PLEASE ALL TAKE NOTICE that a Board of Commissioners Meeting of the Omni
Redevelopment District Community Redevelopment Agency (CRA) is scheduled to take place
on Thursday, May 28th, 2026, at 9:30 a.m. or thereafter at the Miami City Hall, located

Pursuant to Resolution No. CRA-R-25-0031, whenever a scheduled CRA meeting is cancelled
or is not held due to a lack of a quorum or other emergency, a special CRA meeting will be
automatically scheduled for Tuesday immediately following the cancelled meeting. In the event
of one of the aforementioned circumstances, the special meeting would be held on June 2nd,
2026, at 9:30 a.m. in the City Commission chambers located at Miami City Hall, 3500 Pan
American Drive, Miami, FL 33133. All of the scheduled agenda items from that cancelled
meeting shall automatically be scheduled as an agenda item at the special CRA meeting.
The Clerk of the Board shall notify the public of the special meeting that is to take place by
placing a notice of the special CRA meeting at the entrance of City Hall and the City's main
administrative building, placing a notice on the CRA's website, and, if feasible, placing an ad

Old Memphis Cemetery
is tied to Palmetto's his-
toric Memphis neigh-
borhood, which was origi-
nally plotted in 1904,
according to a state his-
torical marker at the site.
The marker says the cem-
etery became the final
resting place of many
Black residents, many of
whom worked in the ar-
c's farming fields, groves
and packing houses. The
cemetew came under the
care of Manatee County
in1988, according to the
marker.
Manatee officials say
they are now working to
repair the damaged grave -
sites.
"The county is currently
coordinating with a spe-
cialized contractor to
assess and repair the dam-
aged grave sites and is
also evaluating additional
cunity measures for the
n," Manatee County
government spokesperson
Michael Simile told the
Bradenton Herald in an
email. "Repairs are ex-
pected to be scheduled as
soon as possible."
The investigation re-
mains active and no ar-
rests have been made,
according to the sheriff's
office.

Commission this year
ended a five-year ban on
oyster harvesting in some
parts of Northwest Flor-
ida's Apalachicola Bay.
The BWC has estimated
that restoration goals for
the bay will annually re-
quire between $30 million

net approved the $32.65

forest land from Beau
Creek Timber LLC in

bers have agreed to $1.6

NOTICE OF PUBLIC HEARING
The Board of Commissioners ("Board") of the Omni Redevelopment District
Community Redevelopment Agency ("OMNI CRA") will hold a Public Hearing on
Thursday, May 28, 2026, at 9:30 am, or anyone thereafter, in the City
Commission chambers boated at Miami City Hall, 3500 Pan American Drive,
Miami, FL 33133.
In accordance with the OMNI CRA's 2019 Redevelopment Plan ("Plan") and
Chapter 163, Florida Statutes, the Board will consider funding an amount
not to exceed One Million, Seven Hundred Thousand and 00/100 Dollars
($1,700,000.00) to E VB Holdings, LLC, a Florida lmited Liability Company, and
owner of the property, identified by folio number 01-3125-048-1160 located at
1695 North West 1st Court, Miami, Florida, to underwrite the expenditures and
costs associated with the construction of a multi -generational family -centered
duplex affordable housing project within the OMNI CRA's Redevelopment Area,
contingent upon the substantial completion, defined as eighty percent (80%)
completion, of the mixed -income development project located at 1433
Northwest 1st Court, Miami, Fbrida and 1435 Northwest 1st Court, Miami,
Florida, previously approved pursuant to CRA Resolution No. CRA-R-25-0029.
The project will consist of the development of two (2) five (5) bedroom
affordable housing units for moderate -income residents whose annual income
is equal to or less than seventy percent (70%) of the Area Median Income
("AMI") for Miami -Dade County, as published annually by the United Stated
Department of Housing and Urban Development ("HUD") (the "Project"). This
funding is critical to addressing slum and blight while enhancing affordable
housing options in the community, consistent with the goals outlined in the
Plan. The Board will further consider authorizing the Executive Director to
disburse funds on a reimbursement basis or upon the presentation of invoices
or satisfactory documentation, and to negotiate and execute a Forgivable Loan
Agreement and supporting documents, including any and all other documents
necessary, all in fortes acceptable to the General Counsel, for the Project,
including, but not limited to, a restrictive covenant detailing the rent
restrictions for thirty (30) years, which shall be recorded in the public records
of Miami -Dade County, Florida
The Board requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the Board,
in which the Board may take action. Should any person desire to appeal any
decision of the Board with respect to any matter considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made,
including all testimony and evidence upon which any appeal may be based

