AMOUNT OF $11 096, 544 rOR THE FISCAL YEAR

NANCES, CODE SECTIONS, OR. PARTS THEREOF
IN CONFLICT, INSOFAR AS THEY ARE IN CONFLICT;
PROVIDING A SEVERABILIT'Y CLAUSE.
WHEREAS, on October 21, 1974, the City Commission reviewed
the City Manager's recommendations for funding of Federal Revenue Sharing
Social Programs for fiscal year 1974-75 and approved by Motion $883, 103,
for such programs; and
WHEREAS, the City Commission further allocated Federal
Revenue Sharing funds for the Martin Luther King Development Corporation
(Res. 74- 519,, the Y. M.C. A. (Res. 74-1304), Legal Services of Greater
Miami (Res. 74-1341), and adjustment of the Pension Fund (Res. 74-1303)
out of available Revenue Sharing funds on dates other than October 21, 1974;
and
WHEREAS, the City Manager's recommendation for funding of
Social Services Programs dated October 11, 1974, included the allocation of
$1, 096, 544 for such programs as reserved by Ordinance 8305 along with
$67, 610 funds encumbered in fiscal year 1973-74 in the General. Fund for
the Town Park Cooperative, and $40,000 unexpended balance from the 1973-74
Revenue Sharing fund previously allocated to the Puerto Rican Day Care Pro-
gram (Res, 74-630); and ..
WHEREAS, it is now essential to finalize all these actions in
addition to the appropriation of the outstanding balance of such funds for a
total of $1, 204, 154 of Revenue Sharing Social Programs;

Section 1. The sum of $6?, 610 Is hereby appropriated troth
the General Fund as,eiicutiibered therein for'the Town Park Coo)ierative tti
the Federal Reventic Sharing reserve_ for Social 1'rograrns,
Section 2. -The sum of $40, O0O of unexpended Revenue Sharing
balances for the fiscal year 1973=74, funds previously reserved for the
Puerto Rican Day Care Programbe appropriated to the Federal Revenue
Sharing reserve for Social Programs.

Section 4. If any section, part of section paragraph, clause,
phrase, or word of this Ordinance is declared invalid, the remaining provisions
of this Ordinance shall not be affected.
Section 5. All ordinances or parts of ordinances, insofar as
they are inconsistent or in conflict with the provisions of this ordinance, are.
hereby repealed.
Section 6. This ordinance is hereby declared to be an emergency
measure on the ground of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further ground of
necessity to make the required and necessary payments to its employees and
officers, payment of its contracts, payment of interest and principal on its debt,
necessary and required purchases of goods and supplies, and to generally carry
on the functions and duties of its municipal affairs.
