TION OF EDWARD D. STONE, JR. AND ASSOCIATES, THE
PROPOSED VELLODROME IN BICENTENNIAL PARK BE LO-
CATED AT SOME OTHER SITE IN THE CITY OF MIAMI

Dear Mr. Andrews:
At the Commission meeting on December 2nd, I offered to the Commission
the possibility of developing a vellodrome at Bayfront Park. At that time
we reasoned that bicycling has been expanding as a recreational activity in
a geometric progression, with the number of bicycles in the United States
almost doubling on an annual basis. The vellodrome that we envisioned at
that time would have been suitable for all bicycling recreational needs, and
would not have infringed upon other recreational activities in the same area
of the park.
At this time I would like to reverse our earlier recommendation, and recom-
mend to the city that we search for an alternate site. This decision has come
after considerable thought, and I would like to share with you the reasons for
revising our previous recommendation.
1. As outlined in Mr. Clifton Hays's letter to us the bicycling community's
desire for an Olympic facility, which if built to the specifications of
the Bicycle Institute of America would call for extremely elevated curves
(see enclosed sketch), and would not be suitable for general use. Thus
it becomes a special purpose facility for only competitive and experi-
enced cyclists, and the entire facility would have to be fenced for safety.
2. At the request and suggestions of the Commission regarding accommo-
dating some of the recreational needs of the Community College, we
have been in contact with the City's Recreation Department and the
College, and have arrived at a solution that does not violate our pre-
vious plan for open meadows, yet provides the spaces for soccer and
baseball. To adhere to the concept of multi -use of the land we can
not now recommend the vellodrome because the restrictive use of this
facility does not comply with the concept.

We have provided in the north portion of the Old Port site a complete
bicycle path system independent of both vehicular and pedestrian
traffic. While this is designed for general recreational cycling, it
has approximately .63 tenths of a mile that can be used in special
instances for road races. However, it does not have the steep em-
bankments required for competition.
In summary, we see a very basic need for an Olympic vellodrome in the
South Florida area. Because of its support by local cyclists and potential for
attracting major national and international events it should not be discarded.
We hope a more suitable site could be selected in the near future so it might
be a part of the Bicentennial festivities.
We would appreciate your conclusions on this so we can complete our earth-
work plans and specifications as soon as possible.
