A RESOLUTION AUTHORIZING AND DIRECTING THE
CITY MANAGER AND THE CITY ATTORNEY TO HAVE
DRAWN A CERTIFICATE OF PUBLIC CONVENIENCE AND
NECESSITY FOR MR. HENRY PINO TO OPERATE A PIXED
ROUTE BUS SERVICE AS DESCRIBED IN ARTICLE III,
SECTION 56-70 ET SEQ OF THE CODE OF THE CITY OF
MIAMI; SAID FIXED ROUTE BUS SERVICE, DELINEATED
AS ROUTE #7 IN THE SECOND AMENDED APPLICATION
FILED OCTOBER 8, 1974, IS TO OPERATE FROM
SOUTHWEST 27TH AVENUE AND 8TH STREET, TO PROCEED
EASTWARD TO SOUTHWEST 12TH AVENUE TO NORTHWEST
14TH STREET, THEN WEST TO NORTHWEST NORTH RIVER
DRIVE, THEN WEST TO NORTHWEST 22ND AVENUE, THEN
NORTH TO NORTHWEST 20TH STREET, THEN WEST TO
OKEECHOBEE ROAD, THEN WEST TO EAST 9TH COURT,
IN HIALEAH, THEN NORTH TO 5TH EAST STREET, IN
HIALEAH, THEN EAST TO EAST 10TH AVENUE, IN
HIALEAH, THEN NORTH TO 49TH STREET, IN HIALEAH,
WHERE THE ROUTE TERMINATES, AND RETURNING IN
THE OPPOSITE DIRECTION; THE AFORESAID CERTIFI-
CATE OF PUBLIC CONVENIENCE AND NECESSITY IS TO
CONTAIN ALL INFORMATION AS REQUIRED BY SECTION
56-76 OF THE CODE OF THE CITY OF MIAMI.
WHEREAS, a public hearing was held on November 7,
1974, upon Mr. Henry Pino's application for a Certificate of
Public Convenience and Necessity, to operate a fixed route
bus service, as required by Section 56-75 of the Code of the
City of Miami; and
WHEREAS, the City Commission, by a vote of 4-1,
approved Mr. Henry Pino's application for a Certificate of
Public Convenience and Necessity;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager and the City Attorney
are hereby authorized and directed to have drawn a Certificate
of Public Convenience and Necessity for Mr. Henry Pino, to
operate a fixed route bus service as described in Article III,

Section 56-70 et seq of the Code of the City of Miami.
Section 2. The aforesaid fixed route bus service,
delineated as route #7 in the second amended application,
filed October 8, 1974, is to operate from Southwest 27th
Avenue and 8th Street, to proceed eastward to Southwest
12th Avenue to Northwest 14th Street, then West to Northwest
North River Drive, then west to Northwest 22nd Avenue, then
North to Northwest 20th Street, then West to Okeechobee Road,
then West to East 9th Court, in Hialeah, then North to 5th
East Street, in Hialeah, then East to East loth Avenue, in
Hialeah, then North to 49th Street in Hialeah, where the
route terminates, and returning in the opposite direction.
Section 3. The aforesaid Certificate of Public
Convenience and Necessity is to contain all informatiorr as required by
Section 56-76 of the Code of the City of Miami. 4/49V.PASSED AND ADOPTED this 7 day of

COMES NOW, the Applicant and pursuant to Section 5672
of the City of Miami Code, files this his Application for
Certificate of Convenience to operate motor vehicle over a
fixed route, on the following grounds:
1. MIAMI MINI ALIADOS. INC., is a Florida Corporation
incorporated on March 22, 1974