The Board of Commissioners (Board") of the Omni Redevelopment District
Community Redevelopment Agency ("OMNI CRA") will hold a Public Hearing on
Thursday, May 28, 2026, at 9:30 am, or anytime thereafter, in the City

costs associated with the construction of a multi -generational family -centered
duplex affordable housing project within the OMNI CRA's Redevelopment Area,
contingent upon the substantial completion, defined as eighty percent (800/0)
completion, of the mixed -income development project located at 1433
Northwest 1st Court, Miami, Florida and 1435 Northwest 1st Court, Miami,
Florida, previously approved pursuant to CRA Resolution No. CRA-R-25-0029.
The project will consist of the development of two (2) five (5) bedroom
affordable housing units for moderate -income residents whose annual income
is equal to or less than seventy percent (700/0) of the Area Median Income
("AMI") for Miami -Dade County, as published annually by the United Stated
Department of Housing and Urban Development ("HUD") (the "Project"). This
funding is critical to addressing slum and blight while enhancing affordable
housing options in the community, consistent with the goals outlined in the
Plan. The Board will further consider authorizing the Executive Director to
disburse funds on a reimbursement basis or upon the presentation of invoices
or satisfactory documentation, and to negotiate and execute a Forgivable Loan
Agreement and supporting documents, including any and all other documents
necessary, all in forms acceptable to the General Counsel, for the Project,
including, but not limited to, a restrictive covenant detailing the rent
restrictions for thirty (30) years, which shall be recorded in the public records
of Miami -Dade County, Florida
The Board requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the Board,
in which the Board may take action. Should any person desire to appeal any
decision of the Board with respect to any matter considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made,

Pursuant to Resolution No. CRA-R-25-0031, whenever a scheduled OMNI CRA

The Board of Commissioners ("Board") of the Omni Redevelopment District

disposition of any real property or interest therein in the OMNI CRA's
redevelopment area pursuant to Section 163.380, Florida Statutes; waiving
the requirements for competitive sealed bidding as not being practicable or
advantageous to the CRA; and authorizing the Executive Director to negotiate
and execute a sublease agreement with Wynwood House Cuts LLC, a Florida
limited liability company, for approximately One Thousand, Six
Hundred Thirty -Five (1,635) square feet of retail and/or commercial space
located at 2035 North Miami Avenue, Miami, Florida 33127, also referred to as
Wynwood Works ("Property"), for a rental amount not to exceed Eight
Thousand and 00/100 Dollars ($8,000.00) per month, for a term approved by
the Executive Director. The Board will further consider authorizing the Executive
Director to negotiate and execute any additional necessary documents,
including any modifications or amendments, all in forms acceptable to General
Counsel, for the purposes stated herein. This item supports the activation and
utilization of the Property in a manner that promotes economic activity,
entrepreneurship, commercial activation, and neighborhood revitalization
within the boundaries of the OMNI CRA.
The Board requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the Board,
in which the Board may take action. Should any person desire to appeal any
decision of the Board with respect to any matter considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made,
including all testimony and evidence upon which any appeal may be based

meeting is cancelled or is not held due to a lack of a quorum or other

of the aforementioned circumstances, the special meeting would be held on
Tuesday, June 2, 2026, at 9:30 a.m., or anytime thereafter, in the City

MDSO asks for public's help after it
says suspect almost ran over detectives

The Miami -Dade Sher-
iffs Office is asking for the
public's help after the
agency said a suspect near-
ly struck two detectives
with his car and also collid-
ed with their unmarked
vehicles before he rook off.
Steadman Stahl the
president of the South
Florida Police Benevolent
Association, told CBS
News Miami that he is
alarmed by this case and
hopes someone can help
find the suspect.
"Ile was using very poor
judgment, and he is only
making the situation a lot
aise for himself," Stahl
d. "Ile should trim him
self in. We are going to get
him. We are closing in on
him. Now you are trying to
run over policemen. You
are trying to inn over offi-
cers. My suggestion is to
smolder while you can."
Stahl added that in-
tentionally tiling to run
over officers "is going to
Linn out very bad for you."
Ile continued, "It's hoc
rible that officers have to
worry about being inn
down while performing
their duties." lie noted that
an officer was recently hit
on the Turnpike, and an-

Investigators say the
suspect, 34year-old jimmy

wanted by

Crime Bu-

Altidor at 5:10 p.m.
on May 5
near Southwest Fourth
Avenue and Eighth Street,
next to 1-95 in Miami, he
reportedly put his car into
early striking the
detectives and hitting their
vehicles. lie then fled. His
abandoned car was found,
and authorities say he fled
on foot.
CBS News Miami has
learned that detectives
have been searching for
Altidor in at least two
counties and have also
been trying to locate his
family members.
A law -enforcement
source told CBS News
Miami that detectives had
stopped at an apartment
building on East Sunrise
Boulevard in Fort Lauder-
dale.
Records show some of
Altidor's most recent ad-
dresses were a home in
Coral Springs and another
home near North Miami.
CBS News Miami checked
both homes but found no
one there.
Altidor is the subject of a
flyer that describes hum as
6 feet 2 inches and 300
pounds.
There is a reward of up
to $5,000 for information
leading to his capture.

