The City Commission Agenda of October 25, 1973, included a discussion item for
the purpose of making adjustment to the Executive Pay Plan for Fiscal Tear 1973-74.
The City Commission deferred discussion of this matter and instructed :he City Manage]
to provide a memorandum with recommendations for adjustments to the Executive Pay
Plan. •
Prior to the October 25, 1973 Commission Meeting, the City Commission was furnished
a chart - "Executive Pay Plan" with recommended adjustments ident fie? in yellow. A
copy of this chart is attached and identified as Exhibit "dA". The select_.e adjustments
are being recommended in order to bring salaries of certain executive :ositions to an
appropriate level with other personnel identified in the plan.

approximately $19, 000 of the $40, 000 made.available in the Special Pro=rams and
Accounts Budget for this purpose. In addition to the preceding pay adju_—anent, con-
sideration must be given to adjusting the salaries of certain Assistant City Attorneys
as recommended by the City Attorney, adjustment to the pay plan for executive per-
sonnel who are directly accountable to the City Commission and furtr.er identified as
Exhibit "B", adjustment to certain personnel of the City Manager's s :afi, and a 5%
service remuneration which will be discussed in greater detail.
Enclosed you will find the Pay Plan (Exhibit "B") which included those pr.sitions for
which salaries are set by the City Commission. The circled figure represents the
current salary level for the individual now occupying the position, and it is placed
where it falls within the given range.
The City Attorney has supplied the City Manager with his recommendati ns for pay
plan adjustments for a number of Assistant City Attorneys, as provided 3 the 1973-74
Budget.
Another matter dealing with executive pay is in reference to the meeting of April 19,
1973, in which Commissioner Plummer stated he felt some additional cc:-aapensation
should be given to executives who have performed in a superior manr_er, and had serve

the City of Miami in their executive capacity for a significant number of years.
Should the City Cornrnission choose to recognize certain individuals within the
executive pay plan in this manner, it is suggested that a 5% service remuneration
be considered.
This emolument of office is to be maintained separately and above the salary received
by the executive, and the emolument is to be included in the calculation of pension
benefits. The service remuneration is based on twenty years continuous service with
the City of Miami • ten years of this service shall have been at the level of Department
Director, Deputy City Manager, or Assistant City Manager; however, under no cir-
cumstances is this to be applied to the salary of the City Manager.
It should be noted that in addition to these adjustments, every individual included in the
Executive Pay Plan will receive a 5% increase in January 1974 through the cost of
living adjustment adopted by the City Commission for all employees of the City of Miami.
This will be accomplished by advancing the entire Executive Pay Plan schedule by an
additional 5%.

The City Commission at its meeting of December 13, 1973
authorized the implementation of the memorandum supplied
to them by the City Manager dated November 5, 1973. The
City Commission further authorized that henceforth the City
Manager shall assume responsibility for granting executive
adjustments within the pay plan adopted by the City Commission.
These adjustments exclu a the offices of the City Clerk, the
City Attorney and his immediate assistant, and the Executive
Secretary to the Civil Service Board and his assistant.
The following executive pay plan adjustments are, therefore,
authorized effective October 1, 1973. These adjustments will
be further affected by the 5% cost of living increase which v.-ill
become effective January 6, 1974, thereby providing an addi-
tional 5% increase to these and all other employees.
