For Trump, the Iran war looms over China summit
BEIJING
Addressing Americans
about Iran last month,
President Donald'1 rump
said that `the whole world
is watching" the "power,
strength and brilliance" of
the United Stares.
Viewed from Beijing,
where' frump arrived
Wednesday, the picture of
the Unired Stares in ies
asawith Iran is nor quite
flartering. Beyond the
pageantry, this week's
China
r seems ser
ro underscore rl e ffrolegic
setbacks facing Trump as
he struggles fora way m
end the Iran war.
Trump is entering the
stumnit with the economy
at the top of has agenda.
Analysis have predicted
announcements about
agricultural and airplane
purchases by China, along
with an exrension of the
trade war trace that Presi-
dent Xi Jinping and' frump
reached ]ass fall.'l he
Whirr House has said the
stumnit will aim to refocus
U.S.-China relations on
"rebuilding the safety,
security and prosperity of
Americans."
the Tran war means
that Tromp has arrived in
China at a weakened geo-
political moment, smart-
ing from a shaky ceasefire
and Iran's refusal to ease
energy prices by reopen-
ing the Srralt of Hormuz.
And it adds ri China's
potential negotiating lev-
erage, given that some
analysts see Beijing as
having the influence ro
push Iran toward a deal
that would be acceptable
to Trump - if Xi chooses ci
play ball.
Evan Medeiras, a form-
er
r adviser on Asia
to President Barack t lba-
said Chinese officials
were acutely aware" that
Tramp's desire for an Iran
peace deal presented Beij-
ingwhtr "a subsrantial
sou
rce of leverage.'
The question is, is
Trump willing m pay
wharever price Beijing
purl on Chinese cooper-
ation on the Iran issue?"
Medeiras said in a briefing
for reponers arranged by
the Asia Group consul-
tancy, where he is a senior
adviser.
In Beijing, commenta-
tors have cast the Iran war
as a confounding, un-
forced error of which
China can now rake ad-
nage.lnrerviewswith
several foreign policy
analysts in the Chinese
capital Wednesday
showed how the summit is
turning into the biggest
test yet of the except to
which the Iran war has
shifted the United States'
ending in the world.
"You are squandering
your hegemony every-
where," said Sun Cheng-
hao, a specialist in U.S.-
China relations at Tsing-
hua University in Beijing.
"The U.S. is damaging its
own image, its credibil-
'fhe balance of power
between the United States
and China had shifted in
Beijing's favor even before
the U.S: Israeli bombard-
ment of Iran began Feb.
28. Trump was quick ro
Stan a new trade war with
China after he took office
last year, but he backed
down when China choked
off exports of rare earth
eels that American
c makers and other coin-
panries could not do with-
out.
The Tran war complicat-
ed marters further. Chi-
• s inabiliry to protect
Iran, a close partner, from
attack sowed doubt abool
Beijing's geopolicicai clam
and limited its oil imports.
But it harmed the United
Slates even more, analyses
in Beijing argue, because
Trump has struggled co
articulate his war aims
and proved unable -co stop
Iran from causing a global
energy crisis by closing
the Snait of Hormuz, the
main export rattle far oil
from the Persian Gulf.
"Tromp made a sinlae
mistake as Patin made,"
said Da Wei, the director
of'fsinghua's Center for
International Security and
Strategy, comparing
Tramp's intlared expecta-
tions in bombing Iran ro
the bungled invasion of
Ukraine by Russian Presi-
dent Vladimir Pucin.
"When can the U.S. de-
clare in coon the war? I
don't know rahan the crire-
ri China's relationship
with Russia is much closer
than its ties to Iran, in parr
because of Purins role in
helping Xi push back
against a Wes -rem -led
world order. China has
enabled Russia's war on
Ukraine by buying energy
exports from Russia and
selling it key electronics.
And China has resisted
Wesrern entreaties 10
pressure Russia to end its
invasion.
For Xi, who has long
ought to cement China's
role as a leading global
power, the Iran near has
presented a new opportu-
nity to present his counuy
as a responsible player.
Wang Yi, China's foreign
er, hosted his Tra-
nian in Beijing
last week and called for a
"comprehensive cessation
ofhoscilities."
Bur some analysts say
that China is not yet exert-
ing all the leverage it has
over Tran, which relies on
China as the buyer of
almost all ks oil exports.
Thar is where Taiwan
c 1- perhaps the
oast uncertain of the
summit's agenda kerns.
Henry Huiyai Wang,
the president of the Cen-
er for China and Global-
ization drink tank, said
China could do more n0
help Trump secure a peace
deal with Iran if the U.S.
peesidem declared that he
opposed the independence
of Taiwan. The official
position of the United
States is That it "does nor
support"'Taiwan's inde-
pendence, a rhetorical
nuance that has long irked
Beijing.
"Can they send this
sage a little stranger}"
said Wang, a former Chi-
nese
ent official.
"I think dtar can be done
if they expect China to do
more." If China is to give
an ra push" to clinch
an Iran deal, Wang added,
"it certainly needs more
encouragement from the
Medeiras described
China's relariinship with
Iran as primarily reans-
acuonal in narure,mean-
Mg that is could figure into
the broader negaciacions
at the summit.
"Some inrere1ring trade
space cold open up be-
tween what'Irump wants
from China on Iran, and
what Beijing wants from
the United Slates on Tai-
wa
n," Medeiras said.
The White House has
dismissed talk that' Trump
might be persuaded by Xi
to be more explicit in
opposing Taiwanese inde-
pendence. And other ana-
lysts were skeptical that
China would be willing to
excel much more pressure
on Iran than it already
has, especially given the
sensitivities of being seen
as selling our a partner to
benefit the Unired Stares.
"For China, the cost will
be very huge if we aban-
don Iran," Sun said. "It
will cause a lot of cascad-
ing effects to the other
-called strategic part-
ners of China."
But the view of a U.S.
president on the defen-
sive, battling discontent
with the war even within
his political base and fac-
ing difficult midreem elec-
tions, was widely shared.
"He's really tried all his
means to stop this war,"
Wang said, adding: "Now
he's stuck, and he wants
to get out, and the mid-
terms are coming."

