A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO CREATE A TRAINEE OR APPRENTICESHIP PROGRAM IN
CONJUNCTION WITH ONE, OR MORE COMMUNITY ORGANIZATIONS, TO
IDENTIFY, RECRUIT, AND HIRE QUALIFIED INDIVIDUALS, INCLUDING
ADULTS WITH PHYSICAL AND NEUROLOGICAL DISABILITIES, FOR
POSITIONS THAT REQUIRE SPECIALIZED VOCATIONAL OR TRADE
EXPERIENCE OR SUCH POSITIONS THAT REQUIRE A HIGH SCHOOL
DIPLOMA OR GENERAL EDUCATION DEGREE, AS TRAINEES OR
APPRENTICES FOR THESE POSITIONS, AND TO PROVIDE THESE NEWLY
HIRED TRAINEES OR APPRENTICES WITH THE TRAINING AND
EXPERIENCE REQUIRED TO COMPETE FOR ANY VACANT POSITIONS;
FURTHER DIRECTING THE CITY MANAGER TO PROVIDE A REPORT
IDENTIFYING LEGALLY AVAILABLE FUNDING SOURCES FOR THIS
PURPOSE, INCLUDING FUNDING OPPORTUNITIES THROUGH ONE OR
MORE COMMUNITY ORGANIZATIONS AND DETAIL HOW THE TRAINING
OR APPRENTICESHIP PROGRAM WILL BE IMPLEMENTED BY THE CITY OF
MIAMI.

WHEREAS, creating jobs and incomes is crucial for eliminating poverty, obtaining
access to quality health care and other benefits, and overall economic development; and
WHEREAS, City of Miami ("City") wishes to fill positions in the City that require
specialized experience in certain vocations or trades that may or may not require a high school
diploma or General Educational Development ("GED"); and
WHEREAS, many unemployed individuals in the City and Miami -Dade County
("County"), including those who may or may not have a high school diploma or GED, and those
in vulnerable and underserved communities, could benefit from the opportunity to obtain on-the-
job training or apprenticeships that would allow them to compete for a City job; and
WHEREAS, this City Commission believes it is in the best interest of the City to remove
barriers to obtaining careers with the City and to fill job vacancies by creating a trainee or
apprenticeship program in conjunction with one or more community organizations, to identify,
recruit, and provide funding to hire qualified individuals, including adults with physical and
neurological disabilities, who may or may not have a high school diploma or GED as trainees or
apprentices, and to provide these newly -hired trainees or apprentices with the on-the-job
training and experience required to compete for these vacant positions;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is directed to create a trainee or apprenticeship
program in conjunction with one, or more community organizations, to identify, recruit, and hire
qualified individuals, including adults with physical and neurological disabilities, as trainees or
apprentices for the positions that require specialized vocational or trade experience, whether
such positions require a high school diploma or GED, and to provide these newly hired trainees
or apprentices with the training and experience required to compete for any vacant positions.
Section 3. The City Manager is directed to provide to the City Commission a report
identifying legally available funding sources, for this purpose, including funding opportunities
through one or more community organizations and to detail how the training or apprenticeship
program will be implemented by the City.
Section 4. This Resolution shall become effective immediately upon its adoption.