according to court re-
cords.
Police arrested Steven
Colon Sr., 57, last year
after a woman alerted the
Bradenton Police Depart-
ment that she received an
alert about a AirTag that
had been tracking her,
according to court re-
cords. Officers say they
located the tracking de-
vice in between
the plastic covering in the
wheel well," according to
an arrest report.
Colon was charged
with installing or using a
tracking device in March
2025. 11e pleaded no
contest and waived his
right to appeal in April,
and Colon was sentenced
to one year of supervised
probation, according to
court records.

believed that the AirTag

family of Steven Colon jr.

training, community connectivity and youth enrichment located within the
Redevelopment Area of the OMNI CRA. This funding is critical in supporting
employment opportunities, job skills training, and community empowerment,
which are envisioned to cultivate essential skills and enrich cultural
understanding among youth in the area. The Board will further consider
authorizing the Executive Director to negotiate and execute an agreement
between the OMNI CRA and florida Film House for the Program, including any
and all necessary documents and amendments, all in forms acceptable to the
General Counsel, for the purposes stated herein, including but not limited to job
skills and training, employment opportunities, and youth enrichment.

with trafficking organiza-
tions.
LOCAL 'GUARDS'
The corruption runs so
deep that some Indige-
nous groups no longer
trust state security forces.
Many communities
have created their own
"guards" — local protec-
tion units designed to
monitor territory and
resist criminal intrusion.
Some use drones, GPS
systems and satellite
imagery to track illegal
activity. Others patrol
rivers themselves.
But these groups often
face heavily armed crimi-
nal organizations with
little outside support.
The Amazon accounted
for one in every five kill-
ings of environmental and
land defenders worldwide
in 2022, according to
figures cited in the report.
In some areas, the
guards themselves have
been infiltrated or co-
opted by criminal organi-
zations.
The report describes
Indigenous patrols in
Venezuela allegedly work-
ing alongside armed
groups controlling mining
areas and extorting work-
ers along river routes.
Elsewhere, communi-
ties fear local police are
collaborating with traf-
fickers and miners.
In one incident recount-
ed in the report, Indige-
nous guards in the Peru-
vian Amazon confronted
police officers allegedly
transporting illegal
mining equipment into
protected territory. Offi-
cers responded by firing
warning shots into the
water.
Governments across the
region have launched
repeated military and
police operations target-
ing illegal mines and
trafficking routes, but the
report says most crack-
downs have produced
only temporary disrup-
tions.
Mining equipment de-
stroyed during raids is
quickly replaced.

The report argues that
one of the central failures
of Amazon security policy
has been the inability of
govemments to maintain
a perm ent presence in
remote regions where
criminal groups operate
freely.
Large portions of the
rainforest remain effec-
tively ungoverned.
More than five million
people in rural Amazon
areas live over six miles
from the nearest health
center or hospital.
Many communities are
accessible only after days
of travel by river.
"The state has histor-
ically been feeble across
much of the Amazon," the
report notes.
That vacuum has al-
lowed criminal organiza-
tions to evolve into paral-
lel powers. In some terri-
tories they establish rules,
enforce order, resolve
disputes and decide who
may enter or leave com-
munities.
Residents who resist are
often threatened, dis-
placed or killed.
The report ultimately
argues that protecting the
Amazon will require gov-
emments to stop treating
organized crime and envi-
ronmental destruction as
separate crises.
They are now insepara-
ble.
The International Crisis
Group recommends deep-
er cross -border intelli-
gence sharing, stronger
anti -corruption measures,
tighter oversight of in-
ternational gold and com-
modity markets and far
closer collaboration be-
tween govemments and
Indigenous communities.
The report also urges
international companies
to ensure supply chains
are free from products
tied to environmental
crime and organized crim-
inal activity.
But the authors warn
that time is running short,
concluding:
"Criminal groups are
for now moving much
faster than law enforce-
ment across the Amazon's
vast reaches."

