The 'one-way fare, from any of the four (4) designated shelter per passenger with five (5) passengers required. If less than five (5) passengers, the meter fare shall be divided , shall be fifty cents (50f) equally by the number of passengers. Section 4. The official alternate use rate card, with specified rates, issued by the Taxicab Bureau, shall be placed in the display rack when a taxicab is operating on the fixed route established herein. Section 5. This alternate use study shall be conducted for a period of six (6) monchs within which time the route may be amended by the City Manager, if he deems it 'necessary. Section 6. This ordinance is hereby declared to be an emergency measure on the ground of urgent public need for the preservation of peace, health, safety and. property in the City of Miami. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of. The Members of the Commission. Section 6.
