REQUEST
Pursuant to Policy LU-1.6.4 of the Miami Comprehensive Neighborhood Plan ('MCNP"), Raider
Road LLC ("the Applicant") is requesting an amendment to Ordinance No. 10544, the Future Land
Use Map ("FLUM") of the MCNP to change the designation of the property at 151 NW 60 Street
and 145 NW 60 Street ("the Property") from "Major Institutional, Public Facilities,
Transportation and Utilities" and "Duplex Residential" to "Low Density Restricted
Commercial". The proposed amendment contains approximately 1.13 acres. Small-scale
comprehensive plan amendments are those that involve less than 50 acres of property and are
subject to the Small -Scale Review Process, as set forth in Section 163.3187, Florida Statutes.
Concurrently, the Applicant is requesting a change to the Miami 21 Zoning Atlas as a companion
item (ePlan ID PZ-24-17607). The companion application seeks to change the Property's zoning
designation from CI (Civic Institutional Transect Zone) to T4-L (General Urban Transect Zone —
Limited). The Property is legally described in the attached Exhibit "A". The table below
summarizes the request. The table below summarizes the proposed changes.

The Property is located along the north side of NW 60 Street and east of NW 1 Place. The Property
consists of two parcels with an approximate area of 1.13 acres. The aerial image below shows

EXISTING FUTURE LAND USE DESIGNATION
The Property in this request consists of two different existing FLU designations. The portion of
the Property located at 151 NW 60 Street has an existing FLU designation of "Major Institutional,
Public Facilities, Transportation and Utilities", and the other portion of the Property located at 145
NW 60 Street has an existing FLU designation of "Duplex Residential." Both existing Future Land
Use designations are described below.
MAJOR INSTITUTIONA, PUBLIC FACILITIES, TRANSPORTATION AND UTILITIES
The portion of the Property located at 151 NW 60 Street has an existing FLU of Major
Institutional, Public Facilities, Transportation and Utilities. The primary intent of this land use
classification is to allow land uses and activities that provide important services to the public.
Areas designated as "Major Institutional, Public Facilities, Transportation and Utilities"
allow facilities for federal, state and local government activities, major public or private
health, recreational, cultural, religious or educational activities, and major transportation
facilities and public utilities, and general commercial activities intended to serve the needs
of the public. Residential facilities are allowed up to a maximum density equivalent to "High
Density Multifamily Residential" or if applicable the least intense abutting/adjacent
residential zoning district, subject to the same limiting conditions.
Areas designated as "Major Institutional, Public Facilities, Transportation and Utilities"
allow nonresidential uses such as commercial and office to a maximum floor lot ratio (FLR)
of 6.0 times the net lot area of the subject property. Properties designation "Major
Institutional, Public Facilities, Transportation and Utilities" in the Health/Civic Center
District allow a maximum floor lot ratio (FLR) of 8.0 times the net lot area of the subject
property. Properties designated "Major Institutional, Public Facilities, Transportation and
Utilities" in the Urban Central Business District allow a maximum FLR of 37.0 times the
net lot area of the subject property.
DUPLEX RESIDENTIAL
The portion of the Property located at 145 NW 60 Street has an existing FLU designation of
Duplex Residential. The primary intent of this land use classification is to allow development of
duplex, or two, dwelling units on a lot.
Areas designated as "Duplex Residential" allow residential structures of up to two dwelling
units each to a maximum density of 18 dwelling units per acre, subject to the detailed
provisions of the applicable land development regulations and the maintenance of
required levels of service for facilities and services included in the City's adopted
concurrency management requirements.
Community based residential facilities (14 clients or less, not including drug, alcohol, or
correctional rehabilitation facilities) also shall be allowed pursuant to applicable state law.

