AN ORDINANCE AMENDING ORDINANCE NO.
8192, AS AMENDED, RE -ALLOCATING A
PORTION OF THE REVENUE SHARING FUNDS
RECEIVED IN THE AMOUNT OF $7,966,000.00
FOR THE FISCAL YEAR ENDING SEPTEMBER 30,
1974, BY INCREASING THE AMOUNT APPROPRI-
ATED FOR FIRE RESCUE SERVICES, ITEM 6 (a),
FROM $325,000.00 to $400,000.00; DECREAS-
ING THE AMOUNT ALLOCATED FOR FIRE ALARM
SERVICES, ITEM 6(b), FROM $200,000.00 TO
$125,000.00; REDUCING THE AMOUNT ALLO-
CATED FOR THE CHILD CARE CENTER - EDISON-
LITTLE RIVER, ITEM 13, FROM $65,000.00 TO
$50,000.00; INCREASING THE AMOUNT ALLOCATED
FOR THE EDISON-YOUTH PROGRAM, ITEM 14, FROM
$40,000.00 to $55,000.00; CONTAINING A
SEVERABILITY CLAUSE: DECLARING THIS ORDINANCE
TO BE AN EMERGENCY MEASURE AND BY A FOUR -
FIFTHS VOTE OF THE MEMBERS OF THE CITY COM-
MISSION DISPENSING WITH THE REQUIREMENT OF
READING THIS ORDINANCE ON TWO (2) SEPARATE
DAYS.
WHEREAS, the City Commission has reviewed and amended
the City Manager's Plan for the Expenditures of Federal Revenue
Sharing Funds and has approved appropriations as herein set
forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 8192, as amended by
Ordinance No. 8210, is further amended to provide for the
re -allocation of funds for the following listed purposes in
the following amounts:

Section 2. In accordance with the above listed re -allocations,
Section 1 of Ordinance No. 8192, as amended by Ordinance No. 8210, is
amended to read as follows:
The following appropriations are made from the Federal
Revenue Sharing Funds for the purposes outlined below for the fiscal
year 1973-74:

Section 3. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. All Ordinances or parts of Ordinances, insofar
as they are inconsistent or in conflict with the provisions of this
Ordinance, are hereby repealed.
Section 5. This Ordinance is hereby declared to be an
emergency measure on the ground of urgent public need for the
preservation of peace, health, safety and property of the City of
Miami, and upon the further ground of necessity to make the re-
quired and necessary payments to its employees and officers, pay-
ment of its contracts, payment of interest and principal on its
debt, necessary and required purchases of goods and supplies, and
to generally carry on the functions and duties of its municipal
affairs.
Section 6. The requirement of reading this Ordinance on

two separate days is hereby dispensed with by a four -fifths
vote of the members of the Commission. The requirements of
applicable State Statutes are also dispensed with.

The sum of $325,000 Va^ provided Ercm Revenue Sharing to reorganize
and expand tha Medical Emergency Servicea Program. At the time that
the Revenue Sharing budget tdas prepared and submitted, I was not
aware that the frin:;e benefits for the additional employees would
have to be allocated frem tha ;.avenue Sharing Lund. These fringe
benefits amount to approximately $56,000. In the regular Rescue
budget we had requested $16,935 for Medical and Surgical Supplies
and there was a mix up as to :whether this was to be provided through the
Revenue Sharing budget or the regular budget and therefore, it was left
out completely.
n additional $75,000 is needed to completely implement the reorganiza-
tion and expansion: program of Emergency Medical Services which includes
new vehicles, new equipment, personnel, and ancillary expenses.
Tie sum of $200,000 of Revenue Sharing funds was provided to do a
feasibility study for computerized dispatching and data retrieval for
the Fire Departnent. Eee to the fact that the Rescue expansion program
is in pro tress and the dispatch study has no: b .an initiated, I reepect-

We are submitting this correspondence to request a transfer of funds between
two (2) projects (Project Youth and Pre -School) allocated by the City of Miami
Commissioners through Revenue Sharing funds.
Specifically, the requested transfer is as follows:
Transfer of $15,000.00 from the Pre -School Project to the Project
Youi:`: ct!a Lrt , ti12 allocation of ?roject Youth to $55,0100.00.
Initially, our request to the City of Miami Commissioners was $79,000.00 for
Project Youth and $65,000.00 for the Pre -School program. At the Commissioners
meeting the approved amount was $40,000.00 for Project Youth, and $65,000.00
for Pre -School with $15,000.00 being designated for construction of kitchen
facilities in the Edison Park Teen Center, to be completed in February, 1974.
Considering the goals, content and operational costs (space, equipment, staff,
office supplies, etc.), it's infeasible to adequately realize the goals de-
signed to provide meaningful activities for youth.
