A RESOLUTION REQUESTING METROPOLITAN DADE
COUNTY TO HAVE INCLUDED IN ITS FEASIBILITY
STUDY FOR A RAPID TRANSIT SYSTEM CURRENTLY
BEING CONDUCTED BY KAISER ENGINEERS, A
FEASIBILITY STUDY FOR A "PEOPLE -MOVER"
SYSTEM FOR THE CITY OF MIAMI AS IS IMPLE-
MENTED IN NORFOLK, VIRGINIA; WITH THE
PURPOSE OF REMOVING THE "PEOPLE MOVING"
FROM THE GENERAL CONCEPT OF RAPID TRANSIT,
SO THAT INDEPENDENT FINANCING, BY THE
ISSUANCE OF BONDS OR OTHERWISE, MAY BE
ACHIEVED BY INDEPENDENT AGENCIES AT THE
EARLIEST POSSIBLE DATE.
WHEREAS, Metropolitan Dade County is currently having
conducted a feasibility study for a rapid transit system by
Kaiser Engineers; and
WHEREAS, such a rapid transit system might well be
additionally implemented by the inclusion of a system known
as a "People -Mover"_ system; and
WHEREAS, such a "People -Mover" system is a system
for moving people within specified areas with smaller units;
said system utilizing equipment similar to an elevator cab
that moves horizontally rather than vertically and is not to
be confused with a moving sidewalk; and
WHEREAS, such a system is simple and might be imple-
mented in a few years which would be a considerably shorter
period of time than might be required for the implementation
of a rapid transit system; and
WHEREAS, such a "People -Mover" system is currently
being implemented in the City of Norfolk, Virginia; and
WHEREAS, a feasibility study for such a "People -Mover"
system would be necessary with the idea in mind of utilizing
private financing by issuance of bonds or otherwise to be
achieved by independent agencies; such private financing being
a method to implement such a system at a faster pace

NOW, THEREFORE, EE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI , FLORIDA:
Section 1. Metropolitan Dade County be, and is hereby
requested to have included in its feasibility study for a
Rapid Transit system currentlybbeing conducted by Kaiser
Engineers, a feasibility study for a "People -Mover" system,
as implemented in Norfolk, Virginia, with the idea in mind of
removing the "People -Moving" from the general concept of rapid
transit so that the independent financing, by the issuance of
bonds or otherwise, may be achieved by independent agencies
at the earlies possible date.
The above intent of this Commission to request the
aforementioned feasibiility study is for the purpose of provid-
ing such a "People -Mover" system within _certain areas:ot},4he
City of Miami including downtown areas, because such a system
is simple, and may be implemented in a few years rather than
a long period of time with smaller equipment, proven technology,
less cost and greater simplicity.
Section 2. The City Clerk is hereby directed to send
copies of this resolution to all involved parties.