In some cases they can
launch missiles directly
from launchpads that are

twee of the missile sites
along the strait remain
orally inaccessible, ac-
cording to the assess-
ments.
Iran sill fields about
70% of its mobile launch-

hasrerained roughly 70"'a
o f its prewar missile Kock -
pile, according to the as-
.,tenes. Thar stockpile
encompasses both ballistic
missiles, which can target
other nations in the re-
gion, and a smaller supply
of cruise missiles, which
can be used against short-
er -range largees on land or
at Military intelligence
agencies have also repon-
ed, based on information
from multiple collection
streams including satellite
imagery and other surveil-
lance technologies, that
Iran has regained access
ro roughly 90% of its
underground missile stor-
age and launch faulmes
narionwide, which are
now
assessed to be "par -
daily or fully operational,"
the people with knowledge
o f the assessntenrs said.
The findings undercut
months of public assur-
ances from President
Donald Trump and De-
fense Secretary Pere Hog-
senh, who have told Amer-
icans that the Iranian
military was "decimated"
and "no longer" a nheean.
On March 9, 10 days
o the war, Tmnrp told
CBS News that Iran's
"missiles are down to a
saatcer" and that the caun-
nry had "nothing left in a
military sense." Hegserh
declared at a Pentagon
news conference an April
S that Operation Epic Fury
- the jainr U.S: Israel cam-
paign launched on Feb.20
- had "decimated Iran's
military and rendered it
combat -ineffective for
years to come."
The intelligence de-
scribing Iran's remaining
military capacity is dared
less than a month after
that confer r Asked aboutthein-
telligence assessments, a
White House spokes-
person, Olivia Wales,
repeated 'l rump s pre-
vious assertions that Iran's
milirary had been
rushed." She said that
Iran's government knows
that its "current realiry is
not sustainable" and that
anyone who "thinks Iran
has reconstituted ies mil -
nary is either delusional or
mouthpiece" for Iran's
Revolutionary Guard.
Wales pointed to a so-
cial media past from
Tmnrp on Tuesday declar-
ing that n was "virtual
treason" to suggest Chat
Iran's military was doing
veil.
Joel Valdez, the acting
Pentagon press secretary,
responded to questions
about the intelligence by
criticizing news coverage
of the war. "It is so dis-
graceful that The New
York' Times and others are
acting as public relations
agents for the Iranian
regime in order to paint
Operation Epic Fury as
anything other than a
historic accomplishment,"
he said in a statement.
The new intelligence
..rsuggest that
Tnmrpand his milirory
advisers overestimated the
damage that the U.S. mil-
itary could inflict on Ira-
nian sites, and
underestimated Iran's
resilience and ability to
bounce back. The New
York Times reported last
month that U.S. officials
believed that Iran could
regain as much as 70% of
rs prewar missile arsenal
The Washington Post
reported last week on U.S.
intelligence showing that
Iran retained about 75% of
r mobile missile launch-
ers and about 70% of its
prewar missile stockpile.
The findings underscore
the dilemma Trump would
face if the fragile month -
old ceasefire in the con-
flict collapses and full-
scale fighting resumes.
The U.S. military has al-
ready depleted Les smeks
of many critical muni-
tions, including'Toma-
hawk cruise missiles, Pa-
triot interceptor missiles,
and Precision Snrlke and
ATACMS ground -based
