RESOLUTION NO. 73 / 9.0
A RESOLUTION ORDERING N.E. 4 COURT
HIGHWAY IMPROVEMENT H-4360 AND
DESIGNATING THE PROPERTY AGAINST WHICH
SPECIAL ASSESSMENTS SHALL BE MADE FOR
A PORTION OF THE 'COST THEREOF AS N.E.
4 COURT HIGHWAY IMPROVEMENT DISTRICT
H-4360; AND ALLOCATING THE AMOUNT OF
$150,000 FROM THE HIGHWAY. GENERAL
OBLIGATION BOND FUND FOR PRELIMINARY
EXPENSES.
WHEREAS, use of N.E. 4 Court has rapidly
increased to serve abutting commercial and industrial
areas and as a north -south artery; and
WHEREAS, heavy traffic valume has deteriorated
the existing pavement; and
WHEREAS, this street was once considered for
construction as part of a one way pair system with
Biscayne Boulevard by the State Department of Transporation; and
WHEREAS, there is a need to widen and completely
rebuild the existing pavement and provide concrete curb
and gutter for vehicular and pedestrian safety; and
WHEREAS, this is one of the first three projects
to be designed with the aid of a private Highway Engineering
Consultants.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY. OF MIAMI, FLORIDA:
Section 1. A local Improvement described as N.E.
4 COURT HIGHWAY IMPROVEMENT H-4360 shall be made under
Section 56 of the Charter of the City of Miami as amended,
located on N.E. 4 Court between N.E. 54 Street and N.E.
79 Street.
Section 2. This Improvement shall include clearing
and grading, excavating and filling, construction of a full
width asphaltic concrete pavement consisting of limerock
base material and asphalt binder and surface courses, concrete
curb and gutter, drainage structures and landscaping as
specified and described in the Standard City of Miami
Specifications for Public Works projects. Acquisition of
some right of way will also be necessary.
Section 3. This Improvement shall be designated
in all proceedings and assessments as N.E. 4 COURT HIGHWAY
IMPROVEMENT DISTRICT H-4360 and the property against which
special assessments shall be made for a portion of the cost
thereof, hereunder shall be designated as N.E. 4 COURT
HIGHWAY IMPROVEMENT DISTRICT H-4360.
Section 4. The sum of $150,000 shall be allocated
from the Highway General Obligation Bond Fund for preliminary
expense.