Places of worship, primary and second schools, child day care centers
and adult day care centers are permissible in suitable locations within duplex residential
areas.
Professional offices, tourist and guest homes, museums, and private clubs or lodges are
allowed only in contributing structures within historic sites or historic districts that have
been designated by the Historical and Environmental Preservation Board and are in
suitable locations within duplex residential areas, pursuant to applicable land development
regulations and the maintenance of required levels of service for such uses. Density and
intensity limitations for said uses shall be restricted to those of the contributing structure(s).
PROPOSED FUTURE LAND USE DESIGNATIONS
The request proposes a new Future Land Use designation of Low Density Restricted
Commercial, which has the following definition:
Areas designated as "Low Density Restricted Commercial" allow residential uses (except
rescue missions) to a maximum density equivalent to "Low Density Multifamily
Residential" subject to the same limiting conditions; transitory residential facilities such
as hotels and motels. This category also allows general office use, clinics and
laboratories, auditoriums, libraries, convention facilities, places of worship, and primary
and secondary schools."
Also allowed are commercial activities that generally serve the daily retailing and service
needs of the public, typically requiring easy access by personal auto, and often located
along arterial or collector roadways, which include: general retailing, personal and
professional services, real estate, banking and other financial services, restaurants,
saloons and cafes, general entertainment facilities, private clubs and recreation facilities,
major sports and exhibition or entertainment facilities and other commercial activities
whose scale and land use impacts are similar in nature to those uses described above.
This category also includes commercial marinas and living quarters on vessels as
permissible.
The nonresidential portions of developments within areas designated as "Low Density
Restricted Commercial" allow a maximum floor lot ratio (FLR) of 3.0 times the net lot
area of the subject property.

NEIGHBORHOOD CONTEXT
The Property is in the Little Haiti neighborhood. It is right across the street from Miami Edison
Senior High School, which was rated an A -school by Miami -Dade County Public Schools
(MDCPS) in 2024. The Property is also served by Toussaint Louverture Elementary School, which
was rated a B-school by MDCPS in 2024 and is less than a half mile away. Lemon City Park and
Athalie Range Park both serve the Property and are approximately 0.4 and 0.5 miles away
respectively. The Property is served by Routes 2 and 62 of Metrobus. Route 2 provides
connectivity to Downtown Miami and NE 84 Street by way of NW 2 Avenue. Route 62 provides
connectivity to Hialeah and Biscayne Blvd by way of NW 62 Street.
DEMOGRAPHIC ANALYSIS
Planning staff used the Subject Property's Census Tract to retrieve data from the US Census
Bureau and Esri's Community Analyst. The Subject Property's tract is Census Tract 20.03, which
is bounded by NW 62 Street to the north, Miami Avenue to the east, NW 54 Street to the south,
and 1-95 to the west for approximately 204 acres. Staff took the 2020 Decennial Census counts
for Census Tract 20.03 and the City of Miami and Esri's Time Series data to gather the 2024 data
for the same data points. Below is a table showing the basic demographic information for each.

The data revealed a decline in population, households, and housing units for Census Tract 20.03
since 2020. On the other hand, the City of Miami is observing gains in all three data points since
2020.
GEOSPATIAL ANALYSIS: FUTURE LAND USE INVENTORY
Staff used geographic information systems (GIS) to determine the composition of FLU
designations within a quarter -mile radius of the Subject Property ("Study Area"). Staff analyzed
the data against the distribution of FLU designations citywide, which can be seen in the table
below. The top two Future Land Use designations citywide are highlighted in green, and the top
two FLU designations for the Study Area are highlighted in blue. Both the Study Area and citywide
share one of their top three FLU designations, "Restricted Commercial." Since this designation is
in both geographies' top three, it is highlighted in purple in the table below.

It is true for both the Study Area and citywide that residential uses dominate their Future Land
Use Maps. However, the residential makeup of the Study Area is denser and accounts for a

greater share of all FLU designations than citywide. Approximately 52.3-percent
(52.3%) of all land in the City has a Future Land Use designation that is strictly residential: "Single -
Family Residential", "Duplex Residential", "Medium Density Multifamily Residential", "High
Density Multifamily Residential", and "Low Density Multifamily Residential". The Study Area's
share of strictly residential FLU designations is two-thirds (66%). Nearly one-third of all land
citywide has a FLU designation of "Single -Family Residential," however, there only 3.3-percent
(3.3%) of land in the Study Area has that designation. All of the "Restricted Commercial" land in
the Study Area is located along the commercial corridors of NW 2 Avenue and NW 62 Street.
GEOSPATIAL ANALYSIS: EXISTING LAND USE INVENTORY
Staff used GIS to determine the composition of existing land uses within the Study Area. Existing
land uses are assigned by the Miami -Dade County Property Appraiser and are tied to current land
use classifications used by the Florida Department of Revenue. This analysis sheds light on the
actual uses of all developed property within the Study Area. The table below shows the distribution
of existing land uses by both parcel count (unique folio numbers) and acres.

