A RESOLUTION REQUESTING THE STATE OF FLORIDA
DEPARTMENT OF POLLUTION CONTROL TO WITHHOLD
THE ISSUANCE TO THE MIAMI-DADE WATER AND SEWER
AUTHORITY OF A PERMIT TO INSTALL TWO .16-INCH
FORCE MAINS UNDER BISCAYNE BAY FROM S. E. 2ND
STREET TO THE CENTRAL DISTRICT WASTEWATER
TREATMENT PLANT ON VIRGINIA KEY; AND THAT THE
DEPARTMENT OF POLLUTION CONTROL WITHHOLD
ISSUANCE OF THIS PERMIT UNTIL SUCH TIME AS THE
CITY COMMISSION INFORMS THE DEPARTMENT THAT
THE CITY HAS BEEN FURNISHED DOCUMENTED PROOF
IN WRITING THAT THE PROPOSED ROUTING OF THE TWO
16-INCH FORCE MAINS THROUGH THE CITY OF MIAMI TO
S. E. 2ND STREET AND THEN ACROSS BISCAYNE BAY TO
VIRGINIA KEY IS THE ONLY SUITABLE ROUTE AVAILABLE
FOR THE LOCATION OF THESE FORCE MAINS.
WHEREAS, when the City Administration was first informed of
the proposed routing of the two proposed 16-inch force mains to pipe sludge
from the Interama Treatment Plant through the City of Miami to the Virginia
Key Treatment Plant, the Director of the Miami -Dade Water and Sewer
Authority was requested to investigate alternate routes for these force
mains and to report back to the City Commission of the findings of this
investigation; and
WHEREAS, the information submitted was not documented;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. That the State of Florida Department of Pollution Control
is hereby requested to withhold the issuance to the Miami -Dade Water and
Sewer Authority of a permit to install two 16-inch force mains under Biscayne
Bay from S. E. 2nd Street to the Central District Wastewater Treatment Plant
on Virginia Key.
Section 2. That the Department of Pollution Control is hereby
requested to withhold issuance of this permit until such time as the City
Commission informs the Department that the City has been furnished documented

proof in writing that the proposed routing of the two 16-inch force mains
through the City of Miami to S. E. 2nd Street and then across Biscayne Bay
to Virginia Key is the only suitable route available for the location of these
force mains.
