AN ORDINANCE AMENDING ORDINANCE NO.8192 MAKING APPRO-
PRIATIONS OF FEDERAL REVENUE SHARING FUNDS RECEIVED IN
THE AMOUNT OF $7,966,000 FOR THE FISCAL YEAR ENDING
SEPTEMBER 30,1974, PROVIDING THAT IF ANY SECTION,CLAUSE,
OR SUBSECTION SHALL BE DECLARED UNCONSTITIONAL, IT SHALL
NOT AFFECT THE REMAINING PROVISIONS, REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH;
DECLARING THIS ORDINANCE TO BE AN EMERGENCY MEASURE AND
BY A FOUR -FIFTHS VOTE OF THE MEMBERS OF THE CITY COM-
MISSION, DISPENSING WITH THE REQUIREMENT OF READING THIS
ORDINANCE ON TWO SEPARATE DAYS AND THE REQUIREMENTS OF
THE STATE STATUTES
WHEREAS, the City Commission has reviewed and amended the City
Manager's Plan for the Expenditures of Federal Revenue Sharing Funds
and has approved appropriations as herein set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI,FLORIDA:
Section 1. The following appropriations are made from the Federal
Revenue Sharing Funds for the purposes outlined below for the fiscal
year 1973-74:
1. Legal Services Program $ 45,000
2. Parks and Recreation
(a) Extension of Recreational Program
(b) Renovation of Parks Structures
(c) Mechanization Program

Section 2. If any section, part of section, paragraph, clause,
phrase or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 3. All ordinances or parts of ordinances, insofar as they
are inconsistent or in conflict with the provisions of this ordinance,
are hereby repealed.
Section 4. This ordinance is hereby declared to be an emergency
measure on the ground of urgent public need for the preservation of
peace,health,safety and property of the City of Miami, and upon the
further ground of necessity to make the required and necessary payments
to its employees and officers, payment of its contracts, payment of in-
terest and principal on its debt, necessary and required purchases of
goods and supplies, and to generally carry on the functions and duties
of its municipal affairs.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a four -fifths vote of the mem-
bers of the Commission. The requirements of applicable State Statutes
are also dispensed with.

Section 2. If any Section° part of Section paragraph, clause,
phrase, or work of this ordinance is declared invalid, the remaining
provisions of this Ordinance shall not be affected.
Section 3. All Ordinances or parts of Ordinances, insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance, are hereby repealed.
Section 4. This Ordinance is hereby declared to be an
emergency measure on the ground of urgent public need for the
preservation of peace, health, safety, and property of the City of
Miami, and upon the further ground of necessity to make the required
and necessary payments to its employees and officers, payment of its
contracts, payment of interest and principal on its debt, necessary
and required purchases of goods and supplies, and to generally carry
on the functions and duties of its municipal affairs.
Section 5. The requirement of reading this Ordinance on two
separate days is hereby dispensed with by a four -fifths vote of the
members of the Commission. The requirements of applicable State
Statutes are also dispensed with.

Section 2. If any section, part of section, paragraph, clause.
phrase or word of this ordinance is declared invalid, the•remaining
provisions of this ordinance shall not be affected.
Sectioi. 3. A11 ordinances or parts.of ordinances, insofar as they
are inconsistent or in conflict with the provisions of this ordinance,
are hereby repealed.
Section 4. This ordinance is hereby declared to be an emergency
measure on the ground of urgent public need for the preservation of
peace,health,safety and property of the City of Miami, and upon the
further ground of necessity to make.the required and necessary payments
to its employees and officers, payment of its contracts, payment of in-
terest and principal on its debt, necessary and required purchases of
goods and supplies, and to generally carry on the functions and duties
of its municipal affairs.
. Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a four -fifths vote of the *rs-
bers of the Commission. The requirements of applicable State Statutes
are also dispensed with.
