by a four -fifths (4/5ths)
affirmative vote, after an advertised public hearing, the City Commission ratifies, approves, and
confirms the City Manager's written finding, attached and incorporated as Exhibit "A," that
competitive negotiation methods and procedures are not practicable or advantageous for the
City's allocation of the Funds for the Program, and waives the requirements for said procedures.
Section 3. The City Manager is authorized to allocate Funds from the Commissioner's
share of the City's API, in an amount not to exceed Two Hundred Thirty -Seven Thousand, Nine
Hundred Eighty and 00/100 Dollars ($237,980.00), to Miami Rescue Mission for the Program.
Section 4. The City Manager is further authorized' to negotiate and execute any and all
documents necessary to effectuate the allocation of the Funds for the Program, all in forms
acceptable to the City Attorney.
Section 5. This Resolution shall become effective immediately upon its adoption.
