A RESOLUTION ESTABLISHING PROCEDURES TO BE
FOLLOWED FOR BOOKING NON -ATHLETIC EVENTS
IN THE ORANGE BOWL STADIUM, THE MIAMI BASEBALL
STADIUM AND THE MIAMI MARINE STADIUM.
WHEREAS, the City Commission previously authorized
and directed the City Manager to negotiate and enter into con-
tracts for use of the Orange Bowl Stadium for other than athletic
events; and
WHEREAS, specific guidelines do not now exist for
reservation or booking of the Orange Bowl Stadium, Miami Base-
ball Stadium or Miami Marine Stadium for said non -athletic
events; and
WHEREAS, the City Manager recommends the following
procedures be established with regard to booking of other than
sports or athletic events at the Orange Bowl Stadium, Miami
Baseball Stadium and the Miami Marine Stadium;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. That the following procedures are
hereby established:

(a)
Upon receipt by the Stadium Manager of a
of a telephone call, personal visit, letter
or telegram from an applicant for a non-
athletic event, a hold on an open date for •
the use of the Orange Bowl Stadium, the Miami
Baseball Stadium or the Miami Marine Stadium
will be granted and such hold will be duly
entered and documented in the event calendar
for said facility. Documentation shall con-
sist of the name of the applicant requesting
the hold; the name of the firm,

promoter whom he represents; the date, time
and method by which the hold request was re-
ceived; and the type use; and names of acts
or performances to be presented.
(b) The Stadium Manager will not accept a hold
for an open date in one of the City's Stadiums
if the firm, agent or promoter already has a
total of two holds placed for pending use of
the City's Stadium facilities.
(c) Once accepted, entered and documented in the
facility event calendar, said hold date will
be honored without further commitment on the
part of the applicant for a period of seven
calendar days from the date the hold is logged
into the event calendar.
(d) Prior to the termination of this seven calendar
day hold period, the applicant shall confirm
in writing the reservation date, make the
appropriate reservation deposit, and shall
provide the Stadium Manager with a properly
completed written application for the use
of the facility. Said blank applications
are available upon request. If the applicant
fails to confirm the date and post the deposit
within this time limit, the Stadium Manager
shall remove the unconfirmed hold from the
event calendar for that date requested for
the facility.
At the time of posting the reservation deposit,
the applicant will be required to sign an af-

any event date for a City Stadium facility
being held for another firm, agent or promotor.
(f) A reservation deposit for a non -athletic use
of a City facility shall be as follows:
Orange Bowl Stadium $2,500
Miami Baseball Stadium 1,000
Marine Stadium 1,000
(g) Stadium Managers shall accept only cash or a
certified check or cashier's check in the
total amount of the deposit sum and shall
provide the applicant with a deposit receipt
form clearly stating the conditions under which
the deposit will be refunded.
(h) The deposit placed by the applicant as a reser-
vation guarantee for a use date in one of the
City's Stadium facilities is non-refundable
in the event that the applicant cancels the
reservation. If it is necessary that the City
of Miami has to deny the use of the Stadium
for the date requested, the deposit shall be
refunded to the applicant.
(i) At no time will the same stadium facility be
reserved for two similar events within ten
days of each other. However, during a seven
day hold period, a subsequent hold by another
applicant so documented on the facility event
calendar, may be accepted but upon receipt
of a use application and reservation deposit
from the first applicant, the second hold shall
be crossed off the event calendar. In the event
the applicant placing the first hold fails to
make an application or post a deposit or cancels

his hold, the applicant placing the second
hold will be so informed in writing and will
be notified to submit an application for the
date he requested within seven days.
(j) When informed by the City that an application
for the use of the facility has been accepted,
the applicant will be allowed twenty calendar
days in which to submit proof of insurance cov-
erage, post a performance bond if required and
pay the facility advance rental fee.
(k) It will be the responsibility of the applicant
to acquire any licenses required, to abide by
all rules and regulations established by the
City of Miami governing the use of a Stadium
facility, and to fulfill any other special
conditions required by the City for the use
of a specific Stadium facility.
(1) Requests for non -athletic use of the Orange
Bowl Stadium during the football season, the
Miami Baseball Stadium during the baseball
season, or the Miami Marine Stadium during the
boat racing season will be denied if it is
considered that the date requested for such
use would interfere with a seasonal event
scheduled for the facility.
Section 2. The City Manager be, and he is hereby
authorized to amend the above policies herein established, as
required, if he determines that the said policies cannot be
effectively administered.
Section 3. That the above procedures shall become
effective immediately upon adoption of this resolution. Appli-

Stadium facilities shall be notified in writing that their hold
dates will be limited to a total of two, and applicants shall
notify in writing the Stadium Manager which two dates they
wish retained. Applicants will also be required to follow the
procedures established by this resolution in confirming the
dates and posting appropriate reservation deposits.
