HomeMy WebLinkAboutM-74-1157JSLsrh 10/18/74 RESOLUTION NO. 7144457 A RESOLUTION URGING THE GOVERNOR AND MEMBERS OF THE CABINET OF THE STATE OF FLORIDA TO ARRANGE FOR A TIME FOR DELEGATED REPRESEN- TATIVES OF THE CITY OF MIAMI TO APPEAR FOR THE PURPOSE OF REQUESTING FUNDS TO BE APPRO- PRIATED BY THE STATE TO MEET THE PROBLEM EXISTING WITH RESPECT TO THE WELFARE AND NEEDS OF THE LARGE NUMBER OF PAROLEES FROM THE STATE PENAL INSTITUTION WHO WILL BE LOCATED IN THE VARIOUS COMMUNITIES IN FLORIDA AND DIRECTING THE CITY MANAGER TO TRANSMIT TO THE GOVERNOR AND CABINET MEMBERS A CERTI- FIED COPY OF THIS RESOLUTION AND A LETTER EXPLAINING THE URGENCY OF THE SITUATION. WHEREAS, there appears to be serious overcrowding in the State Penal Institution in Florida and indeed in the various other jails and stockades throughout the various counties of Florida; and WHEREAS, it is understood that the State of Florida has undertaken to parole a number of the inmates of the State Penal Institution in the approximate amount of 1,000; and WHEREAS, the necessity for this action is readily understandable; and WHEREAS, the action, however, of releasing at one time a number of inmates from the State Penal Institution will have an impact upon the communities in Florida where such persons will be located after release because there will be a neces- sity for food, housing, jobs and other assistance; and WHEREAS, due to the present state of the economy of the nation and especially the economy in the State of Florida with a resultant abnormally high rate of unemployment; and WHEREAS, it appears that the State of Florida, upon Whom the legal obligation would rest for the care of these inmates in the State Penal Institution for the duration of their period of incarceration; and WHEREAS, the City Commission of the City of Miami, Florida is of the opinion that the State of Florida, by pre- maturely releasing these penal institution inmates in such a large number, has incurred an obligation to assist finan- cially and otherwise the communities where these former in- mates will be located to meet the serious problems which will arise; and WHEREAS, the City of Miami and other municipalities in the State of Florida do not have the financial means to meet the serious obligation which will arise in connection with the relocation and rehabilitation of these parolees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Governor and the members of the Cabinet of the State of Florida are hereby urged to arrange for a time, as soon as possible, for delegated representatives of the City of Miami to appear at a meeting of the Cabinet for the purpose of making a request for funds to be appro- priated by the State of Florida to meet the serious problem which exists with respect to the welfare and needs of the large number of parolees from the State Penal Institution of Florida who will be located in the various communities in Florida. - 2 Section 2. The City Manager is hereby directed to transmit to the Governor of the State of Florida and to all of the Cabinet Members a certified copy of this resolution and a letter explaining the urgency of the situ- ation.