missiles, and yet the in-
telligence suggests that
Iran retains considerable
military capability, in-
cluding around the vital
Steair of Hormuz.
The passageway camel
roughly one fifth of the
world's daily oil consump-
and the U.S. Navy
now maintains a near -
us presence tran-
siting and pan -oiling ff.
The U.S. milicary's Central
Command said in a social
media past on Sunday that
more than 20 U.S. war-
ships were enforcing the
blockade against Iran.
If Truinp ordered com-
manders no launch more
s rikes n0 rake our or di-
minish those Iranian capa-
bilities, then the U.S. mil-
itary would have to dig
en deeper into socks of
crhical munitions. Doing
so would further undercut
U.S. stockpiles at a time
when the Pentagon and
the major arms makers are
already snuggling to find
the industrial capachy no
replenish U.S. reserves.
Trump and his advisers
have repeatedly denied
that U.S. mruninions stocks
have been drained no
dangerously low levels. In
private, Pentagon officials
have offered similar assur-
• es to anxious European
allies. Those allies have
purchased billions of dol-
lars of munitions from the
United States on behalf of
Ukraine, and they are
concerned that those mu-
nhions will nor be deliver-
ed because the U.S. mil-
itary will need them ri
replenish its awn stocks -
a worry that would only
ensify if the president
orders a remm no hosl-
ities with Iran.
in testimony on'Tues-
day to a House apprapri-
• t subco nritree,
GenDan Caine, the chair
o f the Joint Chiefs of Staff,
said, "We have sufficient
munirions for who "e
tasked ci do right now."
The joim assault on Iran
by the United Slates and
Israel mflicred consid-
erable damage an Train's
defenses and damaged or
destroyed many strategic
sires and the country.
Many of Iran's senior
leaders have been killed,
and its economy is srag-
germg under the pressures
o f the war, leaving ques
s about how long n
can nits hard line on
negonaced end to the
sontlia and the hale on

and other shipping

nh But Iran's apparent
ability to retain subscancial
military capacity has exa-
cerbated concerns among
U.S. allies about the wis-
dom of the war and gene,
red criticism among
Trump's anti-intervendon-
iff who op-
posed getting into the
canflicr in the first place.
As the 'times previously
reported, the Unired
Stares expended roughly
1,100,,1long---range stealtl,
missiles in the war -
close ti the total supply
that remains in the Anrer-
can mckpile. The mil-
rary also tired more than
,000 Tomahawk mis-
Iles, roughly 10 times the
weber the Pentagon
procures in a year. And it
used more than 1,300
Patriot interceptor mis-
siles during the war, which
accounts far more than
wo years of production at
2025 rates.
Replenishing those
stockpiles will take years,
months.nor Lockheed
Martin currently produces
around 650 Patrion in-
rrceptors a year. The
company has announced
plans ra ramp up praduc-
n of the crucial air de-
fense weapon to 2,000 a
year. But doing so will not
be easy. And the indust-
ry's ability to produce
rocket motors cannor be
scaled up as quickly as
Trump has demanded,
officials said.
Sean Parnell, the chief
Pentagon spokesperson,
said the milkary has
everything it needs to
carry out its mission. "We
have executed multiple
successful operations
across combatant com-
mands while ensuring to
U.S. military possesses a
deep arsenal of capa-
bilities to protect our peo-
ple and our interests,' he
said in a sraremem to the
Times.
