THEREOF IN CONFLICT IN- SOFAR AS THEY ARE IN CONFLICT; CONTAINING'A SEV- .ERABILITY.PROVISION; AND PROVIDING 'FOR AN EFFEC.'` TIVE DATE1 WHEREAS, the Miami Planning Advisory Board, at its meeting of July 310 1974, following an advertised hearing, adopted Resolution No. PAB 34-74, recommending denial of an, amendment to the City of Miami Zoning Ordinance by the addi tion of a New Article XXI-3 heretofore entitled "SPD-1 Island District"; and. WHEREAS, notwithstanding the Board's recommendation, the Commission deems it advisable and in the best interest of the City of Miamiandits inhabitants to amend said Ordin- ance as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY. OF MIAMI, FLORIDA: Section 1. That Ordinance. It, is intended to promote the special public interest of the community through the economical and . effic- ient use of land while providing a harmonious variety of land use types, a high level of amenities and the preservation of the natural scenic qualities ofisland areas in Biscayne Bay. Through the careful monitoring of the quality of de- velopment within the district, . it is anticipated that open space vistas and views will be created that will provide a superior levelof convenience and, amenity for both island and mainland residents and workers These regulations are intended to combine appropri- ate density for safe and convenient vehicular circulation by creating a coordinated and pleasant pedestrian network, extending through and between buildings separated from vehicular traffic and where feasible, substituting for sidewalks adjacent to streets. Ground level landscaped open space and pedestrian access to waterfront areas on the is- larid shall be encouraged within the limits established by the need for security by the residents of the district com- munity. A statement of whether it is intended to provide facilities for police, fire and other public services within the island. • Detailed professional studies indicating the economic feasibility of development: and the analysis of the impact of the project upon traffic and transportation systems, oducata:,nal facilities, public utility and service systems, and ecological systems. • The amount of area and type of commercial facilities to be included in the Central island District based upon a market analysis as required in this section. These regulations are intended to combine appropri- ate density for safe and convenient vehicular circulation by Creating a coordinated and pleasant pedestrian network, extending through and between buildings separated from vehicular traffic and where feasible,substituting for sidewalks adjacent to streets. Ground level landscaped open space and pedestrian access to waterfront areas on the is- land shall be encouraged within the limits established by the need for security by the residents of the district corn- munity. Detailed professional studies indicating the economic feasibility of development and the analysis of the impact of the project upon traffic and transportation systems, educational facilities, public utility and service systems, and ecological systems. • The amount of area and type of commercial. facilities to be included in the Central Island District based upon a market analysis as required in this section. (f) TIME LIMITATIONS FOR FILING OF FINAL DEVELOPt1ENT PLANS: Within a maximum of twelve months following approval of the required .SPD application and the development concept plan, the applicant shall file with the Planning Department final development plans for the total project or the initial stage thereof, if the development is to be accomplished in stages. The final development plans shall be submitted in a final detailed form as required in Section 4 (2) of this Article. At its discretion and for good cause, the Planning Department may extend for six months (6) the period for filing of the final development plans. Section 5 - FLOOR AREA RATIO AND BONUS PROVISIONS: (1) BASIS FOR DETERMINING FLOOR AREA RATIO The maximum floor area ratio within an SPD-1 Central Island District shall be determined after a careful re- view of the required application and development concept plan to ensure the maximum development intensity is in accordance with the general comprehensive plan for the City of Miami and is compatible in terms of use and scale with the existing and potential land uses on the main- land contiguous to the connecting bridge; The Floor Area Ratio within SPD-] Districts may be in- creased through special bonus provisions in Sub-rsection 3 7 8 9 10 1�. 12 15 16 17 18 20 21 22 24 25 26 27 28 29 hereof, based Upon the folloWthq dohsideratiofs! Adjacent circulation routes and intersections must be adegrate to handle the traffic generated by the new development at a convenient levelof service.