The Study Area is saturated with residential uses both by parcel count and acreage. Duplex and
Single -Family account for over 70 percent (70%) of all folios and nearly half (49%) of all non -right-
of-way land in the Study Area. An interesting observation is that Institutional uses account for only
one percent (1%) of parcels by just under 24 percent (24%) of all non -right-of-way land in the
Study Area. Going back to the neighborhood context portion of this report, Miami Edison Senior
High and Toussaint Louverture Elementary are under a half mile from the Subject Property. The
map on the next page shows the existing land uses as colored dots overlaid on top of the FLUM
of the Study Area. While Toussaint Louverture is within a half mile, it is not captured in the quarter -
mile Study Area; it is just southeast of the recreational parcel that can be seen in the southeast
corner of the quarter -mile radius (just outside the radius). That recreational parcel represents
Lemon City Park, which was also noted in the neighborhood context section earlier in the report.

By parcel count, vacant land is the third -largest component at over 12 percent (12%). The nearly
12 acres of vacant land is spread across all FLU designations. It is worth analyzing the distribution
of vacant land by parcel and acres across all FLU designations since a notable share of land in
the Study Area is vacant. The table below provides this breakdown.

"Duplex Residential" and "Medium Density Multifamily Residential" together account for 63.1
percent (63.1%) of all land in the Study Area. Given this information, it is logical for vacant land
to be highly concentrated in those two FLU designations. "Restricted Commercial" also has a high
share of all vacant land in the Study Area, which also accounted for a large share of all FLU
designations in the Study Area. Going back to the FLU inventory from earlier in the report, we can
compare the acreage of vacant land by FLU designation against those FLU designation totals to
determine how much of each FLU designation is vacant. It is important to note that the FLU
inventory includes right-of-way (ROW) whereas the existing land use inventory does not; existing
land use inventory utilizes lot size recorded by the Property Appraiser. This means the proportion
of vacant land for each FLU designation is actually higher. "Duplex Residential" accounts for 71.94
acres, of which 4.89 acres are vacant, which equates to a minimum of 6.8 percent (6.8%) vacancy
by acreage. Approximately 3.98 acres of vacant land has a FLU designation of "Restricted
Commercial," which accounts for 25.84 acres throughout the Study Area; this equates to a
minimum vacancy of 15.41 percent (15.41%) by acreage. Approximately 2.44 acres of vacant
land has a FLU designation of "Medium Density Multifamily Residential," which accounts for 26.13
acres of the Study Area; this equates to a minimum vacancy of 9.34 percent (9.34%) by acreage.
Looking back at the demographic analysis section, Census Tract 20.03, which overlaps with the
quarter -mile Study Area, has observed declining population, households, and housing units since
2020, which is consistent with the findings from the existing land use inventory as it pertains to
vacant land. Having this context, one can conclude that the existing FLUM of the Study Area may
require some adjustments to facilitate appropriate development and better serve the residents.
CONCURRENCY ANALYSES
The Planning Department tested levels of service as required for this application. The Levels of
Service (LOS) testing is based on a potential decrease in the population of 303 residents.
Schools
On June 14, 2024, Miami -Dade County Public Schools submitted its findings that it had tested
the proposed change of land use and zoning and found that the school system has sufficient
capacity to serve the application.

'ecreation and Open Space
The MCNP requires a 10-minute %-mile barrier -free walk to a park entrance to meet public Levels
of Service (LOS). The Planning Department conducted an analysis in GIS to test the LOS for this
proposal and found that with the potential decrease in population, it does meet LOS standards.
Potable Water
The MCNP LOS standard for potable water service is 97.54 gallons per capita per day (GPCD).
Consumption is assumed to be approximately 10,362 GPCD by residential uses; however, LOS
standards do not take into consideration the consumption of non-residential use.
Sanitary Sewer Transmission
The MCNP LOS standard for Sanitary Sewer is 122 GPCD. The MCNP does not require testing
of this County service.
Solid Waste Collection
The City's LOS standard for Solid Waste is to maintain a capacity sufficient to accommodate
waste flows for a minimum of five years. Solid Waste capacity shall be in place to serve new
development and redevelopment no later than the issuance of a certificate of occupancy or its
functional equivalent. The Franchise Agreement the City maintains provides flexibility to address
fluctuations in solid waste production.
Transportatior
The MCNP has updated its LOS standards for the City with the most recent update of the
Transportation Element. In the June 2024 concurrency review for this application, the Department
of Resilience & Public Works (RPW) acknowledged that there could be a potential decrease of
163 daily trips, an increase of 16 AM peak hour trips, and an increase of 9 PM peak hour trips.
RPW noted a traffic study may be required at time of redevelopment.
Storm Surge & Coastal High Hazard Area
The MCNP requires all future land use changes to residential categories within Miami -Dade
County's Storm Surge Planning Zones A through E meet one of three criteria:
a) A no greater than 16-hour level of service for out of county hurricane evacuation is
maintained for a category 5 storm;
b) A no greater than 12-hour evacuation time to shelter is maintained for a category 5 storm
and shelter space is expected to accommodate the residents of the development
contemplated by the proposed comprehensive plan amendment; or
c) Appropriate mitigation is provided that shall satisfy subparagraphs a) and b) above.
Appropriate mitigation shall include, without limitation, payment of money, contribution of
land, and construction of hurricane shelters and transportation facilities. Required
mitigation shall not exceed the amount required for the development to accommodate

