A RESOLUTION WAIVING COMPETITIVE BIDDING
FOR POLYGRAPH EQUIPMENT FOR USE BY THE
POLICE DEPARTMENT, AND AUTHORIZING AND
DIRECTING THE CITY MANAGER TO INSTRUCT
THE PURCHASING AGENT OF THE CITY OF MIAMI
TO ISSUE A PURCHASE ORDER TO THE STOELTING
COMPANY IN THE AMOUNT OF $3,172 PLUS FREIGHT,
AFTER FIRST DETERMINING THAT FUNDS ARE AVAIL-
ABLE.
WHEREAS, the Criminal Investigation Section of the
Police Department has requisitioned the following polygraph
equipment at a cost of $3,172 plus freight:
1 Emotional Stress Monitor six pen portable polygraph -
1 Emotional Stress Monitor Desk and 2 subjects chairs;
and
WHEREAS, this equipment is available only from the
Stoelting Company on a direct basis and local dealers do not
stock these particular items and it is therefore impossible
to secure competitive bids; and
WHEREAS, the City Manager recommends that he be author-
ized to issue a Purchase Order to STOELTING COMPANY in the amount
of $3,172 plus freight for polygraph equipment for the Criminal
Investigation Section of the Police Department;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The waiving of competitive bidding for
polygraph equipment for use by the Criminal Investigation Sec-
tion of the Police Department, be and the same is hereby
authorized.

Section 2. The City Manager is hereby authorized
and directed to instruct the Purchasing Agent of the City of
Miami to issue a purchase order to STOELTING COMPANY in the
amount of $3,172 plus freight for polygraph equipment for use
by the Criminal Investigation Section of the Police Department,
after first determining that funds are available.
