HomeMy WebLinkAboutR-26-0230City of Miami Resolution R-26-0230 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 19275 Final Action Date: 5/14/2026 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER, THE CITY CLERK, AND THE CITY ATTORNEY TO COLLABORATIVELY CREATE AND IMPLEMENT A PUBLICLY ACCESSIBLE, SEARCHABLE WEB -BASED PORTAL FOR TRACKING ALL DIRECTIVES ISSUED BY THE CITY COMMISSION TO THE CITY ADMINISTRATION; PROVIDING FOR TRANSPARENCY AND ACCOUNTABILITY BY DISPLAYING THE STATUS OF EACH DIRECTIVE; REQUIRING COMPLETION OF THE WEB PORTAL WITHIN NINETY (90) CALENDAR DAYS OF ADOPTION OF THIS RESOLUTION. SPONSOR(S): Commissioner Rolando Escalona WHEREAS, the City of Miami ("City") Commission regularly issues formal actions and policy instructions to the City Manager and City Administration through ordinances, resolutions, and directives; and WHEREAS, City Commission directives ("Directives") are instructions, orders, and/or direct the City Manager to take specific action; and WHEREAS, there is currently no centralized, publicly accessible system that allows the public to easily view, track, and monitor the status of such Directives; and WHEREAS, transparency, accountability, and efficient governance are core principles of effective municipal administration; and WHEREAS, providing a clear, user-friendly mechanism to track Directives will enhance intergovernmental coordination, public trust, and operational efficiency; and WHEREAS, advances in technology allow for the creation of web -based tools that can be maintained at reasonable cost and updated in real time; and WHEREAS, it is in the best interest of the City to ensure that all Directives are clearly documented, monitored, and publicly accessible; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager, the City Clerk, and the City Attorney are hereby directed to collaboratively design, develop, and implement a web -based portal accessible through the City's official website. The web portal shall provide elected officials and members of the public the ability to view all directives issued by the City Commission. Section 4. The web portal shall, at a minimum, include the following information for each Directive: • A brief description of the Directive; • The date the Directive was issued; • The originating agenda item or legislative action; • The department(s) responsible for implementation; and • The current status of the Directive, such as Pending, In Progress, or Completed. Section 5. The City Manager shall ensure that the status of each Directive is updated on a regular and ongoing basis to reflect accurate and current information. Section 6. The web portal required by this Resolution shall be fully operational and publicly accessible within ninety (90) calendar days from the adoption of this Resolution. Section 7. This Resolution shall become effective immediately upon adoption.
