Miami Avenue Miami, FL 33136 www.omnicra.com File Number: 19479 Final Action Date:6/25/2026 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY, WITH ATTACHMENT(S), BY A FOUR -FIFTHS (4/STHS) AFFIRMATIVE VOTE, RATIFYING, CONFIRMING, AND APPROVING THE EXECUTIVE DIRECTOR'S WRITTEN FINDING, ATTACHED AND INCORPORATED AS EXHIBIT "A," THAT AN EMERGENCY EXISTS AND WAIVING THE COMPETITIVE SEALED BIDDING REQUIREMENTS PURSUANT TO SECTION 18-90 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), FOR THE EMERGENCY PURCHASE OF CERTAIN INTERIOR RENOVATIONS AND LIFE - SAFETY UPGRADES IN CONNECTION WITH THE RELOCATION OF THE CRA'S ADMINISTRATIVE OFFICES FROM 1401 NORTH MIAMI AVENUE, MIAMI, FLORIDA 33136 TO 50 NORTHWEST 14TH STREET, MIAMI, FLORIDA 33136 (THE "SERVICES") FROM MASS CONSTRUCTION CORP. AND QUALITY WIRING SERVICES, INC. FOR THE AGGREGATE AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND AND 00/100 DOLLARS ($150,000.00); ALLOCATING FUNDS FROM "CONSTRUCTION WORK IN PROGRESS" ACCOUNT CODE NO. 10040.920501.169900; AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE GENERAL COUNSEL, SUBJECT TO ALL ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS, AND COMPLIANCE WITH APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED NECESSARY FOR SAID PURPOSE. WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("CRA") currently owns the Historic Firehouse located at 1401 North Miami Avenue, Miami, Florida 33136, where it operates its administrative offices ("Current Office"), and owns the building located at 50 Northwest 14th Street, Miami, Florida 33136 ("Temporary Office"); and WHEREAS, on October 28, 2021, the CRA adopted Resolution No. CRA-R-21-0044 approving a mixed -use development project located at 1441, 1445, and 1455 North Miami Avenue; 25 and 31 Northeast 14th Street; and 1412, 1418, 1428, and 1432 Northeast Miami Court, Miami, Florida (the "Project"); and WHEREAS, construction activities associated with the Project are scheduled to commence on July 1, 2026, and will occur immediately adjacent to the Current Office; and WHEREAS, the anticipated construction activities associated with the Project, including heavy equipment operations, demolition, construction traffic, noise, dust, restricted access, and potential disruptions to utility services at the Current Office, will adversely impact the Current Office and the health, safety, and welfare of CRA employees and visitors; and City of Miami Page 1 of 3 File ID: 19479 (Revision:) Printed On: 7/20/2026 File ID: 19479 Enactment Number: CRA-R-26-0030 WHEREAS, the Executive Director has determined that continued occupancy of the Current Office during construction of the Project presents safety concerns and will disrupt CRA operations; and WHEREAS, the CRA is in need of certain interior renovations and life -safety upgrades to facilitate the CRA's relocation to the Temporary Office (the "Services"); and WHEREAS, Mass Construction Corporation, a licensed general contractor meeting all insurance requirements, and Quality Wiring Services, Inc. (collectively "Contractors") have offered to perform the Services in an amount not to exceed One Hundred Fifty Thousand and 00/100 Dollars ($150,000.00) ("Contract Amount"); and WHEREAS, the Executive Director, pursuant to Section 18-90 of the Code of the City of Miami, Florida, as amended ("City Code"), made a written finding, attached and incorporated as Exhibit "A" ("Executive Director's Findings"), that an emergency exists for the reasons stated therein and approved an emergency purchase of the Services from the Contractors to prevent further risks to life -safety and disruption of CRA operations; and WHEREAS, the Board desires to ratify, confirm, and approve the Executive Director's Findings and to authorize the Executive Director to negotiate and execute any and all necessary documents, all in forms acceptable to the General Counsel, with Contractor to protect the life, health, welfare and convenience of the CRA; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, pursuant to Section 18-90 of the City Code, the Board hereby ratifies, approves, and confirms the Executive Director's that an emergency exists and waiving competitive sealed bidding requirements for the emergency purchase of the Services from Contractor in an amount not to exceed One Hundred Fifty Thousand and 00/100 ($150,000.00). Section 3. Funds for this purpose shall be allocated from "Construction Work in Progress" Account Code No. 10040.920501.169900. Section 4. The Executive Director is authorized to negotiate and execute any and all documents, all in forms acceptable to the General Counsel, subject to all allocations, appropriations, prior budgetary approvals, and compliance with applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption.
