Edgewater.
Before adding any other height and density bonuses that have
been invented since then, there've been several, it's hard to
keep track.

We don't have the infrastructure to handle all that density.
It's not just about traffic, there's also potable water supply,
sewage treatment capacity,°garbage disposal capacity,
per capita park space and hurricane evacuation time.

Miami 21 and the Comp Plan speak of protecting neighborhood
character and scale.
At a minimum you should exclude historic districts and NCDs
from this legislation.