AFRAID SHE WOULD
'LOSE EVERYTHING'
Several of the Black
women who died recently
were notably successful,
particularly Metayer, who
as reportedly going to
announce her candidacy
for Congress the day she
was found dead in her
home.
Successful women
often fall prey to narcis-
sistic individuals, said
Guerrier. In many cases,
she said, they approach
women with flattery.
"They project themselves
as something that they're
not, and they get these
women to a place of vul-
nerability to the point
where they can earn their
trust," she said. "And
then, once the guard
comes down, slowly but
surely, the abuse starts.
Usually, it starts with
critiques. It starts as an
emotional or psycholog-
ical uvet, who has had a
long career as a respected
media personality,
echoed that sentiment
and noted that there were
small ways in which her
abuser chipped at her
esteem, such as convinc-
ing her that people said
negative remarks about
her. "He worked on me
mentally first and was
chiseling away at every
aspect of who Cindy Dou-
cet was," she said.
Guerrier said it also
becomes challenging for
public -facing women to
leave and tell their family
because of the shame
they've experienced liv-
ing with abuse.
Tima and Guerrier both
said that often the as-
sumption in cases of
abuse and femicide is
that the woman provoked
the man. Doucet's sit-
uation was no exception,
she said, and in some
ways contributed to why
she hadn't gone public
with the abuse. "I felt like
if I spoke out, not only
would I lose everything,
but I would also not be
believed or understood,"
she said, adding her
abuser also alienated her
from social circles.
That is why it is impor-
tant for people in sit-
uations of domestic vio-
lence to get help, says
Guerrier.
"Support these individ-
uals, because it's hard
enough already accepting
that you failed in a partic-
ular area in your life after
you fought so hard to be
successful," Guerrier
said. "A lot of the times
these women, they con-
ceal this pain and the
abuse because they don't
want the criticism.
They're afraid."
Doucet said leaving
was just as hard as stay-
ing. She only was able to
leave once her abuser
attacked her in public.
Doucet said she didn't
tell her family or her
therapist at the time
about her abuse. But once
she left, she sought out a
psychiatrist and then
found a therapist before
turning her focus to God
and finding a Bible coun-
selor on her journey to
recovery.
"Therapy is definitely

women to leave once
their abuser makes the
slightest error and the
opportunity presents
itself.
And even then, she
said, healing from the
abuse is a long process.
"When you're healing,
you feel like you're never
going to be healed be-
cause the slightest thing
will trigger you, and you
feel like you're back at
square one," she said.
"It's very difficult. It's a
daily process."

Reduction Collective, an
organization that aims to
prevent overdoses, said
one of the reasons over-
dose deaths are declin-
ing is because the pro-
gram participants he
helps are switching from
injecting to smoking
fentanyl.
It's an ongoing nation-
al trend that has recently
caught on in Florida and
gives the drug user more
"control" over how
much fentanyl someone
takes, he said.
Santamour said he's
also seen an increase in
the usage of fentanyl test
strips and naloxone, an
opioid overdose reversal
drug.
In his press confer-
ence, DeSantis also high-
lighted how law enforce-
ment equipped with
naloxone has helped
reduce drug overdose
deaths.
Santamour said his
organization mails out
400 kits of four doses of
naloxone every month
across Florida, and the
demand hasn't slowed
down in four years.
Fentanyl test strips,
which are decriminalized
in Florida, have also
helped residents avoid
using substances tainted
with fentanyl. But as
recently as two weeks
ago, the U.S. Substance
Abuse and Mental
Health Services Admin-
istration updated its
guidelines and said none
of its funding can be
used to purchase fenta-
nyl test strips or any
other substance test kits,
including xylazine and
medetomidine test
strips.
The Florida Legisla-
ture also passed a bill
this year that decrimi-
nalized xylazine test
strips. It has not yet been
sent to the governor's
desk for signature.
"We're kind of worried
that the progress that
we've seen is going to go
away because we can't
give people the tools we
ne
ed," Santamour said.
One of the biggest
reasons for the drop in
overdose deaths is the
prevalence of xylazine
and medetomidine re-
placing high doses of
fentanyl in Florida's
drug supply, Santamour
said.
Drug reagent testing
shows medetomidine has
been found across the
state, from Pensacola to
Miami, Santamour said.
Both xylazine and
medetomidine are seda-
tives, but they do not
depress the respiratory
system the way fentanyl
does and therefore don't
carry the same risk for
overdose, said Claire
Zagorski, a researcher at
the University of Texas
at Austin who studies
trends in the nation's
drug supply.
Dr. Bruce Goldberger,
a professor of toxicology
at the University of Flor-
ida, said the medetomi-
dine is swapping out the
xylazine supply in Flor-
ida, and comes with its
own set of problems.
Repeated use can lead to
dependence, and with-
drawal can be life -
threatening and require
treatment in the hospi-
tal.
Zagorski said there is
no compelling evidence
that the downward shift
in overdoses and
changes in supply are
because of law enforce-
ment. Opioids have re-
mained consistently
available across the
country, she added.
"There are still drugs
everywhere; they are still
easy to get. No one is
complaining that the
drug market is dying,"
Santamour said.
