A RESOLUTION OBJECTING TO ANY REDUCTION OF
FEDERAL GRANT FUNDS FOR THE CONSTRUCTION OF
LOCAL SANITARY SEWER PROJECTS AND REQUESTING
RELEASE OF IMPOUNDED SANITARY SEWER FEDERAL
GRANT FUNDS; AND REQUESTING A REVISION OF THE
FEDERAL REGULATIONS TO COMPLY WITH SECTION 101
(f) PL 9?-500 TO REDUCE THE PAPER WORK, MANPOWER,
DUPLICATION AND DELAYS IN ACCOMPLISHING THE
NATIONAL GOALS FOR POLLUTION CONTROL, AND REQUEST-
ING THE EARLY RELEASE OF FEDERAL SEWER CONSTRUCTION
FUNDS IN ORDER TO PROVIDE MORE JOBS TO BOLSTER OUR
SAGGING ECONOMY
WHEREAS, on October 18, 1972, the United States Congress
by a two-thirds vote overwhelmingly adopted PL 92-500 entitled
"Federal Water Pollution Control Act Amendments of 1972"; and
WHEREAS, Section 101 (f) of PL 92-500 states "it is the
national policy that to the maximum extent possible the pro-
cedures utilized for implementing this Act shall encourage the
drastic minimization of paperwork and interagency decision pro-
cedures, and the best use of available manpower and funds, so as
to prevent needless duplication and unnecessary delays at all levels
of government"; and
WHEREAS, the Federal regulations that control the imple-
mentation of this law are so complex and restrictive that they
create more paperwork, more manpower, needless duplication and
unnecessary and costly delays in order to accomplish the necess-
ary construction of sanitary sewers; and
WHEREAS, the early payment to local communities for
sanitary sewer construction would bolster the sagging economy by
adding thousands of people to the construction payrolls; and
WHEREAS, there are within the Miami -Dade County metropolitan
area tens of thousands of construction workers who are presently
out of work because of a slowdown in construction; and
WHEREAS, the early construction of sanitary sewer facili-
ties will put many of these people back to work; and
WHEREAS, the national goals as outlined in Section 101
of PL 92-500 cannot be met solely by local funding as a result of
the spiraling inflation in construction; and
WHEREAS, such inflation and long delays will drastically
limit the effectiveness of the Federal funds and make it financially
prohibitive for local communities to fund their share of such
construction.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDAL
Section 1. That the Commission hereby files strong ob-
jections to any reduction in federal construction grant funds for
sanitary sewage projects under PL 92-500.
Section 2. That the Commission requests the responsible
public officials within the administration to release all impounded
funds allocated by the United States Congress for the construction
of sanitary sewer waste water treatment works.
Section 3. That the Commission hereby requests the
executive and legislative branches of the United States Government
in -conjunction with state, county and municipal officials, who
participate in the development of sanitary sewage systems, make a
crfftical review of the rules, regulations and guidelines that
implement PL 92-500 in order to conform with Section 101 (f) of
PL 92-500 (f) thereby reducing the total effort necessary to
equitably distribute Federal grant funds available for the con-
struction of sanitary sewer facilities.
Section 4. That the City Commission hereby requests the
executive and legislative branches of the United States Govern-
ment to expedite distribution of all sanitary sewer construction
funds to eligible recipients at the earliest possible time and
to release all impounded funds that have been committed by the
Congress to be used for this purpose.
Section 5. That the City Manager, P. W. Andrews, is
hereby authorized and directed to forward copies of this resolution
to the following:
a. President of the United States of America
b. Members of the Florida Congressional Delegation
c. Governor of the State of Florida