impacts reasonably attributable to the development. The City and
applicant for the plan amendment shall enter into a binding agreement to memorialize this
mitigation plan.
Below is a map of the Subject Property and its location within the Coastal High Hazard Area and
Miami -Dade County Storm Surge Planning Zones.

COMPREHENSIVE PLAN ANALYSIS
The following is an analysis of the application relative to the Goals, Objectives, and Policies of
the MCNP.
Criteria 1
Policy LU-1.6.4: "Any proposal to amend the City's Zoning Atlas that has been
deemed to require an amendment to the Future Land Use Map by the Planning
Department shall require a Level of Service (LOS) review and a finding from the
Planning Department that the proposed amendment shall not result in a LOS
that falls below the adopted minimum standards described in Policy CI-1.2.3,
and shall not be in conflict with any element of the MCNP. Based on its
evaluation, and on other relevant planning considerations, the Planning
Department shall forward a recommended action on said amendment to the
Planning, Zoning and Appeals Board, which shall then forward its
recommendation to the City Commission."
Analysis 1
Staff analyzed the proposed amendment for concurrency.
An application for School Concurrency analysis was submitted to Miami -Dade
County Public Schools. The proposed amendment was found to have sufficient
capacity available to serve the application.
Staff analyzed Recreation and Open Space using GIS and determined the
application does meet LOS standards.
Staff analyzed Potable Water and Storm Sewer and found the proposed
amendment meets LOS standards for both.
The Department of Resilience & Public Works analyzed the application for
Transportation LOS and found that the proposed amendment to Restricted
Commercial would result in a decrease of 163 daily trips and 16 AM Peak Hour
trips and 9 PM Peak Hour trips.
The Property is not in the Coastal High Hazard Area or any of Miami -Dade
County's Storm Surge Planning Zones. Concurrency for hurricane evacuation
and shelter capacity is not required.
All concurrency analyses are seen attached separately. See Attachment 1.
Finding 1
Staff finds the proposed amendment consistent with Policy LU-1.6.4.
Criteria 2
Policy CM-4.1.2: "Continue to direct population away from the Coastal High
Hazard Area, which is defined by the areas below the elevation of the category
1 storm surge line, as established by a Sea, Lake and Overland Surges from
Hurricanes (SLOSH) computerized surge model pursuant to Section
163.3187(2)(h) F.S., as depicted on the CHHA map in Appendix CM-1. The City

shall regularly update Appendix CM-1 as new data is made available. As a
member city of the Southeast Florida Regional Climate Change Compact
(SFRCCC), the City uses the SFRCCC's Unified Sea Level Rise Projection to
create additional long-range inundation risk analyses. All updates shall include

..Also allowed are commercial activities that generally serve the daily retailing
and service needs of the public, typically requiring easy access by personal auto,
and often located along arterial or collector roadways, which include: general
retailing, personal and professional services, real estate, banking and other
financial services, restaurants, saloons and cafes, general entertainment
facilities, private clubs and recreation facilities, major sports and exhibition or
entertainment facilities and other commercial activities whose scale and land use
impacts are similar in nature to those uses described above. This category also
includes commercial marinas and living quarters on vessels as permissible."
Analysis 3
The Subject Property is located along NW 60 Street and NW 1 Place where it
abuts Edison Senior High School to the west. In the Transportation Appendix of
the MCNP, Map TR-2 identifies major thoroughfares by functional classification;
these classifications include local — urban, major collector — urban, minor arterial
— urban, other principal arterial — urban, principal arterial freeway and
expressway — urban, principal arterial interstate — urban, and highway. Neither
NW 60 Street nor NW 1 Place are identified by these classifications on Map TR-
2. Below is a snippet of Map TR-2 with a red circle marking an approximation of
the Property's location. The full-size Map TR-2 can be seen as Exhibit B attached
to this report.

