AN ORDINANCE AMENDING APPROPRIATION ORDINANCE
NO. 8190 ADOPTED SEPTEMBER 26, 1973 TO PROVIDE
FOR THE ADDITIONAL APPROPRIATION OF $225,Coo
FROM THE ORANGE BOWL FUND BALANCE TO COVER THE
COST OF CERTAIN REPAIRS AND IMPROVEMENTS TO THE
ORANGE BOWL STADIUM; REPEALING ALL ORDINANCES,
CODE SECTIONS OR PARTS THEREOF IN CONFLICT,
INSOFAR AS THEY ARE IN CONFLICT; CONTAINING A
SEVEP,ABILITY PROVISION; DECLARING THIS ORDINANCE
TO BE AN EMERGENCY MEASURE; DISPENSING WITH THE
REQUIREMENT OF READING THE SAME ON TWO SEPARATE
DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS CIF
THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Manager has recommended that certain
painting and the rebuilding of two spiral ramps at the
Orange Bowl Stadium be accomplished this year; and
WHEREAS, the cost of the aforesaid work including
engineer. in.1 .:end incidental expenses has been estimated at
$225,000 and funds are available for appropriation from the
Orange Bowl Fund Balance; and
WHEREAS, it is necessary for the preservation of. peace,
safety and property of the City of Miami that the work
be accomplished as expeditiously as possible and that this
Ordinance be adopted as an emergency measure,
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The Appropriation Ordinance No. 8190 adopted
September 26, 1973 be and the same is hereby amended to pro-
vide for the additional appropriation from the Orange Bowl
Fund Balance of $225,000, to cover the cost of certain paint-
ing and the rebuilding of two spiral ramps at the Orange Bowl.
Stadium as recommended by the City Manager.

Section 2. All ordinances, code sections or parts
thereof in conflict herewith, insofar as they are in conflict,
are hereby repealed.
Section 3. If any section, sentence, clause, phrase,
or word of this ordinance is for any reason held or declared
to be unconstitutional, inoperative or void, such holding or
invalidity shall not affect the remaining portions of this
ordinance; and it shall be construed to have been the i.nten'_
of the Commission of the City of Miami to pass this ordinance
without such unconstitutional, invalid, or inoperative part
therein; and the remainder of this ordinance, after the
exclusion of such part or parts shall be deemed and held to
be valid as if such parts had not been included therein.
Section 4. This ordinance is hereby declared to be an
emergency measure on the ground of urgent public need for
the preservation of peace, health, safety and property in
the City of Miami.
Section 5. The requirement of reading this ordinance
or: two Leperate days is hereby dispensed with by a vote of
not less than four -fifths of the Members of the Commission.

It is essential the City proceed with major maintenance
items at the Orange Bowl this year. It is recommended
that two of the remaining four spiral ramps be rebuilt
this year. The estimate for this work would be about
$100,000. Because of steel delivery delays, it is
suggested we take bids for this work in October, thus
allowing October to January for delivery of materials
so that work can start promptly in January and be
completed well before an interference with the 1974-75
season.
The other important maintenance item is to continue
the painting program. $125,000 will be needed for
continuation of this program.. This, coupled with some
increased activity by Public Properties, could go a
long way in accomplishing protection for the steel
portions of the structure.
THE DEPARTMENT OF PUBLIC WORKS RECOMMENDS ADOPTION OF
THE ATTACHED ORDINANCE AMENDING APPROPRIATION; ORDINANCE
NO. 8190 ADOPTED SEPTEMBER 26, 1973 TO PROVIDE FOR THE

Each year the City continues its program of Orange Bowl Stadium
improvements by selecting the most urgent items and appropriating
from available funds sufficient monies to accomplish the work. This
year the recommended priority items are:
Item 1. West end toilet facilities for handicapped
persons, to be done under contract for an
estimated construction cost of $ 25,000.
Item 2. Clean-up, repair and painting of structural
steel framing and decking, portions of work
to be done under contract, the remainder by
City forces, for an estimated cost of $150,000.
Item 3. Rebuilding two more spiral ramps, work to be
done under contract, reusing plans from last
year's project, for an estimated construction
cost of $ 90,000.
Item 4. Waterproofing east and west walls of the
Press Box, to be done under contract for an
estimated construction cost of $ 10,000.
Total Estimated Construction Cost
Engineering and Incidentals
$275,000.
33,000.
Total $308,000.
Funds are available for appropriation from the Orange Bowl Fund
Balance. The attached proposed resolution establishes the above
list of items as the schedule of work to be accomplished this year
and the attached proposed ordinance appropriates the amount of
$308,000 to pay for the cost of the work.

CLEANING, REPAIRING, AND PAINTING OF
STRUCTURAL STEEL MEMBERS THROUGHOUT THE
STADIUM, REBUILDING TWO ADDITIONAL EXTERIOR

AUTHORIZING THE WORK TO BE PERFORMED BY OITY

WHEREAS, several improvements and repairs are needed at the
Orange Bowl Stadium; and
WHEREAS, the City, Manager has determined that the four
projects listed herein should be'accomplished,in 1973 as:a part
of the continuing program'of improvements and repairs to the
•Stadium; and •
WHEREAS, the estimated total cost of the work is $308,000
and funds are available for appropriation from the Orange Bowl

WHEREAS, it is in the best interest of the City to perform
portions of the work by City Forces and other portions by contract.
NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

authorized and directed to proceed with Orange Bowl Stadium
improvements and repairs such as washroom facilities for the
handicapped, cleaning, repairing and painting of structural
steel members throughout the stadium, rebuilding two additional
exterior spirial ramps and waterproofing the east and west walls
of the upper Press Box.
Section 2. That the City Manager be and he is hereby
authorized and direoted.to accomplish the aforesaid work by
City Forces or by contract as he deems in'the best interest of
