A MOTION CREATING A MIAMI ADVISORY
COMMITTEE FOR THE HANDICAPPED, AND
APPOINTING MEMBERS THERETO
WHEREAS, many handicapped but capable citizens of Florida
have a need for gainful employment, and
WHEREAS, many of these disabled persons often find the
road to gainful employment inaccessible, blocked by indifference,
ignorance, architectural barriers, and on occasion even preju-
dice; and
WHEREAS, the skills, knowledges and abilities of the
handicapped frequently are not used and are lost to the Florida
economy, causing thousands of such persons to remain unwillingly
idle and unemployed and dependent on society, and
WHEREAS, the able disabled hired on the right job have
demonstrated enviable work habits and production records which
strengthen the economy and reduce the social cost of government;
NOW, THEREFORE, the Miami City Commission, with concern
for the conservation and productive use of its human resources,
and with conviction that the abilities of its impaired citizens
can and should be employed to the advantage and profit of the
community as well as to the fulfillment of the disabled indivi-
duals, does affirm and ordain that it shall be the policy and
purpose of the City of Miami to:
Hire the abilities of handicapped people at all levels
of employment because it is just and advantageous to do so.
Insure opportunity for impaired people to qualify,
prove themselves, succeed and advance on the job.
Require only those physical standards demanded by the
duties of the job itself.
Employ administrative flexibility in all aspects of this
human relations program, including the adaptation of duties, job
sites and procedures, so that our purpose will be characterized
by positive action and achieved with good will.

To implement this policy the City Manager shall, during
National Employ the. Handicapped Week, bring this policy to the
attention of all departments. In addition he shall require a
reporting system to aid the effective administration of this
policy.
Further, firm administrative and personnel policies,
practices and procedures shall be established to reinforce this
policy and insure that fair, reasonable and continuing considera-
tion is given to achieving our purpose to hire the handicapped
and set an example for other employers in the community.
That the following named persons are hereby appointed
as members of a Miami Advisory Committee for the Handicapped to
assist in effectuating the purposes of this motion:
Mrs. Naomi Benson, 1420 South Bayshore Drive
Dr. Michael Dunn, Veterans Administration Hospital
Daniel S. Holder, 2501 Coral Way
Mrs. Selma tefkowitz, 2525 SW 27th Lane
Harry Russell, 2000 Coral Gate Drive
Dr. Robert Scanlon, 100 Edgewater Drive
Ron Smith, 1320 South Dixie Highway
PASSED AND ADOPTED this 27th day of June, 1974.
