The meeting was called to order by Chair Gabela at 11:21 a.m., and was adjourned at 11:24 a.m. Note for the Record: Commissioner Rosado entered the Commission chambers at 11:22 a.m., and Commissioner Escalona entered the Commission chambers at 11:23 a.m. ALSO PRESENT: Domini Gibbs-Sorey, Assistant General Counsel Todd B. Hannon, Clerk of the Board ORDER OF THE DAY PUBLIC COMMENTS FOR ALL ITEM(S) Chair Gabela: Okay, so now we're going to close it off for ourselves and open up the public comments. ALLAPATTAH CRA RESOLUTION 19407 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE ALLAPATTAH REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY ("ALLAPATTAH CRA"), APPOINTING KEITH A. CARSWELL (" MR. CARSWELL") AS INTERIM EXECUTIVE DIRECTOR, UNTIL A PERMANENT EXECUTIVE DIRECTOR IS APPOINTED BY THE BOARD; AUTHORIZING MR. CARSWELL TO NEGOTIATE AND EXECUTE ANY DOCUMENTS NECESSARY ON BEHALF OF THE ALLAPATTAH CRA WITH THE CITY OF MIAMI ("CITY"), IN FORMS ACCEPTABLE TO GENERAL COUNSEL, IN ORDER TO ALLOW MR. CARSWELL TO BE PLACED ON LOAN FROM THE CITY TO THE ALLAPATTAH CRA; PROVIDING FOR AN EFFECTIVE DATE AND THE INCORPORATION OF RECITALS. Order in the court. Okay, ladies and gentlemen, good morning, everyone. I'm calling to order the June Ilth, 2026 Allapattah CRA (Community Redevelopment Agency) meeting, the first ever meeting of the Allapattah CRA. So, we're making history here. The attorney? Domini Gibbs-Sorey (Assistant City Attorney): Good morning, board members. I'm going to start with reading the items into the record. I think Item 1 should have been passed out because there's a substitution. The Clerk is passing them out now. And, for the record, my name is Domini Gibbs-Sorey, assistant city attorney for the City of Miami, serving as counsel to the Allapattah CRA. So, Item Number 1 is a resolution - Chair Gabela: No, okay, so here's what we're doing. We need to amend Isiaa Jones, okay, because I spoke to the City Manager -- Ms. Gibbs-Sorey: Okay. Chair Gabela: -- and put on there whoever the City Manager deems the interim executive director until the permanent director is found. Ms. Gibbs-Sorey: Okay. Chair Gabela: Okay? So, could you please amend that, Todd? Ms. Gibbs-Sorey: So, we will -- Chair Gabela: We will be appointing -- Ms. Gibbs-Sorey: -- proceed -- Chair Gabela: We will be appointing whoever -- Allapattah Redevelopment District CRA Page 2 Printed on 7/14/2026 Allapattah Redevelopment District CRA Meeting Minutes June 11, 2026 Ms. Gibbs-Sorey: Okay. Chair Gabela: -- the executive director is deemed to be by the City Manager. Ms. Gibbs-Sorey: Okay, so my recommendation, Mr. Chair, would be to pass a resolution authorizing an interlocal agreement in a form acceptable to counsel between the CRA and the City of Miami to allow the City Manager or his designee to provide administrative support services to the CRA on a temporary basis until an executive director of the CRA is appointed. Chair Gabela: Okay. We're going to have public comments or --? Ms. Gibbs-Sorey: Well, that's Item Number 1. Chair Gabela: Okay. Ms. Gibbs-Sorey: As amended. And then Item 2 is going to be a resolution of the Board of Commissioners of the Allapattah Redevelopment District Community Redevelopment Agency directing the interim executive director to transmit a community redevelopment plan to the local planning agency of the City of Miami for review and recommendation at its next available meeting in accordance with Section 163.360, Florida Statutes. Board Member King: There was a motion and a second, and it passed unanimously. Mr. Hannon: Thank you.
