A RESOLUTION OF THE MIAMI CITY COMMISSION RESCINDING
RESOLUTION NO. R-26-0098, ADOPTED FEBRUARY 26, 2026, WHICH
DIRECTED THE CITY MANAGER TO PREPARE AND PRESENT TO THE CITY
COMMISSION, WITHIN THIRTY (30) DAYS OF ADOPTION, THE FINAL

WHEREAS, the City continues todesire the redevelopment of the GSA Site and intends
WHEREAS, on February 26, 2026, the City Commission adopted Resolution No. R-26-
Commission, within thirty (30) days of adoption, the draft final RFP for the development of the
GSA Site for review and approval consistent with the policies and requirements stated therein;
and
WHEREAS, the Prior Resolution conditioned the development of the GSA Site upon
numerous mandatory policies and requirements, including, without limitation, detailed
descriptions of existing uses, narratives explaining the preservation and incorporation of each
existing use, proposed permanent locations and design accommodations for retained uses,
phasing and continuity-of-operations plans, a comprehensive and itemized development budget
identifying all hard and soft costs, funding sources, and a capital stack, disclosure of public
subsidies, incentives, and other financial assistance, and the designation of the retention and
integration of existing uses as a material condition of proposal responsiveness and award; and
WHEREAS, Chapter 18, Article III of the Code of the City of Miami, Florida, as amended
and vests in the City Manager the authority to prepare, advertise, issue, and administer
requests for proposals and other competitive solicitations on behalf of the City; and
WHEREAS, the City Commission has determined that the policies and requirements
imposed by the Prior Resolution are no longer necessary or appropriate and that the
redevelopment of the GSA Site is best advanced by restoring to the City Manager the full

authority to prepare and issue an RFP for the GSA Site in accordance with Chapter 18, Article
III of the City Code, freeof the additional policies, conditions, and requirements set forth in the
Prior Resolution; and
WHEREAS, the City Commission now desires to rescind the Prior Resolution in its
entirety, thereby removing the policies and requirements set forth therein and restoring the City
accordance with Chapter 18, Article III of the City Code;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Resolution No. R-26-0098, adopted by the City Commission on February 26,
2026, is hereby rescinded in its entirety, and all policies, requirements, conditions, and
directives set forth therein are hereby removed and shall be of no further force or effect.
Section 3. This Resolution shall become effective immediately upon its adoption.
