A RESOLUTION AUTHOR/ZING THE CITY
MANAGER TO ADVERTISE FOR GROUP HOSPITAL-
IZATION INSURANCE BIDS UNDER THE TERMS
AND CONDITIONS CONTAINED HEREIN.

WHEREAS, Sec. 167.421(1), Florida Statutes, authorizes
municipalities to provide all or any kinds of insurance for
its employees and officers upon a group insurance plan and, to
that end, to enter into agreements with insurance companies
to provide such insurance, and
WHEREAS, Sec. 167.421(2), Florida Statutes, states
that the election to exercise such authority shall be
evidenced by resolution or ordinance adopted by the commission
of the municipality, and
WHEREAS, Sec. 167.421(5), Florida Statutes, authorizes
each municipality "to pay any portion or all of the premiums
or cost of any group insurance of such municipality promulgated
pursuant to this law; provided, however, that the determination
of the degree of participation in such costs by the municipality
shall be determined by the council, commission or governing
body of the municipality and shall be evidenced by resolution
or ordinance thereof, in the official minutes or records of
the municipality. The degree of participation by the
municipality may be increased or decreased from time to time
by ordinance or resolution;" and
WHEREAS, prior to the award of a group insurance
agreement to an insurance company or companies, such insurance
company or companies shall receive the majority vote of
all City of Miami employees voting at an election held at
a tithe and place where and when all City of Miami employees
shall have the opportunity to vote;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is authorized to advertise
for group insurance bids under the terms and conditions
stated above, the resolution awarding a group insurance agree-
ment to state: (1) the result of the employee election indicated
above, and (2) the determination of the City Commission as to
the degree of participation in the payment of the premiums or
cost of such insurance by the City of Miami as authorized by
Sec. 167.421(5) .