2. ROUTES: Route 1. Express bus departing from the
Midway Mall, at N.W. 76th Street, every half hour. Wi11 travel
East on Flagler Street, picking up passengers that have parked
their cars at the shoppong center, then on to the Airport Plaza
at N.W. 57th Avenue. Here again the bus wilt,make stops picking
up passengers and then will proceed Eastbound to the Central
Shopping Plaza, making a stop there and then continuing on N.W.
7th Street to the Orange Bowl and here again will pick up pass-
engers to take to the downtown area or the Civic Center. Then
continuing on to N.W. 12th Avenue, North, making one (1) stop
on N.W. 12th Avenue and llth Street to leave off passengers
for the Civic Cer�oyfe. At this point the bus will get on

Boulevard exit and from there will continue on its route to
S.E. 3rd Avenue and 1st Street, making its downtown stop
and finishing its Eastbound run. These buses will then stop
for eight (8) minutes to pick up returning passengers.
On their Westbound route, the buses will run East on
S.E. 1st Street to Biscayne Boulevard, then South on Biscayne
Boulevard to S.E. 2nd Street, to Interstate 95, to 836 West,
to N.W. 12th Avenue exit, turning left, Southbound. At this
point the buses will make stops picking up passengers en route
to different shopping centers on its Westbound route, and then
will continue to the Orange Bowl, to leave off passengers that
have parked their cars in this area on N.W. 7th Street and
16th Avenue. They will then continue West to the Central
Plaza Shopping Center, make a stop there and continue on West
to the Airport Plaza, make a stop there and then on to the
Midway Mall.
This service will operate at one half hour intervals,
starting at 6:30 A.M. at the Midway Mall and at 7:00 A.M.
downtown. After this time the buses will run at 8:30 P.M.
from the Midway Mall and 9:00 P.M. from downtown until 11:00
P.M.
Our fare for this service will be fifty ($00.50) cents.
These buses will accomodate 45 to 52 passengers (seated) and
are different from those used by the M.T.A. These buses will
be the same type as the one called "fish -pole" and are like
those used by the Inter -City Service in Up -state New York.

As a trial area, we are proposing to operate a mini -bus
service in the enclosed areas: One the North side of the
Civic Center) on the West side of 27th Avenue; on the South

the buses -will go West to 27th Avenue, From 27th Avenue

will return to Flagler Street then to lat Street and will
travel East downtown.
Route 2: Will start its route from S.E. 3rd Avenue and
let Street, East to Biscayne Boulevard, then North to Flagler
Street, West on Plagler Street to N.W. 2nd Avenue; then South
to S.W. 7th Street. From there the buses will go West to
27th Avenue, going South to S.W. 8th Street, and East to
Brickel Avenue, then North to their starting point.
Route 3: Will have the same starting point as above.
Will travel East from 1st Street to Biscayne Boulevard then
South onto Brickell Avenue, to S.E. 13th Street, going West
on S.W. 3rd Avenue (Coral Way) to 27th Avenue, turning left
and will return the same route to the starting point.
Route 4: Will start at Flagler Street and N.W. 27th
Avenue, East to S.W. 1st and then West to N.W. 12th Avenue,
then North to the Civic Center and hospital area. On its
return trip it will travel South on S.W. 12th Avenue, to
Flagler, turning West to 27th Avenue.
Route 5: Will have its starting point at S.W. 8th Street
and 27th Avenue, then East to S.W. 12th Avenue, then North
to the Civic Center and above mentioned areas. Its return
trip will be Southbound on 12th Avenue to S.W. 7th Street,
traveling West on 27th Avenue and then will repeat its run.
These mini buses will be run at five (5) minute intervals
and will run their courses over and over again.
The fare will be fifty ($00.50) cents and will not be
in competition with any other service in operation at the
present time.
CAPACITY OF BUSES: The express buses will have a capacity
of 45 to 53 passengers and the mini buses will carry not less
than 15 passengers. Both vehicles will be used in charter
operations, in addition to the regular routes.