Analysis 4
The applicant proposes to amend the FLUM of the MCNP of the Property from
"Major Use, Public Facilities, Transportation and Utilities" and "Duplex
Residential" to "Low Density Restricted Commercial." The current FLU allows
uses that are necessary in providing adequate infrastructure services to the
community such as utilities and educational facilities. The proposed FLU
designation allows a mixture of residential and nonresidential uses that were
explored in Criteria 3 of this section. Some of those uses like major sports and
exhibition facilities and saloons and cafes are inherently incompatible with the
surrounding area, which has a FLU designation of "Duplex Residential" and
some "Medium Density Multifamily Residential." The types of nonresidential
activities are seen as an encroachment of incompatible land uses. This is
especially supported by the fact that the Property's two street frontages, NW 60
Street and NW 1 Place, are not arterials as discussed in Criteria 3 of this section.
The nonresidential uses would be more appropriate on NW 2 Avenue or NW 62
Street, which are a few blocks away from the Subject Property. Staff believes a
more appropriate FLU designation for the Property would be "Low Density
Multifamily Residential" as this would prevent the potential for encroachment of
incompatible land uses. "Low Density Multifamily Residential", which
corresponds to T4-R (General Urban Transect Zone — Restricted), would also
act as a buffer and transition from the CI (Civic Institutional Transect Zone) to
the west and the T3-O (Sub -Urban Transect Zone — Open) to the east.
Finding 4
Staff finds the proposed amendment inconsistent with Policy LU-1.1.3.
Criteria 5
Policy LU-1.3.1: "The City shall continue to provide incentives for commercial
redevelopment and new construction in designated Neighborhood Development
Zones (NDZ), the Brownfield Redevelopment Area, Commercial Business
Corridors, Opportunity Zones, and other targeted areas. Such commercial
redevelopment and new construction shall be conducted in accordance with
neighborhood design and development standards adopted as a result of the
amendments to the City's land development regulations and other initiatives.
Such incentives may be offered through the building facade treatment program,
Community Development Block Grant (CDBG) funds, and other redevelopment
assistance programs."

Opportunity Zone as seen below in a snipped from Miami -Dade County's report
from the Office of the Commission Auditor titled "2019 Benefits and Challenges

Earlier in this report, staff observed a decline in population, households, and
housing units in Census Tract 20.03, whereas the City of Miami as a whole saw
gains in population, households, and housing units. Declining housing stock and
population are some demographic characteristics of economically distressed
areas.
In the existing land use inventory section of this report, staff observed a decent
share of vacant parcels within the quarter -mile Study Area. Vacancies are one
of many characteristics that are associated with economically distressed areas,
which are the foundation of Opportunity Zones. The table below shows vacant
parcels distributed by their associated Future Land Use designations both in
parcel (unique folio) counts and by acreage.

While the majority of parcels and acres that are vacant in the Study Area have a
FLU designation of "Duplex Residential", over one-third of the vacant land acres
in the Study Area have an existing FLU designation of "Restricted Commercial."
These "Restricted Commercial" areas are found along the major thoroughfares
of NW/NE 62 Street and NW 2 Avenue. These corridors are zoned T5-O and T5-
L respectively. Under the "Restricted Commercial" designation, these corridors
could be rezoned to T6-8 (Urban Core Transect Zone). The incidence of
vacancies in the "Restricted Commercial" corridors indicates the land
development regulations may be posing a barrier to redevelopment. Staff
believes the Planning Department should consider studying these corridors for
potential rezones with extensive community outreach.
While Policy LU-1.3.1 specifies "commercial redevelopment", it also calls for new
construction to be done "in accordance with neighborhood design and
development standards" as they are adopted in the land development
regulations (Miami 21) and other initiatives. The immediate surrounding area has
had its T3-O (Sub -Urban Transect Zone — open) since Miami 21 was adopted
under Ordinance 13114 in 2010. The area, with the exception of the property
located at 115 NW 60 Street, was also zoned R-2 under the previous zoning
code, Ordinance 11000 (seen attached as Exhibit D — Sheet 13 Ordinance
11000), which was adopted in 1990; 115 NW 60 Street was zoned R-3. The
surrounding neighborhood has had residential zoning since at least 1990, with
the exception of the public schools to the west. This means the introduction of
nonresidential uses, such as commercial uses, are incompatible with the
neighborhood design. Additionally, the incident of vacancies in the "Restricted
Commercial" corridors of NW/NE 60 Street and NW 2 Avenue also indicate a
potential lack of demand for commercial uses in this area. As stated before, the
T5-L (Urban Center Transect Zone — Limited) and T5-O (Urban Center Transect
Zone — Open) could be acting as barriers to redevelopment of the vacant parcels
along these major thoroughfares, it is important to remember that the majority of
vacant land is found among the "Duplex Residential" land instead of the
"Restricted Commercial" land.

