Establish - Special Revenue Project - Recycling Partnership Program
Purpose of Item:
The purpose of this item is to obtain approval from the City Commission for the
acceptance of a grant awarded to the City by The Recycling Partnership, Inc., and to
authorize the City Manager to execute the associated grant agreement and any
ancillary documents necessary for its administration. The grant, in an amount not to
exceed $360,000, consisting of both cash funding and in -kind services, will support the
implementation of a targeted recycling outreach and education program designed to
increase recycling participation, reduce contamination, and improve environmental
outcomes within the City.
Background of Item:
The Recycling Partnership, Inc., a nonprofit organization dedicated to advancing
recycling initiatives nationwide, has awarded the City a grant to support a community -
based recycling improvement project. The program will focus on direct engagement with
residents, particularly single-family households, to enhance recycling behaviors through
education, outreach, and technical assistance. The grant provides up to $235,000 in
reimbursable cash funding and up to $125,000 in in -kind services, with no local
matching funds required. The project will be implemented pursuant to the terms outlined
in the attached grant agreement, which establishes performance, reporting, and
administrative requirements through the grant period ending March 31, 2027.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "RECYCLING
PARTNERSHIP PROGRAM"; AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, BETWEEN THE CITY OF MIAMI ("CITY") AND THE RECYCLING
PARTNERSHIP, INC. A FOREIGN NOT FOR PROFIT CORPORATION, WITH
PRINCIPAL PLACE OF BUSINESS LOCATED AT 601 13TH STREET NORTHWEST,
12TH FLOOR, WASHINGTON, DC 20005 ("GRANTOR"), FOR THE ACCEPTANCE
OF A GRANT IN AN AMOUNT NOT TO EXCEED THREE HUNDRED SIXTY
THOUSAND AND 00/100 DOLLARS ($360,000.00) ("GRANT") FOR ACTIVITIES
RELATED TO INCREASING RECYCLING AND ENVIRONMENTAL BENEFITS
("PURPOSE"), WITH AN AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY-FIVE
THOUSAND AND 00/100 DOLLARS ($125,000.00) OF SAID GRANT BEING
PROVIDED BY THE GRANTOR TO THE CITY IN THE FORM OF IN -KIND SERVICES,
WITH NO CITY MATCH REQUIRED; FURTHER AUTHORIZING THE CITY MANAGER
TO EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR ACCEPTANCE AND
ADMINISTRATION OF THE GRANT; PROVIDING FOR THE INCORPORATION OF
RECITALS AND AN EFFECTIVE DATE.
WHEREAS, the Recycling Partnership, Inc., a foreign not for profit corporation, with
principal place of business located at 601 13t" Street Northwest, 12th Floor, Washington, DC
20005 ("Grantor") works with various companies, communities, and policymakers to help
advance the entire recycling industry; and
WHEREAS, a funding opportunity exists for the City of Miami ("City") which would
increase recycling and environmental benefits; and
WHEREAS, Grantor desires to provide the City with a measurable increase in recyclable
materials, reduce recycling contamination, and improve the quality of recovered materials
through a targeted community engagement program for all single-family households (the
"Project"), as further described in that certain Agreement attached hereto and incorporated
herein as Exhibit "A"; and
WHEREAS, pursuant to the Agreement, attached and incorporated herein as Exhibit "A,"
Grantor will allocate a grant to the City in an amount not to exceed Three Hundred Sixty
Thousand and 00/100 Dollars ($360,000.00) ("Grant") for the Project; and
WHEREAS, a portion of said Grant will be provided to the City as in -kind services valued
at an amount not to exceed One Hundred Twenty -Five Thousand and 00/100 Dollars
($125,000.00) and the remaining portion of an amount not to exceed Two Hundred Thirty -Five
Thousand and 00/100 Dollars ($235,000.00) will be awarded to the City in the form of a cash
grant; and
WHEREAS, acceptance of the Grant and participation with the Project does not require
a City match; and
WHEREAS, the City Manager seeks authorization to proceed with negotiating and
executing the Agreement, attached and incorporated herein as Exhibit "A," in a form acceptable
to the City Attorney for the acceptance of the Grant and administration of the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established, and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to negotiate and execute an
Agreement, in a form acceptable to the City Attorney, between the City and Grantor for the
Project.
Section 4. The City Manager is further authorized' to negotiate and execute any
and all other necessary documents, all in forms acceptable to the City Attorney, for
acceptance and administration of the Grants.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited, to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
