MEMORANDUM FOR THE RECORD
DATE: May 11, 2026
SUBJECT: Emergency Expenditures for Renovations of MEC
This memorandum documents the need for emergency repairs at the MEC.
Construction of the Uni Dos building will officially commence on July 1, 2026, necessitating the
immediate preparation of the MEC Building (50 N.W. 14th Street). The construction will impact
current operations, including utility disruptions (water and sewer run under the adjacent property)
and potential health and safety risks.
This condition poses an immediate risk to life, safety, and property, making standard competitive
bidding impracticable.
The Omni CRA will proceed with emergency procurement in accordance with City of Miami
requirements and for the retrofit of an existing building to serve as a replacement office.
Mass Construction Corporation and Quality Wiring Services, Inc. have been selected due to their
familiarity with the building and prior work, allowing for immediate and efficient response.
This serves as the Executive Director's written finding of an emergency.
If required based on the contract amount, this action will be presented to the Board of
Commissioners of the CRA for ratification at the next available meeting.
