MINUTES OF SPECIAL MEETING
CITY COMMISSION OF MIAMI, FLORIDA
On the 27th day of November, 1974, the Commission of the City of Miami,
Florida met at its regular meeting place at City Hall in said city in special
_ session called by the Mayor to consider business of public import. The meet-
ing was called to order at 5:45 o'clock P.M. by Mayor Maurice Ferre and the
following members of the Commission present: Reverend Gibson, Mrs. Gordon, Mr.
Plummer, Mr. Reboso and Mayor Ferre. Absent: Note.
POLICE CHIEF - PROPOSED APPOINTMENT:
In connection with discussion earlier in the day at the Special Investiga-
tive Committee hearing on the Police Department, the following discussion occurred:
Mr. Plummer: make a motion at this time that we appropriate the sum of
sixty-eight hundred dollars to assist the City Manager, through the International
Association of Police Chiefs to assist him in evaluating the best man qualified for
the job of police chief for the City of Miami;.
Mr. Reboso: Since you called this special meeting, Mr. Mayor, I second the
mnt i,nn .
Mrs. Gordon: I move to table this to Monday.
Reverend Gibson: I second the motion.
The motion to table was adopted by the following vote - AYES: Reverend Gibson,
Mrs. Gordon and Mr. Reboso. NOES: Mr. Plummer and Mayor Ferre.;
Mr. Plummer: I make a motion at this time that the Civil Service Board be in-
structed to come back to this Commission no later than the 17th of December with
their recommendations as to what they need as tools to assist them in implementing
the federal guidelines set forth in the lawsuit titled Cohen Vs. City of Miami.
The motion was seconded by Mr. Reboso.
Mrs. Gordon: A'substitute motion to table until Monday.
The motion was seconded by Reverend Gibson.
Mrs. Gordon: I would like an outline of what Mr. Plummer would like included,
and that I may have that before me, Mr. Andrews, so that I might look at it over
the week -end and know what I am voting on Monday.
Mr. Plummer: So that Mrs. Gordon will not misunderstand, Mr. Plummer will not
furnish her with any guidelines ---
Mrs. Gordon: I didn't say you. I said Mr. Andrews.
Mr. Plummer: How does Mr. Andrews know?
Mrs. Gordon: Whatever it is you are moving ought to be outlined.
Mr. Plummer: No is it going to be outlined. I am asking the Civil Service
Board to recommend; not me; not the Manager; Civil Service.
The motion to table was adopted by the following vote - AYES: Reverend Gibson,
Mrs. Gordon, Mr. Reboso. NOES: Mr. Plummer and Mayor Ferre.
Reverend Gibson: I would like to request that Mr. Andrews will give us some
indication about that sixty-eight hundred dollars. I just don't want to do it
blindly. And I would like for Civil Service to also outline ---
Mr. Plummer: Excuse me, Father, if you are going to discuss it --I didn't think
it was in order --but that was the very basis of the motion; to ask them to outline
to us
Mayor Ferre: Mr. Plummer, You have been voted down. It is out of order,
and I rule it Out of order,
ADJOURNMENT:
There being no further business to come before, the Commission at
this time, on motion duly made and seconded, the meeting was adjourned
at 5:55 o'clock P.M.