Given the potential for encroachment of incompatible land uses with the
introduction of commercial uses, staff believes the proposed amendment to "Low
Density Restricted Commercial" is not appropriate. However, given the fact that
Census Tract 22.03 is a qualified Opportunity Zone and many vacancies have
been observed with the quarter -mile Study Area, staff believes there is merit in
amending the FLUM of the Property from "Major Use, Public Facilities,
Transportation and Utilities" and "Duplex Residential" to "Low Density Multifamily
Residential." This would facilitate redevelopment to a density higher than the
surrounding "Duplex Residential" and lower than the "Major Use, Public
Facilities, Transportation and Utilities" acting as a transition in density and
intensity between the two different FLU designations.
Finding 5
Staff finds the proposed amendment is inconsistent due to the existing
residential neighborhood but finds an amendment to "Low Density
Multifamily Residential" would be more appropriate and consistent with
Policy LU-1.3.1.
CONCLUSION & RECOMMENDATION
Based on the analysis of the area context and the goals, objectives, and policies of the MCNP,
the request to amend the FLUM by changing the designation of the Property located at 151 NW
60 Street from "Major Institutional, Public Facilities, Transportation and Utilities" and 145 NW 60
Street from "Duplex Residential" to "Low Density Restricted Commercial", staff finds the request
is not justified based on the inconsistency between the Interpretation of the Future Land Use Map
for "Low Density Restricted Commercial" and the Property's location not fronting an arterial and
the encroachment of incompatible land uses in a longstanding residential neighborhood. Staff
believes there is merit in amending the FLUM of the Property to a different FLU designation based
on the ability to meet all required Levels of Service standards for various concurrencies, the
observed vacancies, and the Property's location in a qualified Opportunity Zone. Staff
recommends amending the Future Land Use Map of the Property from "Major Use, Public
Facilities, Transportation and Utilities" and "Duplex Residential" to "Low Density Multifamily
Residential" instead of the requested "Low Density Restricted Commercial." Staff believes "Low
Density Multifamily Residential" is more appropriate due to its residential nature and that it would
create a transition between the "Major Use, Public Facilities, Transportation and Utilities" to the
west and the "Duplex Residential" to the east.

Based on existing and proposed FLR and density for the applications for the project
located at 145 NW 60 St and 151 NW 60 St, the maximum potential impact as it relates
to trip generation was calculated. The proposed FLR and density have the potential to
result in a decrease of 163 daily trips and an increase of 16 AM trips.
Based on this preliminary analysis, additional information is needed to help determine the
impact of this application. At the time of redevelopment, a traffic study may be required.
The traffic study should include traffic mitigation if significant impacts to operating levels
of service are identified.

Pursuant to State Statutes and the Interlocal Agreement for Public School Facility Planning, the above -referenced
application was reviewed for compliance with Public School Concurrency. Accordingly, enclosed please find the School
District's Preliminary Concurrency Analysis (Schools Planning Level Review).
As noted in the Preliminary Concurrency Analysis (Schools Planning Level Review), the proposed development would
yield a maximum residential density of 20 multifamily residential units, which generate 2 students, 2 at the elementary,
0 at the middle and 0 at the senior high school level. At this time, all school levels have sufficient capacity available to
serve the application. Remember that a final determination of Public School Concurrency and capacity reservation will
only be made at the time of approval of final plat, site plan or functional equivalent, notwithstanding any additional
information that may surface after further departmental research. As such, this analysis does not constitute a Public
School Concurrency approval.

Based on existing and proposed FLR and density for the applications for the project
located at 145 NW 60 St and 151 NW 60 St, the maximum potential impact as it relates
to trip generation was calculated. The proposed FLR and density have the potential to
result in a decrease of 163 daily trips and an increase of 16 AM trips.
Based on this preliminary analysis, additional information is needed to help determine the
impact of this application. At the time of redevelopment, a traffic study may be required.
The traffic study should include traffic mitigation if significant impacts to operating levels
of service are identified.
