HomeMy WebLinkAboutR-26-0223City of Miami Resolution R-26-0223 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 19256 Final Action Date: 5/14/2026 A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE 119TH CONGRESS OF THE UNITED STATES TO PASS HOUSE OF REPRESENTATIVES BILL 2904 AND SENATE BILL 978, KNOWN AS THE HOMES FOR EVERY LOCAL PROTECTOR, EDUCATOR, AND RESPONDER ACT ("HELPER"); DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS NAMED HEREIN. SPONSOR(S): Commissioner Ralph "Rafael" Rosado WHEREAS, the City of Miami ("City") recognizes the importance of supporting policies that promote access to affordable homeownership for individuals who serve and protect the community; and WHEREAS, House of Representatives Bill 2904 ("H.R. 2904") and Senate Bill 978 (S. 978), known as the Homes for Every Local Protector, Educator, and Responder Act ("HELPER Act"), were introduced in March 2025 as a bipartisan, bicameral bill in the 119th Congress of the United States; and WHEREAS, the HELPER Act proposes to establish a home loan program within the Federal Housing Administration ("FHA") to make homeownership more affordable for law enforcement officers, firefighters, and teachers; and WHEREAS, under the proposed program, law enforcement officers, firefighters, and teachers that are eligible first-time homebuyers would be able to obtain a first-time mortgage on a primary family residence with no down payment; and WHEREAS, law enforcement officers, firefighters, and teachers provide essential services to the public, and play a critical role in maintaining the safety, health, and well-being of the residents of the City; and WHEREAS, the City Commission urges the 119th Congress of the United States to pass the HELPER Act to make homeownership more affordable for law enforcement officers, firefighters, and teachers; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission urges the 119th Congress of the United States to pass H.R. 2904 and S. 978, known as the HELPER Act, to establish a home loan program to make homeownership more affordable for law enforcement officers, firefighters, and teachers. The City Clerk is directed to transmit a certified copy of this Resolution to Senators Rick Scott and Ashley Moody, and Representatives Frederica Smith Wilson, Maria Elvira Salazar, and Mario Diaz-Balart. Section 4. This Resolution shall become effective immediately upon adoption.
