RESOLUTION NO. 7 3 ` 87
A RESOLUTION POSTHUMOUSLY AWARDING AND
CONFERRING THE TITLE OF "CHIEF OF RESCUE"
UPON THE LATE CAPTAIN MANUEL PADRON OF
THE MIAMI FIRE DEPARTMENT. THERE BEING
NO OTHER PERSON MORE WORTHY OR DESERVING
OF THIS NEWLY CREATED TITLE; SAID AWARD
BEING CONFERRED IN TRIBUTE TO HIS MEMORY AND
IN RECOGNITION OF HIS OUTSTANDING ACHIEVE-
MENTS IN THE DEVELOPMENT OF THE EMERGENCY
RESCUE SERVICE OF THE MIAMI FIRE DEPART-
MENT AND UPON THE RECOMMENDATION OF FIRE
CHIEF L. L. KENNEY.
WHEREAS, the late Fire Captain Manuel Padron of
the Miami Fire Department faithfully served the City of Miami
for over 31 years; and
WHEREAS, Captain Padron's devotion to his fellow
human beings inspired him to spend substantially all of these
years in the Emergency Rescue Service; and
WHEREAS, Captain Padron's complete interest and
total energy were spent in developing an Emergency Rescue
Service which came to be highly regarded throughout the nation;
and
WHEREAS, Captain Padron during his lifetime received
countless honors and commendations for his efforts in behalf
of his fellowman, including the American Red Cross "Certificate
of Honor" and the 1966 "Fire Fighter of the Year" Award, and
WHEREAS, Captain Padron's contribution to the
research in cardio-pulmonary resuscitation with Dr. Eugene
Nagel, Dr. Jim Hirschman, and the University of Miami School
of Medicine has directly resulted in the development of
the Miami Fire Department's Cardiac Telementry Program which

renders prompt medical aid to our stricken citizens; and
WHEREAS, Captain Padron, having unceasingly worked
to help save lives and relieve suffering, on March 22, 1972,
gave his own life in this effort; and
WHEREAS, it is anticipated that there soon will
be a working title and position of Chief of Rescue within
the structure and organization of the Miami Fire Department;
and
WHEREAS, the Emergency Rescue Service of the Miami
Fire Department will soon require the attention and direction
of an officer having the rank and title of "Chief of Rescue";
and
WHEREAS, at the time of his untimely demise, Captain
Manuel Padron was the commanding officer of the Emergency
Rescue Service;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. That in tribute to his memory and in
recognition of his outstanding achievements in the develop-
ment of the Emergency Rescue Service of the Miami Fire De-
partment and upon the recommendation of Fire Chief L. L. Kenney,
the title of "Chief of Rescue" of the Miami Fire Department is
hereby posthumously awarded and conferred upon the late
Captain Manuel Padron of the Miami Fire Department, there
being no other person more worthy or deserving of this newly
created title.