The express buses will be (MC Coaches, with a front door
(right side) for ingress and egress. There will be 2 aisles
of seats, 4 across. The coaches will be powered with CMC
671 or 871 Diesel engines. The approximate weight of these
coaches is 20,000 lbs.
The mini buses will be Dodge Sport Wagons (1974) with
a front door (right side ) and a middle door (right side) for
ingress and egress. There will be 2 aisles of seats, 4 across.
These mini buses will be powered by a 318 Horsepower engine and
weigh 4,463 lbs.
4. The Applicant hereby agrees to file, in the event
this Application is approved, and prior to the issuance of a
permit, all bonda and/or insurance policies provided for under
this Article.
5. VEHICLE COLOR SCHEME: The vehicles will have blue
tops, red bottoms and a white middle with the MIAMI MINI
ALIADOS, INC., logo.
6. There shall be sufficient buses at all times to
maintain the proper schedules in the event of an accident
or breakdown which may necessitate the withdrawal of one or
more vehicles from service.

MIND AMENNENT TO APPLICATION
FOR CERTIFICATE OP CONVENIENCE
CITY OP MIAMI
CITY COMMISSION - CITY OP MIAMI
COMES NOW, the applicant, MIAMI MINI ALIADOS, INC., a
Florida Corporation, and files this second amendment to its appli-
cation dated July 3, 1974.
For the purpose of clarifying said application and
obviating objections of sketchiness and lack of specificity as to
routes proposed to be operated by the applicant, the applicant
hereby withdraws in its entirety, the amendment to the above
application filed September 27, 1974, and thereby reapplies and
reinstates in its entirety, its application of July 3, 1974.
In addition, the applicant sets out below its route
from the Little Havana section to the industrial City of Hialeah,
as discussed in the Commission meeting of July 3, 1974, setting out
specifically, the proposed route over which the applicant desires
to operate, its termini, the proposed time schedule and the proposed
fare on said route, which is not specifically set out herebefore.
The Little Havana to Hialeah industrial area route, which
shall be referred as route No. 7, in the application, is as follows:
The route shall commence at South West 27th Avenue and
8th Street, and then proceed Eastward to South West 12th Avenue, then
North on South West 12th Avenue, :to:"North West 14th Street,
then West to North West North River Drive, then West to North West
22nd Avenue, then North toNorth West 20th Street, then West to
Okeechobee Road, then West' to East 9th Court, in Hialeah, then North
to 5th East Street, in Hialeah, then East to East loth Avenue, in
Hialeah, then North to 49th Street, in Hialeah, where the route
terminates, and the bus turds to return over the same route, in
the opposite direction.
In connection with and in addition to the said route
No. 7, the applicant proposes to operate off lines special services
or trips related to the operation of the said route No. 7, pursuant
to Section 56-95 of the City of Miami Code, in an area bounded by
Coral Way in the South, Douglas Road in the West, Miami Avenue in
the East, and North West 20th Street, in the North. The specific
routing of the fixed routes in this special service area, will be
submitted to the Commission, pursuant to Section 56-95, at a later
date, as experience and economics dictate it.
The service in said route No. 7, shall operate at fifteen
(15) minute intervals, from 6:00 a.m. to 7:00 p.m.; and, in half-
hour (30 minutes) intervals, from 7:00 p.m., to 12:00 a.m.
The fare to be charged, shall be $0.35 per passenger,
one-way, at any point between the termini of the route.
The buses to be utilized will be Dodge chassis, with a
seating capacity of not less than fifteen (15) passengers, which
will meet all Federal specifications for public transportation. The
mini buses will have 2 aisles of seats, four passengers across,
and will have a front door, right side, for ingress and egress.
CHARTER SERVICE. The applicant applies for a certificate
of convenience to operate the same motor vehicles referred to in
Paragraph 2, of the original application, during the "soft" hours,
in a charter service, to,provide low cost transportation for senior
citizens' programs, educational insticutions, man -power training

programs, and other governmental or other interested organizations,
which may require low cost transportation for the use of their
services.
