HomeMy WebLinkAboutR-73-098073 NOV 4 IN 4 : 5 2 RESOLUTION NO. 7 ""Pea A RESOLUTION ESTABLISHING THE POLICY OP THE CITY OP MIAMI TO ASSIST CITIZENS IN THE CONTROL AND PREVENTION OF "LETHAL YELLOWING"; BSTABLISH+- ING A PROCEDURE TO CHECK FOR "LETHAL YELLOWING", AND TO ADVERTISE FOR BIDS TO ESTABLISH A BASE PRICE FOR THE TREATMENT, REMOVAL AND REPLACEMENT OF ANY TREE AFFECTED BY "LETHAL YELLOWING". WHEREAS, the City of Miami, through its Parks and Recreation Department, cooperating with the State of Florida, the United States Department of Agriculture, and the several companies and contractors engaged in chemical control and nursery practice has been advised that the condition known as "Lethal Yellowing" has become epidemic within the City of Miami and South Florida; and WHEREAS, the problems of control of the condition, the removal of the dead trees and the replacement are vital to the health, welfare and well being of the people of the City of Miami; and WHEREAS, the remedies proposed for treatment, the arrangements necessary for the removal of the trees, and the measures necessary for proper replacement of the trees is beyond the resources of the citizens of the City of Miami; and WHEREAS, the disease "Lethal Yellowing" exists on private lands as well as on public lands owned by the City of Miami; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 171 (L/1 ITEM NO. c2/ // DEC_ Ei iYaAhISS• Section 1. That it is the policy of the City of Miami to assist its citizens in the control and prePention of "Lethal Yellowing". Section 2. The Parks and Recreation Department is to establish such procedures that upon request from Citi.sny within Via .City: ofCMiem44 kher1Parkia4aiid- Recreation' Department will send out an inspector to check palm trees for the disease of "Lethal Yellowing", and make recommendations as to the treatment, removal or replacement of the affected trees. The Parks and Recreation Department will make available to the public the names of persons or firms-with:asstandard price that can carry out the recommendations of the department. Section 3. The City Manager and the proper officials of the City of Miami are authorized to advertise for bids to establish a price to make the following services available to the City of Miami and to the general public: (a) Treatment of the condition known as "Lethal Yellowing; (b) Removal of any trees affected by "Lethal Yellowing" that are beyond treatment; and (c) Replacement of any removed trees.
