RESOLUTION NO. 43173
A RESOLUTION AUTHORIZING AND DIRECTING
THE CITY MANAGER AND CITY CLERK TO ENTER
INTO AN AGREEMENT WITH WILTON R. MILLER
AS LEGISLATIVE LIAISON REPRESENTATIVE TO
REPRESENT THE CITY OF MIAMI BEFORE THE
FLORIDA STATE LEGISLATURE - 1972 TERM FOR
A PERIOD OF ONE (1) YEAR, COMMENCING
JANUARY 20, 1972 AND TERMINATING JANUARY
19, 1973 AT A COMPENSATION OF $12,000.00
PER YEAR, SAID SUM TO BE TRANSFERRED FROM
THE CONTINGENCY FUND TO A SPECIAL ACCOUNT
FOR THE PURPOSE OF EFFECTING PAYMENT TO
WILTON R. MILLER, SAID AMOUNT TO INCLUDE
EXPENSES, PAYABLE IN SUCH AMOUNTS AND ON
SUCH DATES AND SUBJECT TO SUCH TERMS AND
CONDITIONS AS PROVIDED IN SAID AGREEMENT,
A COPY OF WHICH IS ATTACHED HERETO AND
MADE A PART HEREOF.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager and City Clerk are hereby
authorized and directed to enter into an agreement with Wilton
R. Miller as Legislative Liaison Representative to represent
the City of Miami before the Florida State Legislature - 1972
term, for a period of one (1) year commencing January 20, 1972
and terminating January 19, 1973, at a compensation of $12,000.00
per year.
Section 2. That the sum of $12,000.00 be and it is,
hereby transferred from the Contingency Fund to a special account
for the purpose of effecting payment to Wilton R. Miller as
Legislative Liaison Representative.
Section 3. That the compensation of $12,000.00 per year
shall include expenses, payable in such amounts and on such dates
and subject to the terms and conditions as provided in said agree-
ment, a copy of which is attached hereto and made a part hereof.
PASSED AND ADOPTED this 20th day of January, 1972.

Members of the Commission:
As you know, the 1972 session of the Florida Legislature begins
in a few short days on February 1, 1972.
This session, as perhaps no other in history, is vital to the future
of the City of Miami and indeed all municipalities in Florida.
I think it imperative that we continue to have professional
representation in Tallahassee to present to the members of the Legislature
the programs which Miami desires.
We have had success in the past with this approach and itscost
to the City has been minimal when you consider the return on our
investment.
I would therefore like to propose to the Commission that we today
retain as our legislative counsel in Tallahassee for the 1972 session
a well-known and well -qualified lawyer, Mr. Wilton R. Miller. Mr.
Miller has flown down here today from Tallahassee to be with us. He
is a member of the Tallahassee firm of Bryant, Dickens, Rumph, Franson
and Miller.
He has had extensive experience over the past 10 years in the very
area where we have a need -- dealing with the legislature.
For example, from 1962 to 1964, he was Assistant Attorney General
of Florida in charge of presenting and securing the passage by the
Legislature of proposed legislation of the Attorney General.
In 1964, he was general legal counsel to the Governor of Florida.
From 1965 to 1969, he served as general counsel for the Department
of Agriculture and specifically was charged with the duty of developing
that department's proposed legislation and successfully seeking its passage by
the legislature.
In 1969, he was legal counsel to the Florida Senate's Waysand
Means Committee on Finance and Taxation.
From 1970, until the present time, he has been in private pactice
and has continued his representation of numerous public and private
clients before the legislature.
I believe that he can do the job that Miami needs this year and I
would at this time move that we retain him as our legislative representative
for the sum of $12,000 under the same standard contract we have used in the
past which will be drafted by our City Attorney.
