A RESOLUTION EXPRESSING THE POLICY OP THE CITY
COMMISSION THAT COSTS AND BENEFITS OF THE PENSION
SYSTEM AND PLAN BE CONSIDERED PART OF THE COMPEN-
SATION PACKAGE; THAT CONSOLIDATED BARGAINING
POSITIONS ON PENSION ISSUES BE FORMED WITH
POLICE AND FIRE ORGANIZATIONS FORMING ONE UNIT
AND ALL OTHER EMPLOYEES FORMING THE OTHER UNIT;
THAT ALL RECOMMENDATIONS OF THE CITY COMMISSION'S
PENSION COMMITTEE BE SUBJECT TO COLLECTIVE BAR?
GAINING NEGOITATIONS AND NO POSITION BE TAKEN
BY THE COMMISSION UNTIL A TERMINATION OF THE
BARGAINING PROCESS; THAT ACTION ON THE RECOM-
MENDATIONS OF THE PENSION BOARD BE WITHHELD .
PENDING THE TERMINATION OF THE BARGAINING PROCESS;
THAT THE ADMINISTRATION BE PROVIDED WITH FLEXI-
BILITY BY RETAINING SPECIALIZED MANAGEMENT LABOR
LAW SERVICES SHOULD IT BECOME NECESSARY AND
THAT THE CITY COMMISSION NOT HOLD THE ADMIN-
ISTRATION TO THE AUGUST 1ST DEADLINE FOR
SETTLING ALL LABOR CONTRACTS BUT RETAINING
THAT DATE AS A TARGET DATE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The following shall be a policy of the
Commission of the City of Miami:
(a) That the costs to the City and the employees and
the benefits to the employees of the pension System
and Plan shall be considered as a part of a compensa-
tion package during the current elective bargaining
negotiations between organized labor of the City of
Miami and the City administration.
(b) That consolidated bargaining on pension issues be
formed with police and fire labor organizations forming
one unit and organization of the General Employees
Association, the Sanitation Employees Association and
the American Federation of State, County and Municipal
Employees forming the other unit.

(c) That all recofltendations of the City Commission's
select pension committee be the subject of collective
bargaining negotiations and that no official positions
shall be taken by the City Commission on the select
pension committee's recommendations until the collective
bargaining process has reached its terminal point up to
and including advisory arbitration, should that become
necessary.
(d) That action on the current recommendations of the
Pension Board covering the points of the select pension
committee's study be withheld until the termination
of collective bargaining between the parties.
(e) That the City administration be provided with the
flexibility of retaining Specialized Management Labor
Law Services should it be necessary in dealing with
the complex and delicate issues of pension within the
collective bargaining process in recognition of possible
formal arbitration hearings being convened to resolve
any deadlocked positions.
(f) That the City Commission not hold the City admin-
istration to the August 1, 1974 deadline of settling
all labor contracts in view of the fact that the injec-
tion of pension issues into the bargaining process
shall consume an unanticipated amount of time and
energy, but it being understood that every effort
will be made to meet that deadline if at a.]. possible.
