Page 002 www.wereacr.org '26-'27TTDS Proposal EXECUTIVE SUMMARY EXECUTIVE SU A-:Y For more than a decade, Teen Talk Dialogue Sessions (TTDS) has provided a consistent, award -winning, evidence -informed model for youth engagement across the City of Miami. The program offers structured opportunities for adolescents to discuss emotional wellness, identity, communication, and decision -making in environments that promote openness and respect. Developed and implemented by ACR, TTDS was established in 2013 to meet a persistent need for credible, real -world conversations that help young people navigate the pressures of adolescence. Since its inception, TTDS has delivered nearly 400 sessions, reaching more than 8,000 youth through schools, community centers, and municipal partnerships. Many participants reside in high -risk neighborhoods where access to consistent mental -health support and mentorship is limited. TTDS intentionally meets youth where they are, embedding programming within trusted community spaces that remove barriers to participation and sustain engagement over time. This proposal aligns with the statutory intent of Community Redevelopment Agencies as defined in Florida Statute §163.335(1), which authorizes CRAs to reduce or prevent crime and eliminate conditions that threaten the health, safety, and welfare of residents. Based on public safety and poverty indicators, Naranja Lakes qualifies under this mandate. Additionally, Teen Talk Dialogue Sessions is eligible under Florida Statute §163.340(12)(d), which defines community policing innovations as: "Policing programs designed to encourage a more visible police presence in the community, to develop relationships between law enforcement and the community, and to support innovative crime prevention strategies." TTDS meets this definition by building sustained relationships between youth and local police in positive, proactive settings. The program promotes trust, provides skills -based development, and reduces juvenile offense risk. By investing in this approach, the CRA can meet its public safety goals through prevention and youth empowerment, contributing to a stronger and more resilient community. The program reflects the City's diversity, with participants identifying as 60.3% Black/African American and 22.2% Hispanic, and has engaged over 25 community partners to strengthen local reach. Beyond classroom and community settings, TTDS has organized 20+ field trips and collaborative learning experiences with five law enforcement agencies, including the City of Miami Police Department (MPD). Visits to MPD's Training Facility and Command Center give youth firsthand exposure to public -safety operations, promoting mutual understanding and civic awareness. Participant surveys indicate that 80% report improved communication and perspective -taking, and wellness assessments highlight gaps TTDS directly addresses: 51% of youth report never practicing stress -management techniques, 27% identify as at risk for depression, and 23% report limited physical -activity habits. TTDS responds to these realities through conversation -based learning that reinforces self-awareness, practical coping skills, and emotional regulation. Year -over -year growth underscores the program's strength. Early delivery cycles served an average of just over 400 youth per year across limited sites. From 2021 to 2025, participation nearly tripled, reaching more than 1,200 youth per year across six to seven City locations. Annual session delivery more than doubled, expanding from roughly 24 sessions per year in the program's first phase to nearly 50 sessions per year in the current cycle. This sustained expansion reflects both community demand and the City's ongoing investment in preventive, relationship -based youth programming. Through this proposal, ACR seeks continued partnership with the Office of Commissioner Christine King to support the next three years of TTDS delivery. Together, we can continue to provide Miami's youth with meaningful dialogue, trusted guidance, and lasting tools for personal and community wellness. SESSIONS! '26-'27TTDS Proposal PURPOSE & GOALS PURPOSE & JECTIVES PURPOSE The mission of Teen Talk Dialogue Sessions (TTDS) is to build emotional resilience, strengthen communication, and improve decision -making skills among adolescents through structured dialogue and guided reflection. Developed by ACR, TTDS provides a framework that helps youth navigate emotional, social, and behavioral challenges in ways that promote accountability, self-awareness, and long-term wellness. The program meets youth where they are —within their schools, neighborhoods, and community centers —creating a consistent, familiar environment that encourages openness and sustained participation. The purpose of TTDS is to equip participants with tools that improve both personal and community outcomes by increasing protective factors such as confidence, empathy, and critical thinking. Each session integrates relatable, evidence -informed discussion models that enable youth to explore key themes around emotional regulation, goal -setting, and social responsibility. OBJECTIVES TTDS advances this purpose through the following objectives: 1. Expand access to structured, dialogue -based wellness education for youth ages 13-18 living in high -risk or under-resourced communities. 2. Cultivate emotional resilience by teaching participants to identify, manage, and recover from stress, conflict, and setbacks. 3. Strengthen communication and empathy to improve relationships among peers, family members, and authority figures. 4. Promote informed decision -making by helping participants connect everyday choices to long-term personal and social outcomes. 5. Foster civic connection by building trust and understanding between youth and local public -safety agencies through field -based engagement experiences. Together, these objectives support the City of Miami's broader commitment to youth wellness, public safety, and community engagement, advancing prevention -focused strategies that strengthen the City's social fabric and create measurable improvements in how young people communicate, connect, and lead. Page 005 www.wereacr.org '26-'27TTDS Proposal METHODS & OUTCOMES PROGRAM METHODOLOGIES &OUTCOMES The program is a structured, dialogue -based wellness program that equips youth with practical tools to manage emotions, communicate effectively, and make responsible decisions. Each session provides a safe and engaging environment where participants can explore real -world challenges and strengthen emotional resilience through guided discussion, activities, and reflection. Designed to scale, the program utilizes subject -matter experts to lead discussions in an evidence - informed format that emphasizes healthy communication and personal accountability. Sessions are hosted in trusted community spaces such as schools and recreation centers, ensuring accessibility for youth across the City of Miami, particularly those in neighborhoods where formal mental health resources are limited. TTDS integrates exposure to wellness practices, leadership development, and civic engagement through targeted partnerships, including field experiences with the City of Miami Police Department (MPD) and other community agencies. These experiences reinforce personal responsibility, civic understanding, and respect for public -safety systems. Program outcomes are tracked through participant surveys and facilitator assessments. Most recent data show: • 80% of participants report improved communication and perspective -taking. • 72% report feeling more confident managing stress or conflict. • 68% demonstrate greater awareness of emotional triggers and coping strategies. Collectively, these outcomes demonstrate that TTDS not only enhances youth's emotional and social skills but also supports the City's broader goals of crime prevention and community safety, as well as broader connections to public well-being. The program will cover the following direct costs associated with our programs: • Program Staffing: Funds will be used to hire experienced facilitators with expertise in youth development and social issue awareness. • Materials and Resources: We will deliver interactive and engaging content tailored to each unique site. • Nutritious Meals: We will cover the costs of providing nutritious, well-balanced meals for all sessions. • Evaluation and Improvement: We will invest in program evaluation tools to measure its effectiveness and identify areas for continuous improvement.
