Mayor Kennedy:One other item to be brought up, and
that is my motion to lease to Metro for a period of one year
the Orange Bowl Stadium, the P4arine Stadium and Miami Baseball
Stadium.
Mr.s'. Gordon: Mr. Mayor, I again must ask you to make
mention of some method of determining the amount of the rent
that will be paid to the City for it.
Mayor Kennedy: You can't do it now, Rose, it is
going to have to be negotiated by the City Administration,
the City and the County Attorneys and Mr. Goode's office,
and this is a motion of intent, and then they have the
negotiations and then they have got to come back to this
City Commission to approve it and they have to come back to
the Metro Commission to approve it. You have got all those
safe guards. You can't set a price now.
Mrs. Gordon: It is a policy then what you are after?
Mayor Kennedy: It is a policy.
Mrs. Gordon: A11 right, I second your motion.
Mr. Plummer: Let me understand Mr. Mayor, ---you
are setting a policy, you not asking for them to gather the
facts to come back to this Commission and rer ort to us, exactl y
so we can lay the facts on the top of the table. What I am sayirr
is this, Mr. Mayor, I am not trying to dispute your word or your
motion. I would have prefer.ect that we give the authority to the
City Manager and to the County Manager to investigate the possibility
of this so they could lay the facts before us on the table to see
what exactly we are doing. Mr. Mayor, 1 personally, you know
I have heard Mr. Andrews, 1 have heard some disputing from Mr.
Rothstein, if it is a motion made, that we get all the facts
and lay them on top of the table, then we set a policy, I would
vote with the motion. and I think this has to be done. 1 really
do.
Rev. Gibson: That is not what he said, Mr. Plummer.
Mr. Plummer: I understand that but I just want it
for clarification.
Mr. Reboso: ILr. Mayor, I would like to hear the City
Manager's recommendation.
Mr. Andrews: What is that?
Mr. Reboso: I would like to hear from you in this
motion.
Mr. Andrews: It is my recommendation of course,
that the City Commission not transfer or lease anything to
Metr.o,:olitari DF do County. From my point of view, I think the
Ci.tv e :tremely fortunate in the tax dollars that it collects
and how these tax dollars are used. If you e::ciude the debt service

requirement from the City's considerations for '73 and '74,
the City will collect, based on the millage that you have now,
or will establish tomorrow, pay revenue from tax dollars amounting
to approximately twenty-three million dollars. That twenty-three
million dollars will only opez'ate fully the police department.
Your number fire department, parks and recreation all, the public
facilities, everything that the City of Miami accomplishes will
be accomplished from other than tax dollars. I can't over -empha-
size that because it is extremely important. I personally as an
administrator, and you treat this problem differently, from the
Point of administration, I see no advantage whatsoever in trans-
ferring this to Metropolitan Dade County. As an administrator,
I would be very concerned and Metropolitan Dade County would
begin to use tax dollars on the Orange Bowl that has never
been accomplished before, As has been stated earlier, the Orange
Bowl, if our relationship with the Dolphins and the University
and the Orange Bowl Committee, if we can demonstrate to them
that we have their interest at hart, that we will take into
consideration. their recommendations for improvements for the
Orange Bowl,in two years the Dolphins will be in a position to
make a major contribution to the advancement of the O. Bowl. We
have some plans afoot that we were going to initiate, and I
was going to come back to the City Commission which hopefully
would put the Marine Stadium on a self -paying basis. There were
things we were holding in abeyance to keep the profile of the
Marine Statium such that it was to be used For m-irine purposes
only. We want to advance some irograms to the Commission which
would I am reasonably confident that in another year we can have
the Marine Stadium on a self laying basis as well, and if you
are looking for ,a recommendation from me, that's my recommendation
that the City of Miami continue solvent, that we not make any
additional transfers until such time as the Committee which
Rev. Gibson and Commissioner Plummer serve on jointly with the
County until they had an opportunity to examine preciseIly what
the County role will be, and what the City of Miami's role will
be in the future, and this is something that should have been
started 15 years ago. We have been squabbling in a way with the
County for nearly 15 years because we haven't properly delineated
precisely what Metro will do and the City of Miami will do. And
I think that is the point of beginning, that is the intitial.step.
Mrs. Gordon: May I ask you some information Mr. Andrews?
Regarding the proposed improvement that Mr. Reese had proposed
when he was City Manager and that he proposed would be paid by
the money from the Fla. Power and Light franchise funds, ---well
i.sn't it possible that we would have these monies for some other
Zressing community situations if you don't use it for the O.I3ow1?
Mr,. Andrews: I can't deny that, but let's look at the
O. Bowl from the standpoint,
Mr. Plummer: ;4r. Andrews, so that Mrs. Gordon is not
mislead unless I am under a misconception, the Fla. Power & Light
franchise can only be used for capital improvements, --no other
community services, only capital improvements.
Mr. Andrews: She is saying can't those be in other
areas of capital improvements is the way I understood her to
say.
Mir. Plummer: She didn't say.

Mrs. Gordon: It was understood,
Mr.Andrews: I took it she meant that it was to be
used for capital improvements.
Mrs. Gordon: Cf course.
Mr. Andrews: That is true. I don't know if you, ----
how much value you will place on what I am about to tell you
now, but I place a great dearOf value on what I am about to
say, and that is, the City of Miami is composed of 3600 employees.
They just don't bump out fenders and attach them to vehicles. They
render all kinds of services, and they have pride in this City
and if you begin transferring those things that make the City of
:Miami exciting, dinamic, and reduce it to garbage collection
and reduce it to a few other functions, you really robbed the
City employees from performing the kind of exciting services
that they think they are performing. I think this is a very
important erement for you to consider.
Mr. Plummer: May I ask Mr. Andrews a couple of questions?
Mr. Andrews, unless I am completely out of character, if we
transferred the 0. Bowl to Metropolitan Dade County, we cannot
transfer that j:o'ssibi.lity of funding with it, correct? In other
words we can't give to Metroj::olitc1n dade counl.y our franchise
of the Fier. tower & Light, so in fact, Metropolitan Dade! County
would. have to USG tax-iollars if the improvements were Lo be

z•1r. Plummer: I disagree \'ith you sir, if you look at
the statistics as I 'looked at, a cal aci ty seatiny of 80 , 000 peoj. lc.
in the Ncw Ur.lcars Stadium um we are talking about a project that
starter at A2 million dollars , and now 1r30,0f0,000.
Andrews: In fairness you wouldn't want to make
that comparison, because you would be corm ar. i.ng a facility
that was of little higher }:.rice that-. the 0. Bowl.
:Ir. Plummer: Let me get back to my ori.ctinal question,
that right now, it does not cost, and I clot' t think i•1r. Robbie, --
you can disagree with me if .'ant sir, or anybody who doesn't
want the improvements. This Commission 1.'ent unanimous, --we
wanted the i.mf_-rovements. I think all the major tenants said
yes, we want the i mj. rovernents . Now, what I'm trying to make
a point is this, the County Noes not have the same funding
that we have for re-neyoti.iation of the franchise, which is
solely dedicated to capital imi. rovements. They have made the

statement that if the improvements are to be made, and everybody
pants them, then it will be on a broad tax base. Well, I've got
to remind some people that the Citizens of Miami pay 27% of that
broad tax base, so in fact we are talking about that the people
of the City of Miami then would be taxed for the improvements
to the O.Bowl. If my thinking is wrong, tell me.
