A RESOLUTION STATING THE CITY COMMISSION'S
POLICY OP APPROVING THE CONCEPT OF "911"
AS AN EMERGENCY TELEPHONE NUMBER FOR THE
CITY OF MIAMI WHEN SUCH NUMBER CAN BE
IMPLEMENTED WHEREBY THE PEOPLE OF THE CITY
OF MIAMI CAN COMMUNICATE DIRECTLY WITH THE
CITY POLICE AND FIRE DEPARTMENTS; URGING
THAT AN APPROPRIATE AGENCY BE SELECTED
FOR BOTH THE CITY AND THE COUNTY TO CO-
ORDINATE A STUDY AND DEVELOP A PLAN TO
COINCIDE WITH THE STATE-WIDE 911 PROGRAM
CURRENTLY UNDER STUDY.
WHEREAS, the City Commission of the City of Miami is
desirous of providing efficient and expeditious service to the
citizens of the City of Miami; and
WHEREAS, the Commission of the City of Miami is familiar
with the plan to implement the so-called "911 Emergency Telephone
Number;" and
WHEREAS, the Commission of the City of Miami recognizes
the clear need that all citizens be able to summon help rapidly
in an emergency situation; and
WHEREAS, every citizen should be able to obtain Law
Enforcement, medical, fire rescue, and other emergency services
as quickly and as efficiently as possible; and
WHEREAS, every person within the City of Miami should
be able to communicate directly with the City Police and Fire
Departments in case of an emergency; and
WHEREAS, the system and program as presently conceived
does not meet the objectives which are sought to be obtained by
the implementation of such a program; to -wit: the shortening of

time required for a citizen to request and receive emergency
aid; and
WHEREAS, there is currently under study a plan whereby
the State of Florida would adopt a State-wide emergency number.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. That the Commission of the City of Miami
approve in concept the ideals and objectives sought to be obtained
by the use of the "911 Emergency Number" subject to the following
conditions:
1. That the City of Miami maintains the ability
to dispatch all emergency units within the juris-
diction, both police and fire.
2. That the City of Miami maintains the ability to
record the time and type of information received.
3. That Southern Bell commit itself to a system
which would automatically direct calls to the City
of Miami Police and Fire Departments.
Section 2. A comparative study with participation by
all agencies affected is urged for the purpose of developing a
system to improve emergency service.
Section 3. The appropriate agencies, both City and
County, are urged to coordinate their study and plans to coincide
with the State-wide program currently under study.
